FOR EDUCATIONAL PROGRAMS OF HIGHER EDUCATION -
BACHELOR PROGRAMS, SPECIALTY PROGRAMS

I. General provisions

1. These Admission Rules govern the admission of citizens Russian Federation, foreign citizens and stateless persons (hereinafter collectively referred to as applicants) for training in educational programs higher education - bachelor's programs, specialist's programs, master's programs (hereinafter, respectively - bachelor's programs, specialist's programs, master's programs) at the expense of the federal budget (hereinafter - places within the admission target figures) and to places under contracts for the provision of paid educational services to legal and (or) individuals to the Federal State Budgetary Educational Institution of Higher Education "Russian State University them. 2. Russian State University A.N. Kosygin and branches of the Russian State University. A.N. Kosygina announces admission to study under the bachelor's degree programs, specialist's programs, master's programs (hereinafter, respectively - admission to study, educational programs) in the presence of a license to carry out educational activities according to the relevant educational programs ( Annex 1, Annex 2, Annex 3).

3. Persons with a secondary general education are allowed to study bachelor's or specialist's programs. Persons with higher education of any level are allowed to master the master's programs.
Persons who have an education of the appropriate level, confirmed by: upon admission to study in bachelor's and specialist's programs - with a document on secondary general education or a document on secondary vocational education, or a document on higher education and about qualifications; upon admission to study in master's programs - a document on higher education and qualifications.
The applicant submits a document certifying the education of the appropriate level (hereinafter - the document of the established form):
document on education or on education and qualifications the model established by the federal executive body exercising the functions of developing state policy and legal regulation in the field of education, or the federal executive body exercising the functions of developing state policy and legal regulation in the field of healthcare, or the federal executive body, performing the functions of developing state policy and legal regulation in the field of culture;
a state document on the level of education or on the level of education and qualifications received before January 1, 2014.(a document on primary vocational education confirming the receipt of secondary (complete) general education, and a document on primary vocational education received on the basis of secondary (complete) general education, are equated to a document on secondary vocational education;
document on education and qualification of the sample established by the federal state budgetary educational institution higher education "Moscow State University named after M.V. Lomonosov" (hereinafter - Lomonosov Moscow State University) and the federal state budgetary educational institution of higher education "St. Petersburg State University" (hereinafter - St. Petersburg State University), or a document on education and qualifications of the sample established by decision the collegial management body of the educational organization, if the specified document is issued to a person who has successfully passed the state final certification;
a document on education or on education and qualifications issued by a private organization carrying out educational activities on the territory of the Skolkovo Innovation Center ;
document (documents) of a foreign state on education or on education and qualifications , if the education indicated in it is recognized in the Russian Federation at the level of the corresponding education (hereinafter - the document of a foreign state on education).

4. Admission to study is carried out for the first year.

5. Admission to study is carried out within the framework of the target figures for the admission of citizens to study at the expense of budgetary appropriations of the federal budget and under agreements on education concluded upon admission to study at the expense of individuals and (or) legal entities(hereinafter referred to as contracts for the provision of paid educational services) ( Annex 4, Annex 5, Annex 6).
As part of the control figures, the following are distinguished:
admission quota for education in bachelor's programs, specialist's programs at the expense of budget allocations for disabled children, disabled groups I and II, disabled since childhood, disabled due to military injuries or diseases received during military service, orphans and children left without parental care , as well as persons from among orphans and children left without parental care, and veterans of military operations from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ "On Veterans ". Kosygin in the amount of not less than 10% of the volume of control figures for each set of conditions for admission to study in undergraduate and specialist programs;
admission quota for targeted training (hereinafter referred to as the target quota).

6. Admission to study at the expense of budget allocations is carried out on a competitive basis, unless otherwise provided by Federal Law N 273-FZ

7. The conditions for admission to training in basic vocational educational programs should guarantee the observance of the right to education and enrollment from among applicants with the appropriate level of education, the most capable and prepared to master the educational program of the appropriate level and relevant orientation of persons.

8. Admission to training is carried out:
1) for bachelor's and specialist's programs (with the exception of the admission of persons entitled to admission to study without entrance examinations):
on the basis of secondary general education - on the basis of the results of a single state exam(hereinafter referred to as the USE), which are recognized as the results of entrance examinations;
on the basis of secondary vocational or higher education (hereinafter - professional education) - according to the results of entrance examinations, the form and list of which are determined by the Russian State University. A.N. Kosygin;
2) for master's programs - based on the results of entrance examinations, the establishment of a list and the implementation of which is carried out by the Russian State University. A.N. Kosygin independently.

9. RSU them. A.N. Kosygin and branches of the Russian State University. A.N. Kosygina conducts admission according to the following conditions for admission to training (hereinafter referred to as the conditions for admission):
1) separately for studying at the Russian State University. A.N. Kosygin and for training in branches;
2) separately for full-time, part-time, part-time forms of education;
3) separately for bachelor's programs, specialist's programs, master's programs;
4) separately within the control figures and under contracts for the provision of paid educational services.

10. For each set of conditions for admission, separate lists of applicants are formed and separate competitions are held on the following grounds for admission to study (hereinafter referred to as the grounds for admission):
1) within the control figures:


for places within the target figures minus the special quota and the target quota (hereinafter referred to as the main places within the target figures);
2) to places under contracts for the provision of paid educational services.

11. Admission to study is carried out for undergraduate programs in each area of ​​training in general, for specialist's programs in each specialty in general, for master's programs in each area of ​​training in general. Admission to study, depending on the direction (profile) of educational programs, is carried out on the basis of a set of undergraduate programs within the field of study ( Annex 7, Annex 8, Annex 9).

12. For admission to training, applicants submit an application for admission with the necessary documents attached (hereinafter together - documents required for admission; documents submitted for admission; submitted documents).

13. A person to whom the applicants have been given the appropriate authority (hereinafter referred to as an authorized representative) may carry out actions that do not require the personal presence of the applicant (including representation at the A.N. Kosygin Russian State University and branches of the A.N. Kosygin Russian State University documents required for admission, withdraw the submitted documents). The authorized person performs the indicated actions upon presentation of a power of attorney issued by the applicant and executed in accordance with the established procedure for the implementation of the relevant actions.

14. When visiting the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin and full-time interaction with authorized officials of the organization, the applicant (trustee) presents the original document proving the identity.

15. Organizational support for admission to training, including for training in the branches of the Russian State University. A.N. II. Establishment of a list and programs of entrance examinations, scales for evaluating their results and minimum quantity points confirming the successful completion of entrance examinations

17. When enrolling in bachelor's and specialist's programs based on general secondary education, the results of the USE and additional entrance tests are recognized as the results of general education entrance examinations.

18. Certain categories of applicants for undergraduate and specialist degree programs can take general education entrance examinations conducted by the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin independently (hereinafter referred to as general education entrance examinations for certain categories of applicants):
1) in any general education subjects:
a) disabled children, disabled people;
b) foreign citizens;
c) persons who have received a document of secondary general education within one year before the date of completion of the acceptance of documents and entrance examinations, inclusive, if all specified period attestation tests of the state final attestation for educational programs of secondary general education were not passed in the form of the USE (or they passed the final attestation procedures in foreign educational organizations and did not pass the USE during the specified period);
2) in certain general education subjects - persons who have passed the state final certification in these general education subjects in the form of a state final exam, provided that they received a document on secondary general education within one year before the date of completion of the acceptance of documents and entrance examinations inclusive and in during this period they did not pass the USE in the relevant general education subjects.

18.1. Persons who received in 2017 or 2018 in educational organizations located on the territories of the Republic of Crimea and the federal city of Sevastopol, a certificate of secondary general education based on the results of the state final certification, have the right to enroll in undergraduate and specialty programs in the year of receipt of the said certificate at your choice based on the results of the Unified State Examination and (or) on the results of entrance examinations conducted by the Russian State University. 19. Applicants specified in paragraph 18 can take all general education entrance examinations conducted by the Russian State University. A.N. Kosygin and branches of the Russian State University. As the results of other general education entrance examinations (when exercising the right specified in subparagraph 2 of paragraph 18 of these rules), applicants can take general education entrance examinations conducted by the Russian State University. Kosygin on their own, only in those general education subjects in which they passed the state final certification in the form of a state final exam and did not pass the Unified State Exam for one year until the day the documents were accepted and entrance examinations were completed.
When exercising the rights specified in subparagraphs "a" and "b" of subparagraph 1 of paragraph 18 of these rules, applicants can take general education entrance examinations conducted by the Russian State University. 20. Applicants on the basis of vocational education, at their discretion, can use the results of the Unified State Examination as the results of general educational entrance examinations or participate in entrance examinations conducted by the Russian State University. Kosygin independently, or take one or more of the specified entrance tests along with the use of the results of the Unified State Examination.
Persons with vocational education can enroll in undergraduate programs, specialist programs based on secondary general education.

21. Programs of general educational entrance examinations conducted by the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin are formed on the basis of the federal state educational standard of secondary general education and the federal state educational standard of basic general education. Programs of general education entrance examinations are formed taking into account the need to match the level of complexity of such entrance examinations to the level of complexity of the Unified State Examination in the relevant general education subjects;
Programs of entrance examinations for admission to the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin for master's programs are formed on the basis of federal state educational standards higher education for undergraduate programs.

22. For each entrance examination, an assessment scale and a minimum number of points are established, confirming the successful completion of the entrance examination (hereinafter referred to as the minimum number of points) ( Annex 9, Annex 10).
When applying for undergraduate studies, specialist programs, master's programs, the results of each entrance test conducted by the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin independently, are evaluated on a 100-point scale.

23. When applying for training in one educational program, the list of entrance examinations and the minimum number of points cannot differ when applying for training at the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin, for admission to various forms of education, as well as for admission to places within a special quota, to places within the target quota, to main places within the target figures and to places under contracts for the provision of paid educational services.

24. The minimum score cannot be changed during admission.

III. Special rights for admission to undergraduate and specialist programs

25. The following have the right to admission without entrance examinations:
1) winners and prize-winners of the final stage All-Russian Olympiad schoolchildren (hereinafter referred to as the winners and prize-winners of the All-Russian Olympiad), members of the national teams of the Russian Federation participating in international olympiads in general education subjects and formed in the manner established by the federal executive body responsible for developing state policy and legal regulation in the field of education (hereinafter referred to as members of the national teams of the Russian Federation), in specialties and (or) areas of training corresponding to the profile of the All-Russian Olympiads for schoolchildren or international Olympiads - within 4 years following the year of the corresponding Olympiad;
2) winners and prize-winners of the IV stage of the All-Ukrainian student Olympiads, members of the national teams of Ukraine participating in international Olympiads in general education subjects - within 4 years following the year of the corresponding Olympiad, if these winners, prize-winners and members of the national teams are among:
persons who are recognized as citizens of the Russian Federation in accordance with Part 1 of Article 4 of the Federal Constitutional Law of March 21, 2014 N 6-FKZ "On the admission to the Russian Federation of the Republic of Crimea and the formation of new subjects within the Russian Federation - the Republic of Crimea and a city of federal significance Sevastopol" (hereinafter referred to as persons recognized as citizens);
persons who are citizens of the Russian Federation who permanently resided on the day of admission to the Russian Federation of the Republic of Crimea on the territory of the Republic of Crimea or on the territory of the federal city of Sevastopol, and studied in accordance with the state standard and (or) curriculum general secondary education, approved by the Cabinet of Ministers of Ukraine (hereinafter referred to as persons permanently residing in the territory of Crimea);
3) champions and medalists of the Olympic Games, Paralympic Games and Deaflympics, world champions, European champions, persons who won first place at the World Championships, European Championships in sports included in the programs of the Olympic Games, Paralympic Games and Deaflympics (hereinafter - champions (winners) in the field of sports), by specialties and (or) areas of training in the field physical education and sports.

26. Disabled children, disabled people of groups I and II, disabled since childhood, disabled due to military injuries or illnesses received during military service, orphans and children left without parental care have the right to admission to training within a special quota. , as well as persons from among orphans and children left without parental care, and war veterans from among the persons specified in subparagraphs 1 - 4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ "On Veterans ".

27. The priority right to enrollment is granted to the following persons:
1) orphans and children left without parental care, as well as persons from among orphans and children left without parental care;
2) children with disabilities, disabled people of groups I and II;
3) citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita income of the family is below the subsistence level established in the constituent entity of the Russian Federation at the place of residence of these citizens;
4) citizens who were exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and who are subject to the Law of the Russian Federation of May 15, 1991 N 1244-1 "On social protection citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant";
5) children of servicemen who died in the performance of their duties of military service or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties, including when participating in counter-terrorism operations and (or) other measures to the fight against terrorism;
6) children of deceased (deceased) Heroes Soviet Union, Heroes of the Russian Federation and full cavaliers Order of Glory;
7) children of employees of the internal affairs bodies, the Federal Service of the National Guard of the Russian Federation, institutions and bodies of the penitentiary system, the federal fire service of the State Fire Service, drug control authorities and psychotropic substances, customs authorities, the Investigative Committee of the Russian Federation, who died (deceased) as a result of injury or other damage to health received by them in connection with the performance of their official duties, or as a result of a disease they received while serving in these institutions and bodies, and children who were on their dependency;
8) children of prosecutors who died (died) as a result of injury or other damage to health received by them during their service in the prosecutor's office or after dismissal as a result of causing harm to health in connection with their official activity;
9) servicemen who do military service under a contract and whose continuous duration of military service under a contract is at least three years, as well as citizens who have completed military service by conscription and who enter training on the recommendations of commanders issued to citizens in the manner established by the federal executive body authorities in which federal law provides for military service;
10) citizens who have served for at least three years under a contract in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and dismissed from military service on the grounds provided for in subparagraphs "b" - "d" of paragraph 1 , subparagraph "a" of paragraph 2 and subparagraphs "a" - "c" of paragraph 3 of Article 51 of the Federal Law of March 28, 1998 N 53-FZ "On military duty and military service";
11) war invalids, combatants, as well as combat veterans from among the persons specified in subparagraphs 1-4 of paragraph 1 of Article 3 of the Federal Law of January 12, 1995 N 5-FZ "On Veterans";
12) citizens who directly participated in the tests nuclear weapons, military radioactive substances in the atmosphere, nuclear weapons underground, in exercises with the use of such weapons and military radioactive substances until the date of the actual termination of these tests and exercises, direct participants in the liquidation of radiation accidents at nuclear installations of surface and submarine ships and other military facilities, direct participants carrying out and ensuring work on the collection and disposal of radioactive substances, as well as direct participants in the elimination of the consequences of these accidents (military personnel and civilians of the Armed Forces of the Russian Federation, military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation, military personnel and employees of the Federal Service of the National Guard Troops of the Russian Federation Federation, persons who served in the railway troops and other military formations, employees of the internal affairs bodies of the Russian Federation and the federal fire service of the State Fire Service );
13) military personnel, employees of the Federal Service of the National Guard Troops of the Russian Federation, the internal affairs bodies of the Russian Federation, the penitentiary system, the federal fire service of the State Fire Service, who performed tasks in the conditions of an armed conflict in the Chechen Republic and in the territories adjacent to it, assigned to the zone armed conflict, and these military personnel performing tasks in the course of counter-terrorist operations on the territory of the North Caucasus region.

28. Winners and prize-winners of Olympiads for schoolchildren held in the manner established by the federal executive body responsible for the development of state policy and legal regulation in the field of education (hereinafter referred to as Olympiads for schoolchildren), for 4 years following the year of the corresponding Olympiad , the following special rights upon admission to study in undergraduate and specialist programs in specialties and (or) areas of training corresponding to the profile of the Olympiad for schoolchildren ( Appendix 11):
1) admission without entrance examinations for undergraduate and specialist degree programs in specialties and areas of training corresponding to the profile of the Olympiad for schoolchildren;
2) be equated to persons who have scored the maximum number of USE points in a general education subject corresponding to the profile of the Olympiad for schoolchildren, or to persons who have successfully passed additional entrance tests of a creative and (or) professional orientation, provided for in parts 7 and 8 of Article 70 of Federal Law N 273- Federal Law (hereinafter - the right to 100 points).
The special rights specified in subparagraphs 1 and 2 of this paragraph may be granted by the same applicant. In case of granting a special right specified in subparagraph 2 of this paragraph, applicants are assigned the highest result (100 points) of the relevant entrance test (tests).

29. The persons specified in paragraphs 25 and 28 of these Rules are given, within the periods specified in paragraphs 25 and 28 of these Rules, an advantage by equating to persons who have scored the maximum number of USE points (100 points) in a general education subject or who have received the highest result ( 100 points) additional entrance test (tests) of creative and (or) professional orientation, provided for by parts 7 and 8 of Article 70 of Federal Law N 273-FZ, if the general education subject or additional entrance test corresponds to the profile of the Olympiad or the status of a champion (winner) in the field of sports .

30. In order to provide the winners and prize-winners of Olympiads for schoolchildren with special rights and benefits specified in paragraphs 28 and 29 of these rules, RSU. A.N. Kosygina establishes for which levels of Olympiads and (or) for which list of Olympiads each of the specified rights and benefits is provided, and also establishes for each Olympiad (for each level of Olympiads), for which classes of study in the general education program the results of the winner (winner) should be obtained ) to grant a corresponding special right or benefit ( Appendix 11).
For Olympiads for schoolchildren of the same profile (in the case of establishing a list of Olympiads - within the established list):

31. To provide the special rights specified in subparagraphs 1 and 2 of paragraph 25 and paragraph 28 of these Rules, and the benefits specified in paragraph 29 of the Russian State University. A.N. 32. When enrolling in one educational program, the special rights provided for in paragraphs 25 and 28 of these Rules, and the advantage provided for in paragraph 29 of these Rules, cannot differ when admitted to study at the Russian State University. IV. Accounting for individual achievements of applicants for admission to training

34. Applicants for training have the right to submit information about their individual achievements, the results of which are taken into account when applying for training. Accounting for the results of individual achievements is carried out by accruing points for individual achievements and (or) as an advantage if the sum of competitive points is equal. Points awarded for individual achievements are included in the amount of competitive points.

35. The applicant submits documents confirming the receipt of the results of individual achievements.

36. When applying for undergraduate studies, specialist's programs, master's programs of the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygina awards points for individual achievements according to Annex 12 to these rules.

37. When applying for undergraduate, specialist and master's programs, an applicant can be awarded no more than 10 points in total for individual achievements.

V. Informing about admission to training

39.2. Starting from the day the acceptance of documents required for admission begins, information on the number of submitted applications for admission and lists of persons who submitted the documents required for admission (hereinafter referred to as the lists of persons who submitted documents) are posted on the official website and on the information stand, highlighting:
1) persons entering:
a) for places within the target figures:
for places within a special quota;
for seats within the target quota;
to the main places within the control figures;
b) to places under contracts for the provision of paid educational services;
2) persons entering without entrance examinations.
In the lists of persons who submitted documents, for each applicant (with the exception of persons entering without entrance examinations), information is indicated on whether he enters training on the basis of the results of the Unified State Examination and (or) on the basis of the results of entrance examinations conducted by the organization independently.
Information on the number of applications for admission and lists of applicants are updated daily.

VI. Acceptance of documents required for admission

40. An applicant for undergraduate or specialist degree programs has the right to submit an application (applications) for admission at the same time to no more than 5 organizations of higher education. In each of these organizations, an applicant has the right to participate in the competition in no more than 3 specialties and (or) areas of training.

41. For each (each) of the specialties and areas of training specified in paragraph 40 of these Rules, in each of the applicants specified in paragraph 40 of these Rules, an applicant can simultaneously submit an application (applications) for admission for training on various conditions of admission and (or) various grounds for admission .

42. If you intend to simultaneously enter the Russian State University. A.N. Kosygin, branches of the Russian State University. A.N. Kosygin, according to various conditions of admission and (or) various grounds for admission, the applicant submits one application for admission indicating in it various conditions for admission and grounds for admission.

43. An applicant uses each of the following special rights when enrolling in undergraduate or specialist programs at the expense of budgetary allocations to only one higher education institution for only one educational program of the applicant's choice (regardless of the number of grounds that determine the corresponding special right):
the right to admission without entrance examinations specified in clause 24 of these rules;
the right to admission without entrance examinations specified in subparagraph 1 of paragraph 28 of these rules.

44. Each of the special rights specified in paragraph 43 of these Rules can be used by applicants within the same organization of higher education and one educational program while applying for training on different conditions of admission and (or) different grounds for admission.

45. Simultaneously with the submission of an application for admission using each of the special rights specified in paragraph 43 of these rules, the applicant has the right to submit an application (applications) for admission to the Russian State University. Kosygin without using the specified special rights to the same and (or) other educational programs, as well as to other organizations of higher education.

46. ​​An applicant can simultaneously use the right to 100 points when applying for training on various admission conditions and (or) different grounds for admission, as well as simultaneously use several grounds for using the right to 100 points, including within the framework of one separate competition.

4) details of the identity document (including an indication of when and by whom the document was issued);
5) upon admission to training in accordance with the specifics specified in paragraph 3.1 of Article 5 or Article 6 of Federal Law N 84-FZ, information that the applicant is one of such persons;
6) information about education and a document of the established form that meets the requirements specified in paragraph 3 of these rules;
7) conditions for admission to studies and grounds for admission;
8) upon admission to study in bachelor's and specialist's programs - information about the presence or absence of special rights for the applicant (if there are special rights - indicating information about documents confirming the existence of such rights);
9) upon admission to study in bachelor's and specialist's programs - information on passing the USE and its results (if there are several USE results that have not expired, it is indicated which results of the USE and in which general education subjects should be used);
10) when enrolling in bachelor's and specialist's programs - information about the intention to participate in the competition based on the results of general education entrance examinations conducted by the higher education organization independently (indicating the grounds for participating in the competition based on the results of such entrance examinations and the list of entrance examinations);
11) information about the need to create special conditions for the applicant during entrance examinations in connection with his handicapped health or disability (indicating the list of entrance examinations and special conditions);
12) information about the presence or absence of individual achievements of the applicant (if any, indicating information about them);
13) information about the presence or absence of the applicant's need to provide a place to live in a hostel during the period of study;

55. In the case of submission of documents required for admission, in accordance with subparagraph 1 of paragraph 49, the application for admission and the facts recorded in it in accordance with paragraph 54 of these rules are certified by the personal signature of the applicant (authorized person).

56. When applying for admission, the applicant submits:
1) document (documents) proving identity, citizenship;
2) upon admission to training in accordance with the specifics established in part 3.1 of article 5 or article 6 of Federal Law N 84-FZ, a document (documents) confirming that the applicant is such a person in accordance with the conditions for classifying as such persons, established by the Federal Constitutional Law of March 21, 2014 N 6-FKZ "On the admission to the Russian Federation of the Republic of Crimea and the formation of new subjects within the Russian Federation - the Republic of Crimea and the federal city of Sevastopol".
3) a document of the established form that meets the requirements specified in paragraph 3 of these rules (an applicant can submit both a document on secondary general education and a document on secondary vocational (initial vocational) or higher education).
A document of a foreign state on education is submitted with a certificate of recognition foreign education, except in the following cases, in which the presentation of the said certificate is not required:
when submitting a document of a foreign state on education, which corresponds to part 3 of article 107 of the Federal Law N 273-FZ;
upon admission to educational organization higher education, which has the right to independently carry out, in the manner established by it, the recognition of foreign education and (or) foreign qualifications that do not meet the conditions provided for by Part 3 of Article 107 of Federal Law N 273-FZ;
when submitting a document on education, the sample of which is approved by the Cabinet of Ministers of Ukraine, if the holder of this document is one of the persons specified in Article 6 of Federal Law N 84-FZ;
4) for applicants specified in subparagraph "a" of paragraph 18 of these Rules, with the intention to participate in the competition based on the results of general education entrance examinations for certain categories of applicants - a document confirming disability;
5) if it is necessary to create special conditions during entrance examinations - a document confirming the limited health or disability that requires the creation of these conditions;
6) for the use of a special right or advantage by the winners and prize-winners of the All-Russian Olympiad, - a document confirming that the applicant is the winner or prize-winner of the final stage of the All-Russian Olympiad for schoolchildren;
7) for the use of a special right or advantage by the winners and prize-winners of the IV stage of the All-Ukrainian student Olympiad, specified in subparagraph 2 of paragraph 25 of these rules, a document confirming that the applicant is the winner or prize-winner of the IV stage of the All-Ukrainian student Olympiad;
8) for the use of a special right or advantage by members of the national teams of the Russian Federation - a document confirming that the applicant was included in the number of members of the national team;
9) for the use of a special right or advantage by members of the national teams of Ukraine specified in subparagraph 25 of these rules - a document confirming that the applicant was included in the number of members of the national team;
10) for the use of a special right or advantage by champions (winners) in the field of sports - a document confirming the status of the said champion or prize-winner;
11) to use the right to admission within a special quota - a document confirming that the applicant is one of the relevant persons, including persons from among orphans and children left without parental care, until they reach the age of 23 years;
12) in order to use the pre-emptive enrollment right specified in paragraph 27 of these Rules - a document confirming that the applicant is one of the relevant persons, including persons from among orphans and children left without parental care, until they reach the age of 23 years;
13) for the use of a special right or advantage by the winners and prize-winners of the Olympiads for schoolchildren - a document confirming that the applicant is the winner or prize-winner of the Olympiad for schoolchildren;
14) documents confirming the individual achievements of the applicant, the results of which are taken into account when applying for training in accordance with the admission rules approved by the organization independently (submitted at the discretion of the applicant);
15) other documents (submitted at the discretion of the applicant);
16) 2 photographs of the applicant - for persons entering according to the results of entrance examinations conducted by the organization independently.

57. Applicants may submit originals or copies of documents submitted for admission. Certification of copies of these documents is not required.
Simultaneously with the submission of the application for admission, the applicant submits an application for consent to enrollment with the attachment of the original document of the established form (in accordance with clause 116 of these Rules) upon admission to training in the field within the control figures:
1) on the basis of a special right referred to in paragraph 25 of these Rules;
2) on the basis of a special right specified in subparagraph 1 of paragraph 28 of these Rules.

58. In case of admission to training in accordance with two or more subparagraphs of paragraphs 57 of these Rules, the applicant:
submits an application for consent to enrollment with the original document of the established form attached to one of the organizations;
in applications for admission to other organizations, indicates to which organization an application for consent to enrollment has been (will be) submitted.

59. The document specified in subparagraph 4 or 5 of paragraph 56 of these Rules is accepted by the RSU. A.N. Kosygin or branches of the Russian State University. A.N. Kosygin, if it expires no earlier than the day of filing an application for admission, the document specified in subparagraph 6 or 12 or 13 of paragraph 56 of these Rules, if it expires no earlier than the day the documents and entrance examinations are completed.

At the same time, the corresponding rights are granted to the applicant, if before the day of completion of the acceptance of documents and entrance examinations, inclusive, he submitted a document, the validity of which expires no earlier than the specified day.
If the document specified in subparagraph 4, or 5, or 6, or 12, or 13 of paragraph 56 of these Rules does not indicate its validity period, the period is assumed to be equal to one year, starting from the date of receipt of the document.

60. An application for admission is submitted in Russian, documents made in a foreign language - with a translation into Russian, certified in the prescribed manner. Documents received in a foreign state are submitted legalized in the manner prescribed by the legislation of the Russian Federation, or with an apostille (except in cases where, in accordance with the legislation of the Russian Federation and (or) an international agreement, legalization and apostille are not required). Documents issued in accordance with the legislation of Ukraine and submitted by persons specified in part 3.1 of article 5 of Federal Law N 84-FZ are not required to legalize, affix an apostille and submit a duly certified translation into Russian.

60.1 If, when submitting a document of a foreign state on education, the submission of a certificate of recognition of a foreign education is required, then the applicant may, when applying for admission, submit the specified document without such a certificate, followed by the submission of a certificate of recognition of a foreign education no later than the day the acceptance of applications for consent to enrollment is completed.

If the applicant submitted the submitted documents in violation of the Procedure (except for the case when the specified violation does not apply to all the conditions for admission to training and the grounds for admission specified in the application for admission), RSU. 65. The applicant has the right to withdraw the submitted documents at any stage of admission to training by submitting an application for the withdrawal of documents in the manner specified in paragraph 49 of these Rules, indicating the method of returning documents (transfer to the person who recalled the submitted documents (trustee), sending through postal operators public communications).

66. During the period of admission to the places within the control figures for specific admission conditions specified in subparagraphs 1-3 of paragraph 9 of these rules, the submitted documents are issued to the person entering the training at the indicated places according to the relevant admission conditions (trustee), upon presentation them at RGU im. A.N. Kosygin or branches of the Russian State University. A.N. Kosygin personally statements about the withdrawal of documents:
within two hours after the submission of the application - in case of submission of the application no later than 2 hours before the end of the working day;
within the first two hours of the next working day - in case of submitting an application less than 2 hours before the end of the working day.

67. In case of revocation of documents (except for the case specified in paragraph 66 of these regulations) or non-admission to training, the original documents submitted by the applicant are returned no later than 20 working days after the withdrawal of the submitted documents or after the completion of the enrollment procedures under the relevant conditions of admission in accordance with return method specified in the application for withdrawal of submitted documents or in the application for admission.

VII. Entrance examinations conducted by the organization independently

68. RSU them. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin independently conduct entrance examinations, for the categories of persons specified in paragraphs 18, 18.1 and 20 of these Rules, additional entrance examinations of a creative and professional orientation, entrance examinations for admission to study in master's programs. When applying for training, the results of final exams of preparatory departments, preparatory faculties, courses (schools) and other tests that are not entrance tests are not used.

69. Entrance tests are conducted in written, oral or written oral (Annex 7, Annex 8, Annex 9).

70. Entrance tests are conducted in Russian.

71. RSU them. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin does not conduct entrance examinations using remote technologies.

72. One entrance test is conducted simultaneously for all applicants or at different times for various groups of applicants (including as the formation of these groups from among the persons who submitted Required documents).
For each group of applicants, one entrance test is conducted on one day. At the request of the applicant, he may be given the opportunity to take more than one entrance test in one day.

73. For one general education subject within one competition, one general education entrance test is established.

74. An applicant passes each entrance test once.

75. Persons who have not passed the entrance test for good reason(illness or other documented circumstances) are allowed to pass the entrance test in another group or on a reserve day.

76. During the entrance examinations, their participants and persons involved in their conduct are prohibited from carrying and using means of communication.

77. In case of violation by the applicant during the entrance examinations of the Admission Rules approved by the Russian State University. A.N. Kosygin, authorized officials of the organization have the right to remove him from the place of the entrance examination with the drawing up of an act of removal.

78. The results of the entrance examination are announced on the official website, http://www.ntimgudt.ru/, http://rgu-tver.ru/ and on the information boards of the Admissions Committee:
a) when conducting an entrance examination in oral form - on the day of its conduct;
b) when conducting an entrance examination in a different form:
for general educational entrance examinations, additional entrance examinations of a creative and professional orientation, entrance examinations for admission to study in master's programs - the next day after the entrance examination, but no later than the third working day after the entrance examination.

79. After the announcement of the results of the written admissions test, the applicant (trustee) has the right to familiarize himself with his work (with the work of the applicant) on the day the results of the written entrance examination are announced or during the next working day.

VIII. Features of the entrance examinations
for people with disabilities and the disabled

80. RSU them. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin ensures the conduct of entrance tests for applicants from among persons with disabilities and (or) disabled people (hereinafter collectively - applicants with disabilities) taking into account the peculiarities of their psychophysical development, their individual capabilities and health status (hereinafter - individual characteristics).

81. At the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin, reception of applicants from among persons with disabilities and (or) disabled people is carried out in rooms (on the ground floor) that provide unhindered access for applicants with disabilities to the audience, toilet and other premises, as well as their stay in these premises (in including the presence of ramps, lifts, handrails, extended doorways, elevators.

82. Entrance tests for applicants with disabilities are held in a separate classroom.
The number of applicants with disabilities in one classroom should not exceed:
when passing the entrance test in writing - 12 people;
when passing the entrance test orally - 6 people.
It is allowed to be present in the audience during the admission test of a larger number of applicants with disabilities, as well as conducting entrance tests for applicants with disabilities in the same classroom together with other applicants, if this does not create difficulties for applicants when passing the entrance test.
It is allowed to be present in the audience during the entrance test of an assistant from among the employees of the organization or involved persons, who provides applicants with disabilities with the necessary technical assistance taking into account their individual characteristics (take workplace, move around, read and complete the assignment, communicate with teachers conducting the entrance test).

83. The duration of the entrance test for applicants with disabilities is increased by the decision of the organization, but not more than 1.5 hours.

84. Applicants with disabilities are provided in an accessible form with information on the procedure for conducting entrance examinations.

85. Applicants with disabilities may, in the process of passing the entrance test, use the technical means necessary for them in connection with their individual characteristics.

86. When conducting entrance examinations, the following additional requirements are ensured, depending on the individual characteristics of applicants with disabilities:
1) for the blind:
assignments for the entrance test are drawn up in Braille or in the form of an electronic document accessible using a computer with a specialized software for the blind, or read out by an assistant;
written tasks are performed on paper in Braille or on a computer with specialized software for the blind, or dictated to an assistant;
applicants for the assignment, if necessary, are provided with a set of writing instruments and paper for writing in Braille, a computer with specialized software for the blind;
2) for the visually impaired:
individual uniform illumination of at least 300 lux is provided;
applicants to complete the task, if necessary, are provided with a magnifying device; it is also possible to use your own magnifying devices;
assignments to be completed, as well as instructions for the procedure for conducting entrance examinations, are drawn up in an enlarged font;
3) for the deaf and hard of hearing:
the presence of sound amplifying equipment for collective use is provided, if necessary, sound amplifying equipment for individual use is provided to applicants;
sign language interpreter services are provided;
4) for the deaf and blind, the services of a typhlosound and sign language interpreter are provided (in addition to the requirements fulfilled respectively for the blind and the deaf);
5) for persons with severe speech impairments, the deaf, hard of hearing, oral entrance examinations are conducted in writing (additional entrance examinations of a creative and (or) professional orientation, entrance examinations for admission to the magistracy - by decision of the organization);
6) for persons with disorders of the musculoskeletal system, disorders of the motor functions of the upper limbs or the absence of upper limbs:
written tasks are performed on a computer with specialized software or dictated to an assistant;
entrance examinations conducted in writing are conducted orally (additional entrance examinations of a creative and (or) professional orientation, entrance examinations for admission to a master's program - by decision of the organization).

87. The conditions specified in paragraphs 81-86 of these rules are provided to applicants on the basis of an application for admission containing information about the need to create appropriate special conditions.

88. The organization can conduct entrance examinations for applicants with disabilities using remote technologies.

IX. General rules filing and reviewing appeals

89. According to the results of the entrance examination conducted by the organization independently, the applicant (trustee) has the right to file an appeal with the Appeal Commission about the violation, in the opinion of the applicant, of the established procedure for conducting the entrance examination and (or) disagreement with the obtained assessment of the results of the entrance examination.

90. An appeal is submitted by one of the methods specified in paragraph 49 of these rules.

91. During the consideration of the appeal, compliance with the established procedure for conducting the entrance examination and (or) the correctness of the assessment of the results of the entrance examination is checked.

92. The appeal is filed on the day of the announcement of the results of the entrance examination or within the next working day. An appeal for violation of the established procedure for conducting an entrance examination may be filed on the day of the entrance examination.

93. Consideration of the appeal is carried out no later than the next working day after the day of its submission.

94. The applicant (trustee) has the right to be present during the consideration of the appeal. With a minor applicant (under 18 years of age), one of the parents or legal representatives has the right to be present, except for minors recognized in accordance with the law as fully capable before reaching.

95. After considering the appeal, the Appeal Commission decides to change the assessment of the results of the entrance test or leave the specified assessment unchanged.
The decision of the appeal commission drawn up in the minutes is brought to the attention of the applicant (trustee). The fact of familiarization of the applicant (trustee) with the decision of the appeal commission is certified by the signature of the applicant (trustee).

X. Formation of lists of applicants and enrollment for training

96. According to the results of acceptance of documents and (or) entrance examinations of the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin form a separate list of applicants for each competition.

97. The list of applicants for each individual competition includes:
list of applicants without entrance examinations;
list of applicants USE results and (or) entrance examinations (hereinafter referred to as the results of entrance examinations), which scored at least the minimum number of points.
Admission based on the results of entrance examinations is carried out for places left after enrollment without entrance examinations within the corresponding list of applicants.

98. The list of applicants without entrance examinations is ranked on the following grounds:
1) according to the status of persons entitled to admission without entrance examinations, in the following order:
a) members of the national teams of the Russian Federation and specified in subparagraph 2 of paragraph 25 of these rules, members of the national teams of Ukraine;
b) the winners of the All-Russian Olympiad for schoolchildren and those indicated in subparagraph 2 of paragraph 25 Of these rules, the winners of the IV stage of the All-Ukrainian student Olympiads;
c) winners of the All-Russian Olympiad for schoolchildren and those indicated in subparagraph 2 of paragraph 25 Winners of the IV stage of the All-Ukrainian student Olympiads of these rules;
d) champions (winners) in the field of sports;
e) winners of Olympiads for schoolchildren;
f) winners of Olympiads for schoolchildren;
2) for the persons specified in each of subparagraphs "a" - "e" of subparagraph 1 of this paragraph - in descending order of the number of points awarded for individual achievements;

99. The list of applicants based on the results of entrance examinations is ranked on the following grounds:
1) in descending order of the sum of competitive points;
2) if the amount of competitive points is equal - in descending order of the sum of competitive points awarded based on the results of entrance examinations, and (or) in descending order of the number of points awarded based on the results of individual entrance examinations, in accordance with the priority of entrance examinations established by the organization;
3) in case of equality according to the criteria specified in subparagraphs 1 and 2 of this paragraph, the higher place in the list is occupied by applicants who have the priority right to enroll.
The amount of competitive points is calculated as the sum of points for each entrance test, as well as for individual achievements.

100. The following information is indicated in the lists of applicants:
1) for each applicant without entrance examinations:
grounds for admission without entrance examinations;


2) for each applicant based on the results of entrance examinations:
the amount of competitive points;
the number of points for each entrance test;
the number of points for individual achievements;
Preferential enrollment right;
3) the presence of an application for consent to enrollment (filed in accordance with paragraph 103 of these rules).

101. Lists of applicants are posted on the official website and on the information stand and are updated daily (no later than the beginning of the working day) until the issuance of the relevant orders for admission.

102. At each stage of enrollment of the Russian State University. A.N. Kosygin sets the deadline for accepting applications for consent to enrollment (when enrolling in places within the control figures for undergraduate programs and specialist programs for full-time and part-time education - in accordance with paragraph 105 of these rules), ().

103. For enrollment, the applicant submits an application for consent to enrollment, to which, upon admission to the places within the control figures, the original document of the established form is attached, when entering the places under contracts for the provision of paid educational services - the original document of the established form or its copy certified in in accordance with the established procedure, or a copy of it with the presentation of the original for certification of the copy by the selection committee (hereinafter referred to as the statement of consent to enrollment). The application of the original document of the established form (a copy of the specified document upon admission to the field under contracts for the provision of paid educational services) is not required if it was submitted to the Russian State University. The statement of consent to enrollment indicates the conditions for admission and the basis for admission (if any) for one specific competition, in accordance with the results of which the applicant wants to be enrolled. 104. Applicants who have submitted an application for consent to enrollment are subject to enrollment. Enrollment is carried out in accordance with the ranked list until the specified number of places is filled.

within each list of applicants, persons who have submitted an application for consent to enrollment are singled out until 100% of the main competitive places are filled;

105.1 On reception for places within the benchmarks for bachelor's and specialist's programs by full-time enrollment procedures are carried out in the following terms:
1) placement of lists of applicants on the official website and at the information stand - no later than August 24, 2020 ;
2) priority enrollment stage - enrollment without entrance examinations, enrollment to places within a special quota and a target quota (hereinafter referred to as places within quotas):
August 25, 2020 the acceptance of applications for consent to enrollment from persons entering without entrance examinations, entering places within quotas is nearing completion if the said persons simultaneously applied for admission to two or more institutions of higher education in accordance with paragraph 57 of these Rules;
August 26, 2020 an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment, from among those who enter without entrance examinations, entering places within quotas;
3) enrollment based on the results of entrance examinations to the main places within the control figures, remaining after enrollment without entrance examinations - enrollment to the main competition places before filling 100% specified places:
August 28, 2020 :
completion of acceptance of applications for consent to enrollment from persons included in the lists of applicants for the main competitive places and wishing to be enrolled in the main competitive places;
within each list of applicants, persons who have submitted an application for consent to enrollment are singled out until 100% of the main competitive places are filled (taking into account rounding);
August 31, 2020 issued an order (orders) on the enrollment of persons who have submitted an application for consent to enrollment, until 100% of the main competitive places are filled;

106. Persons enrolled within a special quota are excluded from the lists of applicants for the main competitive places under the same admission conditions.

107. Unfilled places within the quotas can be used to enroll persons entering without entrance examinations for the main places within the control figures for the same admission conditions.
After the completion of the enrollment of persons entering without entrance examinations, persons entering places within the quotas, unfilled places within the quotas are used as the main competitive places under the same admission conditions.

108. Upon admission to study at the places within the control figures for undergraduate programs and specialist's programs for full-time and part-time forms of study at the Russian State University. A.N. Kosygin or branches of the Russian State University. A.N. Kosygin, an applicant may, at his discretion, submit an application for consent to enrollment once or twice.
At the same time, if an application for consent to enrollment or withdrawal of submitted documents is submitted in the presence of a previously submitted application for consent to enrollment in the Russian State University. A.N. Kosygin or branches of the Russian State University. A.N. Kosygin to the indicated places, then the applicant simultaneously submits an application for refusal to enroll in accordance with the previously submitted application for consent to enrollment; a statement of refusal to enroll is the basis for excluding an applicant from the number of students enrolled for training.

109. Places vacated as a result of the expulsion of persons enrolled for training at the previous stage (previous stages) of enrollment are added to the main competitive places under the same admission conditions.

110. When applying for training for places within the target figures for master's programs in full-time and part-time form, the enrollment procedures are carried out within the following terms:
placement of lists of applicants on the official website and at the information stand - no later than August 05, 2020 ;
August 082020 the acceptance of applications for consent to enrollment of persons included in the lists of applicants for the main competitive places is nearing completion;
enrollment is carried out for the main competitive places - until 100% of the indicated places are filled.
August 11, 2020 an order (orders) is issued on the enrollment of persons who have submitted an application for consent to enrollment until 100% of the main competitive places are filled.
Admission to places under contracts for the provision of paid educational services for areas of study (specialty) is carried out regardless of the terms of enrollment to places within the control figures.
Upon admission to study under the bachelor's, specialist's and master's programs in full-time, part-time and part-time forms to places under contracts for the provision of paid educational services , the terms of enrollment are established by the Russian State University. A.N. Kosygin with the completion of enrollment in full-time and part-time no later than August 31, 2020 , by correspondence - no later than September 30, 2020 ().
Orders for admission to training are posted on the day of their publication on the official website of the Russian State University. A.N. XI. Features of the organization of targeted reception

113. When applying for admission to targeted training, the applicant submits, in addition to the documents specified in paragraph 56 of the Admission Rules, a copy of the target training agreement certified by the target training customer, or an uncertified copy of the specified agreement with presentation of its original.

114. In the list of applicants for places within the target quota, information about the customers of targeted training is indicated.

115. The list of applicants for admission and the list of applicants for places within the target quota do not include information related to targeted reception in the interests of state security.

116. Enrollment in places within the target quota of persons whose training is carried out in the interests of state security is issued by a separate order (orders), which is not subject to placement on the official website and on the information stand.

XII. Features of the reception of foreign citizens
and stateless persons

117. Foreign citizens and stateless persons have the right to receive higher education at the expense of budget allocations in accordance with international treaties of the Russian Federation, federal laws or the quota for the education of foreign citizens and stateless persons established by the Government of the Russian Federation (hereinafter referred to as the quota for the education of foreign citizens ), as well as at the expense of individuals and legal entities in accordance with agreements on the provision of paid educational services.

118. Admission to study within the quota for the education of foreign citizens at the Russian State University. A.N. Kosygin and branches of the Russian State University. A.N. Kosygin is carried out in accordance with the directions of the federal executive body, which performs the functions of developing state policy and legal regulation in the field of education. Foreign citizens and stateless persons who are compatriots living abroad have the right to receive higher education on an equal basis with citizens of the Russian Federation, provided they comply with the requirements provided for by Article 17 of Federal Law No. 99-FZ of May 24, 1999 "On state policy of the Russian Federation in relation to compatriots abroad" (hereinafter - Federal Law N 99-FZ).

120. Compatriots residing abroad and who are not citizens of the Russian Federation are not subject to special rights for admission to undergraduate and specialist degree programs provided in accordance with Federal Law N 273-FZ, unless otherwise provided by an international treaty of the Russian Federation.

121. When accepting foreign citizens and stateless persons for undergraduate and specialist degree programs in places under contracts for the provision of paid educational services of the Russian State University. A.N. Kosygin establishes a list of entrance examinations in accordance with Annex 8 to these rules.

122. When submitting documents for admission to study, a foreign citizen or stateless person indicates in the application for admission the details of an identity document or a document proving the identity of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation in accordance with Article 10 of the Federal Law of July 25, 2002 N 115-FZ "On the Legal Status of Foreign Citizens in the Russian Federation" (hereinafter referred to as the identity document of a foreign citizen), and submits, in accordance with subparagraph 1 of paragraph 49 of these Rules, the original or a copy of the identity document , citizenship, or an identity document of a foreign citizen.

123. Upon admission to training in accordance with Article 17 of Federal Law No. 99-FZ, a compatriot shall submit, in addition to the documents specified in paragraph 49 of these Rules, originals or copies of documents provided for in Article 17 of Federal Law No. 99-FZ.

123.1. Foreign citizens who enter training on the basis of international agreements submit, in addition to the documents specified in paragraph 49 of these Rules, documents confirming their inclusion among the persons specified in the relevant international agreements.

124. Admission of foreign citizens and stateless persons to study in educational programs containing information constituting a state secret is carried out only within the quota for the education of foreign citizens in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.

XIII. Additional admission for training
undergraduate programs, specialist programs in full-time and part-time forms
on-the-job training within the benchmarks

125. In exceptional cases, if there are places within the control figures that remain vacant after enrollment, RSU. A.N. Kosygin may, with the permission of the founder, conduct an additional admission for training (hereinafter referred to as the additional admission) within the time limits established by the specified organization independently, with the completion of enrollment no later than the beginning of the academic year.

126. Information about additional admission is posted on the official website and at the information stand no later than August 15.
