1. The right to be enrolled in Financial University and its branches without entrance examinations for the areas of training corresponding to the direction of the Olympiad:

1.1. To the winners and prize-winners of the final stage All-Russian Olympiad schoolchildren, team members Russian Federation who participated in international olympiads;

1.2. Winners and prize-winners of the IV stage of the All-Ukrainian student Olympiads, members of the national teams of Ukraine participating in international Olympiads, if these winners, prize-winners and members of the national teams are:

persons who are recognized as citizens of the Russian Federation in accordance with Part 1 of Article 4 of the Federal Constitutional Law of March 21, 2014 N 6-FKZ "On the admission to the Russian Federation of the Republic of Crimea and the formation of new subjects within the Russian Federation - the Republic of Crimea and a city of federal significance Sevastopol";

persons who are citizens of the Russian Federation who permanently resided on the day of the admission of the Republic of Crimea to the Russian Federation on the territory of the Republic of Crimea or on the territory of the federal city of Sevastopol, and studied in accordance with state standard and/or curriculum general secondary education approved by the Cabinet of Ministers of Ukraine;

1.4. Winners (diploma of the 1st degree), prize-winners (diploma of the 2nd, 3rd degree) in the relevant general education subjects of Olympiads for schoolchildren of the II level, included in the List* of Olympiads for schoolchildren;

1.5. Winners (diploma of the 1st degree), prize-winners (diploma of the 2nd, 3rd degree) in the relevant general education subjects of Olympiads for schoolchildren of the III level, included in the List* of Olympiads for schoolchildren.

2. The right to be equated to persons who have scored the maximum number of USE points (100 points) is granted:

2.1. To the persons specified in paragraph 1 in the general education subject (Russian language) from among the non-core Olympiads.

The winners and prize-winners of Olympiads for schoolchildren included in the List* of Olympiads for schoolchildren are granted special rights if they have a USE result in the relevant subject of at least 75 points.

The results of the Olympiads obtained in grades 10 and 11 are taken into account.

Preferential enrollment rights are granted to the following persons:

3) citizens under the age of twenty who have only one parent - a disabled person of group I, if the average per capita income of the family is below the subsistence level established in the constituent entity of the Russian Federation at the place of residence of these citizens;

4) citizens who were exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant and who are subject to law Russian Federation dated May 15, 1991 No. 1244-1 “On social protection citizens exposed to radiation as a result of the disaster at the Chernobyl nuclear power plant”;

5) children of servicemen who died in the performance of their duties of military service or died as a result of injury (wounds, injuries, contusions) or diseases received by them in the performance of military service duties, including when participating in counter-terrorism operations and (or) other measures to the fight against terrorism;

9) military personnel who pass military service under the contract, and the continuous duration of military service under the contract of which is not less than three years, as well as citizens who have completed military service by conscription and enter training on the recommendations of commanders issued to citizens in the manner established by the federal executive body, in which federal law provides military service;

10) citizens who have completed military service under a contract for at least three years in the Armed Forces of the Russian Federation, other troops, military formations and bodies in military positions and dismissed from military service on the grounds provided for subparagraphs "b » – "d" paragraph 1 , subparagraph "a" of paragraph 2 and subparagraphs "a » – "c" paragraph 3 of Article 51 Federal Law of March 28, 1998 No. 53-FZ "On military duty and military service";

The preferential right to enroll in the Financial University is also provided to graduates educational organizations, professional educational organizations that are under the jurisdiction of federal state bodies and implement additional general education programs aimed at preparing underage students for military or other public service.

Education at universities paid basis today it has become the norm, but the problem is that many really talented and capable young people cannot afford higher education. The student is studying budgetary basis and receives a scholarship. He has no problems finding a place for undergraduate practice. In addition, all materials for scientific and term papers, as well as thesis will be collected at the enterprise that issued the target direction.

But such training also has its drawbacks. As a rule, students do not really want to return the debt to the enterprise that paid for their education, so they look for roundabout ways not to work, but not to return the money either. It is not always possible for an organization that sends students to provide a highly paid and prestigious job with the possibility of further career development. In addition, the student will not be able to change the specialty, only if it is not very closely related to another. It goes without saying that you need to study well, because organizations regularly make inquiries to universities, checking the performance of target students.

It is known that the passing score for the target area is much lower than for budget places, so even C students can get here. On the other hand, there are few target places, so it is rather problematic to pass the competition. First you need to pass a selection at the enterprise, and then at the university, where enrollment will be based on the results of the exam. Those who did not get to the target places can act on a general basis, since the order for the enrollment of "targeted students" appears before the order for the enrollment of other students.

Basically, “their own” people come to targeted training. These may be children whose parents work at the enterprise, applicants who, while still at school, managed to stand out by participating in thematic competitions organized by the enterprise. Also, more agile young people, who fussed in time and collected the necessary documents, can become targets.

In this material, we will introduce our readers to a not entirely known, and therefore little used option for entering a university - targeted admission. The latest government decrees stipulate the conditions for such a reception and it is aimed, first of all, at providing state-owned enterprises and organizations with specialists. The purpose of such a program is to avoid a shortage of qualified personnel.

Among modern applicants who are going to enter universities, the practice of using the target area has become popular. Not everyone knows what it is and how exactly to use this method of receipt.

The main features of the target reception:

  • - the organization that sent him to study pays for the student
  • - the obligation to work in the acquired specialty for at least a certain period.

Why do you need a targeted referral to a university from an enterprise or organization


The practice of using target areas has been going on since the days of the Soviet Union.

The meaning of this direction is as follows: an applicant, choosing a certain profession, applies to an organization (enterprise), which provides him with a guarantee of employment and a document for training. It is called the target direction.

In addition to guaranteed employment, an applicant who has a target direction in his hands has other advantages:

  • entrance exams to universities for such applicants differ from regular topics, which is a special competition that does not exclude passing the exams provided for by the university admission program;

  • the opportunity to continue their studies in graduate school;
  • internship (all types) at the selected enterprise;
  • combining study and work (after the third year) on a flexible schedule;

Among the shortcomings, experts name the strict observance of the conditions prescribed in the contract, according to which a target direction is issued to those who wish to receive higher education in a particular specialty.

Most often, this agreement is concluded at the official level between three parties:

  • Future student.
  • An enterprise (organization, firm, plant, etc.).
  • Higher educational institution (institute, university, academy).

Although options for a bilateral agreement are not excluded:

How to get a target direction for training

About whether it is worth going to study in the target area, the future student must decide before the start of the admission campaign. If, nevertheless, he decided to take such a step, you need to choose a specific specialization and an enterprise that can provide a place for future work.

In our country, the target direction can be obtained:

  • at the enterprise itself (organization, factory, etc.);
  • in the local city administration - the municipality.

In the first case, an enterprise that has agreed to provide such assistance to a future student in their studies, itself sends a corresponding application to city ​​administration.

When contacting an enterprise, you should contact its director directly, explain your request and write an official statement.

In this handwritten document, the applicant must indicate the full name of the higher education institution in which he would like to study and the chosen specialization. And the city administration will still need to submit a testimonial from the school.

After all the described procedures, the future student concludes a standard agreement on targeted learning with federal agency state power or a local self-government body (or a state company, economic company, organization).

The execution of contracts is most often carried out before the introductory campaign - from May to July. If the student is a minor, then the agreement is concluded instead of him by a legal representative, for example, one of the parents.

Is it possible to issue a target direction to Moscow universities in 2016

In 2016, many universities in Moscow are accepting applicants in targeted areas.

1. 2. 3. 5. The essential terms of the agreement on targeted acceptance are:

  • 2) the obligations of the body or organization specified in part 3 of this article to organize educational and industrial practice of a citizen who has concluded an agreement on targeted training.

6. The essential terms of the agreement on targeted training are:

  • 1) measures of social support provided to a citizen during the period of study by the body or organization specified in part 3 of this article and concluded an agreement on targeted training (these measures may include financial incentives, payment for paid educational services, provision for use and (or) payment housing during the period of study and other measures of social support);
  • 2) the obligations of the body or organization specified in part 3 of this article, and the citizen, respectively, to organize the educational, industrial and pre-diploma practice of the citizen, as well as to employ him in the organization specified in the agreement on targeted training, in accordance with the qualifications obtained;
  • 3) the grounds for the release of a citizen from the fulfillment of the employment obligation.

7. A citizen who has not fulfilled his employment obligations, with the exception of cases established by an agreement on targeted training, is obliged to compensate in full to the body or organization specified in paragraph 3 of this article, the costs associated with the provision of social support measures to it, as well as to pay a fine in the double amount of the specified costs. The body or organization specified in part 3 of this article, in case of failure to fulfill the obligation to employ a citizen, shall pay him compensation in the amount of twice the costs associated with the provision of social support measures to him.

8. The procedure for concluding and terminating an agreement on targeted admission and an agreement on targeted training, as well as their standard forms, are established by the Government of the Russian Federation.

9. Federal state bodies, state authorities of the constituent entities of the Russian Federation, local governments and organizations have the right to conclude agreements on targeted education with students in educational programs of secondary vocational or higher education, accepted for training not on the conditions of targeted admission.

10.
