The bases and the purposes of development of requirements. These requirements are developed on the basis of the federal component of the state educational standard general education(for main high school, basic and specialized levels of complete secondary school).

Requirements are recommendations for optimal logistics educational process presented in the context of the introduction of the state standard for informatics and information technology. They contain lists of computer and information and communication technology tools (including computers, operating systems and other digital resources), printed products (library fund), demonstration printed manuals and demonstration resources in a digital presentation format, technical means. The requirements for material and technical support take into account the integrative possibilities of using information technologies in the learning process and suggest the possibility of teaching in the information technology classroom not only the subject "Informatics and Information Technology”, but also a number of other subjects in the lessons involving the active use of information technology, as well as the use of information and communication technology tools in various school premises (subject classrooms, a library, a room for self-study of students, etc.) and outside the school (in search activities) .

The novelty of the developed requirements. The state standard in informatics assumes the priority of an activity-based approach to the learning process, the development of a wide range of general educational and subject skills in students, mastery of methods of activity that form cognitive, informational, and communicative competencies. The material and technical support of the educational process should be sufficient for the effective solution of these problems. In contrast to the previously existing lists of teaching aids and educational equipment in computer science, these requirements are focused on the possibility of studying information technologies and the formation of communication competence, including through their use in the study of various subjects. The requirements include not only elements that are currently produced and supplied to schools, but also promising ones, the presence of which is necessary to ensure the introduction of the standard.

Principles of selection of facilities and means of logistics. The lists of logistics facilities included in these requirements do not contain specific names and characteristics, but a general nomenclature of objects and digital resources, a description of their properties and educational tasks to be solved. The description only provides indicative minimum recommended specifications for information and communication technology products. It's caused by them rapid development at the present stage, as well as a decrease in cost against the background of an increase in the cost of traditional educational equipment. The introduction of the standard will also require the creation of new textbooks and teaching aids corresponding to the standard. A significant part of the training materials included in these requirements, including texts, sets of illustrations, diagrams, tables, diagrams, can be presented not on polygraphic, but on digital (electronic) media. The use of digital educational resources increases the effectiveness of educational materials, primarily through the use of interactivity and the possibilities of an activity approach. The widespread use of digital resources reduces the cost of reproduction and delivery due to the low cost of copying and the use of the Internet for distribution.

Implementation of the principle of variability; continuity at different levels of education. These requirements serve as a guideline in creating a holistic subject-developing environment necessary to implement the requirements for the level of training of graduates at each level of education established by the standard. They proceed from the tasks of the integrated use of material and technical teaching aids, the transition from reproductive forms learning activities to independent, search and research types of work, shifting the focus to the analytical component of educational activities, the formation of a communicative culture of students and the development of skills in working with various types information and its sources.

Calculation of quantitative indicators. The number of educational equipment is given in the recommendations per one classroom. In schools with more than one class in each parallel, it is desirable to have more than one classroom. At the same time, the use of a significant part of these technical means is associated with the implementation of not only intra-subject, but also general educational tasks. Equipping with these technical means is considered as an element of the general material and technical equipment of an educational institution.

The specific number of the indicated means and objects of material and technical support takes into account the average calculation of the class occupancy, taking into account the fact that classes using information and communication technologies are conducted in subgroups (12-15 students). To reflect quantitative indicators in the requirements, the following system of symbolic notation is used:

D- a demonstration copy (1 copy, except for specially stipulated cases), the letter D also denotes all the equipment required in a single copy;
TO- a complete set (based on the actual class size), for schools with a class size of more than 25 people, when completing the classroom with ICT tools, it is recommended to proceed from 15 student jobs;
F- a set for frontal work (about two times less than a full set, that is, at least 1 copy for two students),
P- a set necessary for practical work in groups of several students (5-7 copies).

The main equipment of the classroom is computer equipment, which can be presented both in a stationary version and in the form of portable computers. Computer hardware can use various operating systems (including Windows families, Mac OS, Linux). It is also possible to implement a computer class using a server and a "thin client". All computers must be connected to a single network with Internet access. It is possible to use sections of the wireless network. To control access to Internet resources and optimize traffic, special software tools should be used. Can be used as desktop computers, and computers such as "laptop" and pocket. So, for example, a significant part of educational materials, including texts of sources, sets of illustrations, schemes, tables, diagrams, are increasingly placed not on printing, but on multimedia media. There is a possibility of their network distribution and formation of their own electronic library on the basis of the study room. In addition, many means and objects of material and technical support are interchangeable, since their use is designed to provide not only the teaching of specific subject topics, but, above all, the creation of conditions for the formation and development of students' skills and abilities.

Federal requirements for educational institutions in terms of the minimum equipment of the educational process and equipment of educational premises

1. Federal requirements for educational institutions in terms of the minimum equipment of the educational process and equipment of educational premises (hereinafter referred to as the Requirements) are a description of the necessary conditions that ensure the implementation of basic educational programs.

2. Requirements include questions on:

complex equipment of the educational process and equipment of classrooms;

educational and methodological support of the educational process;

material and technical equipment of the educational process;

information support educational process.

3. Requirements for the comprehensive equipment of the educational process and the equipment of educational premises include the creation of conditions that ensure the possibility of:

identifying and developing the abilities of students and pupils in any form of organizing the educational process, organizing socially useful activities, including educational and industrial practice;

work with gifted children, organization of intellectual and creative competitions, scientific and technical creativity and design and research activities in forms adequate to the age of students and pupils, and taking into account the features of the main and additional educational programs implemented in an educational institution;

development by students, pupils with handicapped health of the main educational program and their integration in an educational institution, including the provision of individually oriented psychological, medical and pedagogical assistance to them, as well as the necessary technical assistance taking into account the peculiarities of their psychophysical development and individual capabilities;

participation of students and pupils, their parents (legal representatives), teaching staff and the public in the design and development of the educational environment of an educational institution, as well as in the formation and implementation of individual curricula and educational routes for students and pupils;

effective use of the time allotted for the implementation of a part of the main educational program, formed by the participants in the educational process, in accordance with the requests of students and pupils and their parents (legal representatives), the specifics of the educational institution and taking into account the national-cultural, demographic, climatic conditions in which studying proccess;

use of modern educational technologies;

active use of educational information and communication technologies (including distance learning technologies);

efficient independent work students and pupils;

physical development of students and pupils;

updating the content of the main educational program, as well as the methods and technologies for its implementation in accordance with the dynamics of the development of the education system, the requests of students and pupils and their parents (legal representatives), as well as taking into account the national-cultural, demographic, climatic conditions in which the educational process.

4. Requirements for educational and methodological support of the educational process include:

parameters of the completeness of the equipment of the educational process, taking into account the achievement of goals and the planned results of mastering the main educational program;

quality parameters for the provision of the educational process, taking into account the achievement of goals and planned results of mastering the main educational program;

the availability of textbooks and (or) textbooks with electronic applications that are their integral part, educational and methodological literature and materials in all academic subjects of the main educational program in the languages ​​of instruction and education determined by the founder of the educational institution;

secure access to printed and electronic educational resources located in the public domain and (or) in federal and regional centers of information and educational resources. At the same time, restriction of access to information that is incompatible with the tasks of spiritual and moral development and education of students and pupils should be ensured;

library staffing with printed and electronic educational resources in all academic subjects curriculum, as well as a fund of additional literature (children's fiction, popular science, reference and bibliographic and periodicals accompanying the implementation of the main educational program).

5. Requirements for the material and technical equipment of the educational process include the creation of conditions that provide the opportunity to:

creation and use of information (including recording and processing of images and sound, performances with audio, video and graphic accompaniment, implementation of information interaction in local and global networks, etc.);

obtaining information in various ways (search for information in local and global information and telecommunication networks, work in the library, etc.);

conducting experiments, including using educational laboratory equipment, material and virtual visual models and collections of basic mathematical and natural science objects and phenomena; digital (electronic) and traditional measurement;

observations (including observation of micro-objects), location determination, visual presentation and data analysis; use of digital plans and maps, satellite images;

creation of material objects, including works of art;

processing materials and information using technological tools;

design and construction, including models with digital control and feedback;

performance, composition (arrangement) of musical works using traditional instruments and digital technologies (for educational institutions implementing the main general educational programs of preschool, primary general, basic general and secondary (complete) general education; for specialized educational institutions);

physical development of students and pupils, participation in sports competitions and games;

management of the educational process (including planning, recording (documenting) its implementation as a whole and (or) individual stages (performances, discussions, experiments), monitoring and adjustment);

placement, systematization and storage (accumulation) of educational materials and works of students, pupils and teachers (including the creation of backup copies);

holding mass events, meetings, performances;

organization of rest, leisure and meals for students and pupils, as well as employees of an educational institution.

6. Requirements for information support of the educational process include the possibility in electronic form:

manage the educational process;

create and edit spreadsheets, texts and presentations;

to form and practice keyboard writing skills;

create, process and edit sound;

create, process and edit raster, vector and video images;

individually and collectively (multi-user mode) create and edit interactive educational materials, educational resources, creative work with static and dynamic graphic and text objects;

place, systematize and store (accumulate) materials of the educational process (including the work of students and teachers, information resources used by participants in the educational process);

State standard of general education in physics

Reasons and goals of requirements development .

These requirements are developed on the basis of the federal component of state educational standards for general education in physics. They are recommendations for the material and technical support of the educational process, presented to educational institutions in the context of the introduction of state standards in physics.

These requirements contain 3 sections.

In the first section recommendations are presented on equipping schools with regulatory documentation, educational and methodological kits, printed materials, technical teaching aids necessary for the transition of schools to the organization of the learning process in accordance with the requirements of educational standards in physics.

In the second section lists of laboratory equipment necessary for performing frontal laboratory work and work of a physical workshop are given.

In the third section lists of demonstration equipment are given.

The first section of the recommendations makes it possible to form in an educational institution an integral system of optimal conditions for the work of a physics teacher on the basis of library collections, a school-wide system of modern technical means, etc.

Currently, fundamentally new information carriers are being introduced into the practice of teaching. So, for example, a significant part of educational materials, including source texts, sets of illustrations, graphs, diagrams, tables, diagrams, are increasingly placed not on printing, but on multimedia media. There is a possibility of their network distribution and formation of their own library of electronic products on the basis of the classroom.

Thus, these requirements serve as a guideline in creating a holistic subject-developing environment necessary to implement the requirements for the level of graduate training at each level of education established by the standard. They proceed from the tasks of the integrated use of material and technical teaching aids, the transition from reproductive forms of educational activities to independent, search and research types of work, shifting the focus to the analytical component of educational activities, the formation of a communicative culture of students and the development of skills to work with various types of information.

These requirements can be clarified and supplemented in relation to the specifics of specific educational institutions, the level of their funding, as well as based on the consistent development and accumulation of their own base of material and technical teaching aids (including in the form of multimedia products created by students, an electronic library, video libraries and etc.).

If possible, it is desirable to create technical conditions for the use of computer and information and communication learning tools (including for transferring, processing, organizing the storage and accumulation of data, network information exchange, using various forms of presentation of the results of cognitive activity).

However, the main thing in equipping the physics classroom is laboratory and demonstration equipment. .

A survey of schools shows that the provision of frontal equipment is, on average, much lower than the norm. The demonstration equipment is worn out, and its range is even lower than that of the laboratory one. Under these conditions, the most effective way preparation of physics classrooms for the transition of education in accordance with state educational standards is development of regional, district, municipal and school programs updating the material and technical base. These recommendations are intended to provide concrete assistance in the development of such programs..

Novelty requirements .

An analysis of the standard and sample programs showed that the List allows you to select the equipment necessary for their experimental support. At the same time, a number of new factors related to the content of the requirements of the standard and the experimental component of the exemplary programs were taken into account in the preparation of these recommendations. Let's note them.

The equipment in the List is differentiated according to the levels of education and levels of high school educational programs, but these levels (A - 2 hours / week, B - 4 hours / week, C - 6 hours / week) do not correspond to the levels adopted in the Standard. At the same time, level A of the List did not provide for the presence of frontal equipment, in contrast to the basic level of high school, defined by the Standard. When preparing recommendations, this contradiction was eliminated.

The list was developed taking into account domestic and foreign advanced trends in educational instrumentation and contains a significant promising nomenclature in terms of volume, which is being developed or is just being put into mass production. These recommendations include the developed objects needed for experimental support of the standard. They have an index (H).

The state standard in physics assumes the priority of an activity approach to the learning process, the development of schoolchildren's ability to observe natural phenomena, describe and generalize the results of observations, use simple measuring instruments to study physical phenomena; present the results of observations or measurements using tables, graphs and identify empirical dependencies on this basis; apply the acquired knowledge to explain various natural phenomena and processes, the principles of operation of the most important technical devices, to solve physical problems.

The recommendations take into account that a systematic transition from the instrumental principle of development and supply of equipment to a package-thematic approach is currently being carried out. At present, both systems coexist in schools in parallel.

The equipment presented in the recommendations takes into account three forms experiment, the conduct of which is regulated by exemplary programs: a demonstration experiment and two types of laboratory experiment: frontal - at the basic school and the basic level of the senior level, frontal and laboratory workshops - when studying physics at the profile level.

In the presented equipment system, principle of variability . It is expressed in the fact that at least three ways of completing equipment systems are possible, each of which allows for experimental support of exemplary programs. One of them is based on computer measuring systems, the second is based on digital methods for processing and presenting results, and the third is based on classical analog methods. All three methods complement each other.

Principles of selection of facilities and means of logistics.

The selection of equipment was carried out taking into account a number of principles. Chief among them is completeness equipment systems regarding the experimental part of the exemplary programs and the requirements for students, fixed in the educational standard.

The second principle is continuity equipment systems between levels and levels of high school - manifested in the fact that front equipment is common to both levels of education. The demonstration equipment system has basic elements, common for the first and second stages, as well as additional elements for specialized education in high school.

The measuring complex of the physics classroom is saturated with computer and digital measuring instruments. This leads to such a selection principle as optimal combination classical and modern means of measurement and methods of experimental study of phenomena. Compliance with this principle is of particular importance for the basic school. It is this principle that requires the inclusion in the list of equipment for the basic school of such devices as a liquid thermometer, demonstration trolleys, heat sinks, etc.

Calculation of quantitative indicators.

The number of educational equipment is given in the recommendations per one classroom. The specific number of the indicated means and objects of material and technical support takes into account the average calculation of the class occupancy (25-30 students). To reflect quantitative indicators in the recommendations, the following symbolic notation system is used:

    D– demonstration copy (1 copy, except for specially stipulated cases),

A necessary condition for the effective use of equipment and the implementation of the experimental nature of physics as an academic subject is the presence of a physics classroom in an educational institution.

On the one hand, when organizing a physics cabinet, general requirements are taken into account - safety precautions, sanitary and epidemiological standards (SanPin 2.4.2 No. 178-02). On the other hand, the above recommendations indicate a number of features of the physics classroom, which must be taken into account not only when creating new classrooms, but also when implementing the above regional, district, school programs for updating their material and technical base.

The physics classroom requires a power supply system for laboratory tables only with electrically safe voltage not higher than 36  42 V. Without such power supply, it is impossible to complete the system of an independent experiment. It should be borne in mind that as part of the implementation of the state program "Educational Technology", the entire system of current sources used in the classroom has been completely updated. In particular, as a laboratory power source, a source with an output of not only direct, but also alternating current is needed.

Laboratory tables have been developed that allow storing thematic frontal sets in them, which radically reduces the teacher's labor costs when organizing a frontal experiment.

The equipment of the working area of ​​a physics teacher is changing significantly. In addition to the traditional demonstration table, it includes a classroom board with a metal coating, which allows you to fix equipment on mechanics, electrodynamics, and optics on it in a vertical plane.

A graphic projector in a physics classroom is not only a means of projecting folios and banners. With its use, some equipment is designed, it is a light source for wave optics kits. The computer is integrated into the cabinet's measuring system: a number of demonstration equipment sets are used on the basis of the computer measuring unit.

The desire of the teacher to use modern measuring instruments makes it possible to make the physics classroom the core of the natural science educational environment of the school.

This is of paramount importance in the implementation of the practical orientation of the school physics course in modern conditions, because. Most schoolchildren can get acquainted with the technological applications of the computer only in the classrooms of natural sciences, and mainly in the physics classroom.
