I. General provisions.

In accordance with the fourth part of Article 111 federal law dated December 29, 2012 "On Education in the Russian Federation" (Collected Legislation of the Russian Federation, 2012, No. 53, Art. 7598) and the Procedure for Admitting Citizens to Study in Educational Programs of Secondary Vocational Education for 2013/14 academic year, approved by order of the Ministry of Education and Science of the Russian Federation dated 01.01.01 No. 50, for the purpose of qualitative selection of applicants, taking into account the profile of the Irbit Agricultural College and the characteristics of each specialty, the following basic provisions for admission to the Irbit Agricultural College in 2013 are established.

1. These Rules regulate the admission of citizens of the Russian Federation, foreign citizens, stateless persons, including compatriots living abroad (hereinafter referred to as citizens, persons entering) to the Irbit Agricultural College for training in educational programs of secondary vocational education of basic and advanced level training at the expense of the regional budget, as well as under contracts with the payment of tuition fees with legal entities and (or) individuals, determine the specifics of the entrance examinations for citizens with disabilities.


Admission of foreign citizens to the Irbit Agricultural College for training in educational programs is carried out in accordance with these Rules and international agreements at the expense of the regional budget, as well as under agreements with the payment of tuition fees.

2. Admission of citizens to the Irbit Agricultural College for secondary vocational education is carried out on the basis of applications from persons:

Having basic general education and secondary general education on a public basis;

Having a secondary (complete) general education, entering the correspondence form of education, on a public basis;

Having an initial vocational education and entering a technical school, for the relevant specialty, for training in a shortened program, on a public basis;

Those who have a secondary vocational education or a higher professional education, including for training in a reduced program on a public basis.

The conditions of the competition should guarantee the observance of the rights of citizens to education and the enrollment of citizens who are the most capable and prepared to master the basic professional educational programs of secondary vocational education basic level preparation.

3. Citizens with disabilities can participate in the competition on a public basis.

4. The results of the unified state exam, confirming the successful completion of entrance examinations for general education subjects included in the list of entrance examinations for each major professional educational program secondary vocational education, must comply with the minimum number of points established by the Federal Service for Supervision of Education and Science, confirming the development of the general education program of secondary (complete) general education.

5. On a public basis, an educational institution accepts:

5.1 Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, members of the national teams of the Russian Federation participating in international olympiads in general education subjects and formed in the manner determined by the Ministry of Education and Science of the Russian Federation, in specialties corresponding to the profile All-Russian Olympiad schoolchildren, international Olympiad;

5.2 Winners and prize-winners of Olympiads for schoolchildren are admitted to the Irbit Agricultural College in accordance with the Procedure for holding Olympiads for schoolchildren, approved by order of the Ministry of Education and Science of the Russian Federation of 01.01.01 N 285 (registered by the Ministry of Justice of the Russian Federation on November 16, 2007, 6), as amended by the order of the Ministry of Education and Science of the Russian Federation of October 11, 2010 N 1006.

6. Out of competition, the Irbit Agricultural College, subject to the submission of original documents, accepts:

Orphans and children left without parental care, as well as persons under the age of 23 from among orphans and children left without parental care;

Disabled children, disabled people of groups I and II, who, according to the conclusion federal agency medical and social expertise is not contraindicated in the relevant educational institutions;

Citizens under the age of 20 who have only one parent - a disabled person of group I, if the average per capita income of the family is below the subsistence level established in the corresponding subject of the Russian Federation;


Contracted military personnel (excluding officers), continuous duration military service under the contract is at least three years in accordance with the Rules for the training of military personnel undergoing military service under the contract (with the exception of officers), in state and municipal educational institutions of higher and secondary vocational education and in preparatory departments (courses) of federal state educational institutions of higher professional education, approved by the Decree of the Government of the Russian Federation of February 7, 2006 N 78;

Citizens in accordance with agreements concluded with the authorities state power, local governments, agricultural enterprises of various forms of ownership in order to assist them in training specialists with secondary vocational education.

7. The priority right to enter the Irbit Agricultural College is enjoyed by:

Citizens discharged from military service, children of military personnel who died in the performance of their duties of military service or died as a result of military injuries or diseases;

Children of persons who died or died as a result of military trauma or diseases received by them while participating in counter-terrorism operations and (or) other measures to combat terrorism. The procedure for determining the persons who took part in the conduct of counter-terrorism operations and (or) other measures to combat terrorism is established in accordance with federal laws;

8. When fulfilling the admission targets, in accordance with the legislation of the Russian Federation in the field of education, the selection committee has the right to accept citizens in excess of the established budget places for training on the basis of contracts with payment of tuition fees.

II. Organization of admission of citizens to the Irbit Agricultural College.

The organization of the reception of citizens for training in the development of educational programs is carried out by the selection committee of the Irbit Agricultural College.

The chairman of the selection committee is the director of the IAT.

The work of the selection committee and office work, as well as the personal reception of applicants and their parents (legal representatives) is organized by the executive secretary of the selection committee, who is appointed by the director of the IAT.

9. Admission of citizens to the Irbit Agricultural College is carried out on a public basis and if the number of applicants exceeds the number of places, the financial provision of which is carried out at the expense of the budgetary allocations of the federal budget of the Irbit Agricultural College, admission to study under educational programs of secondary vocational education in professions and specialties based on the results mastering the educational program of general and secondary general education indicated in the documents submitted by the applicant.

10. To organize and conduct entrance examinations, the chairman of the selection committee creates subject examination and appeal committees. The Admissions Committee may organize the work of field examination committees for persons entering on the basis of basic general education, primary vocational education corresponding to the profile of the chosen specialty, to conduct entrance examinations for citizens with disabilities.


11. The procedure for the formation, composition, powers and activities of the reception, subject examination and appeal commissions is regulated by the regulation approved by the director of the Irbit Agricultural College.

12. Upon admission to the Irbit Agricultural College, the observance of the rights of citizens in the field of education established by the legislation of the Russian Federation, the transparency and openness of the work of the selection committee, the objectivity of assessing the abilities and inclinations of applicants are ensured.

13. In order to confirm the authenticity of the documents submitted by applicants, the selection committee has the right to apply to the relevant state (municipal) bodies and organizations.

The Irbit Agricultural College enters into the federal information system for ensuring the unified state exam and the admission of citizens to the IAT the information necessary for information support for the admission of citizens to educational institutions secondary vocational education.

III. Organization of informing applicants.

The technical school announces the admission of citizens to study in educational programs only if they have a license to carry out educational activities in these educational programs.

14. In order to familiarize the applicant and his parents (legal representatives) with the charter of the technical school, a license for the right to conduct educational activities, with a certificate of state accreditation of an educational organization for each of the specialties, giving the right to issue a state document on secondary vocational education, educational programs implemented by educational organizations, and other documents regulating the organization of the educational process and the work of the selection committee, the technical school is obliged to place these documents on its official website.

15. The admission committee on the official website of the technical school and at the information stand before the start of accepting documents places the following information, signed by the chairman of the selection committee:

    rules for admission to the technical school; the procedure for organizing admission to an educational institution for training with payment of tuition fees; a list of specialties for which the technical school announces admission in accordance with the license to carry out educational activities (with the allocation of forms of education (full-time, part-time (evening), part-time, external study); requirements for education that is necessary for admission (basic general or secondary (complete) general education); a list and information on the forms of conducting entrance examinations; information on the possibility of accepting applications and required documents in electronic digital form; features of conducting entrance examinations for citizens with disabilities.
    the total number of places for admission in each specialty, including in various forms of education; the number of budget places for admission in each specialty, including various forms of education; the number of places in each specialty under contracts with payment of tuition fees; information on the availability of a hostel and the number of places in hostels allocated for non-resident applicants; sample contract for applicants to places under contracts with payment of tuition fees.

16. The information specified in paragraph 15 of this Procedure is posted on the information stand of the selection committee and on the official website of the educational organization.

During the period of acceptance of documents, the admissions committee daily posts on the official website of the technical school and the information stand of the selection committee information on the number of applications submitted for each specialty, highlighting the forms of education (full-time, part-time). The Admissions Committee of the Irbit Agricultural College ensures the functioning of special telephone lines and a section of the website of the educational organization to respond to requests related to the admission of citizens to the educational organization.

IV. Acceptance of documents from applicants.

17. Admission to a technical school for educational programs is carried out at the personal request of citizens. Reception of documents for the first course begins no later than June 20. Acceptance of applications in educational organizations for full-time education is carried out until August 25, for part-time education until September 10, and if there are vacant places in GBOU SPO SO "IAT", the acceptance of documents is extended until December 25 of the current year.

and for applicants for correspondence courses on the basis of basic general education from September 9 to 14, for applicants on the basis of secondary (complete) general, NGO, SVE and higher education from September 16 to 21.

Everything entrance exams are held in Russian according to programs corresponding to the curricula of basic general education.

29. For full-time education for applicants, the following entrance tests are established:

on the basis of basic general education in the specialties: "Veterinary", "Electrification and automation of agriculture", "Mechanization of agriculture" and "Cynology" certificate of the results of the GIA in Russian language and mathematics, or testing conducted by the Irbit Agricultural College, in Russian language and mathematics;

on the basis of secondary (complete) general education in the specialty "Veterinary" and "Cynology" according to the certificate of USE results in subjects: biology, Russian language, or testing conducted by the Irbit Agrarian College, in Russian language and biology for applicants who received a secondary (complete) general education before January 01, 2009;

"Agricultural mechanization" and "Electrification and automation of agriculture" according to the certificate of the results of the Unified State Examination in the subjects: mathematics, Russian language, or testing conducted by the Irbit Agricultural College, in Russian language and mathematics for applicants who have received a secondary (complete) general education until January 01, 2009;

on the basis of initial vocational education, entering the relevant profile of his initial vocational education for education in a reduced program - based on the results of an interview, or not corresponding to the profile of his initial vocational education - in the specialty "Veterinary" and "Cynology" testing in the Russian language and biology, on the specialty "Electrification and automation of agriculture", "Mechanization of agriculture" testing in the Russian language and mathematics;

For distance learning:

on the basis of basic general education in the specialties: "Electrification and Automation of Agriculture", "Mechanization of Agriculture", "Zootechny" a certificate of the results of the GIA in Russian language and mathematics, or testing conducted by the Irbit Agricultural College in Russian language and mathematics;

on the basis of secondary (complete) general education in the specialty "Electrification and Automation of Agriculture" and "Mechanization of Agriculture" a certificate of the results of the Unified State Examination in Russian language and mathematics, or testing conducted by the Irbit Agricultural College in Russian language and mathematics for applicants, who received secondary (complete) general education before January 01, 2009;

on the basis of secondary (complete) general education in the specialty "Zootechny" - a certificate of the results of the Unified State Examination in the Russian language and biology, or testing conducted by the Irbit Agrarian College in the Russian language and biology for applicants who received secondary (complete) general education before January 01 2009;

on the basis of primary vocational education of the relevant profile: in the specialties "Electrification and automation of agriculture" and "Mechanization of agriculture" - Russian language (test), mathematics (test); specialty "Zootechny" Russian language (test), biology (test);

on the basis of secondary vocational education and higher vocational education, for education under a reduced program - based on the results of an interview.

30. For persons entering on the basis of basic general education, an educational institution may also count as the results of entrance examinations the results of entrance examinations of a given calendar year to another educational institution.

For persons entering on the basis of an NGO in their specialty under an abbreviated program in the profile of primary vocational education, admission is carried out on the basis of an interview.

31. At the entrance examinations (when admitted on the basis of basic general education), a calm and friendly atmosphere is provided, applicants are given the opportunity to fully demonstrate the level of their knowledge and skills.

32. The schedule of entrance examinations for admission on the basis of basic general education, an NGO of the corresponding profile (subject, date, time, examination group and place of the exam, consultations, date of announcement of the results) is approved by the chairman of the selection committee or his deputy and brought to the attention of applicants no later than June 20th.

33. Persons who took the documents after the completion of the acceptance of documents, including those who received a result at the entrance examinations below the established minimum number of points, confirming the successful completion of the entrance examinations, as well as those who did not appear at the entrance examinations without a good reason, are eliminated from the competition.

34. Persons who did not appear for entrance examinations (when admitted on the basis of basic general education) according to good reason(illness or other circumstances, documented) are allowed to them in parallel groups, at the next stage of passing entrance examinations.

VI. The procedure for conducting entrance examinations for persons entering on the basis of basic general education and initial vocational education of the corresponding profile.

35. For persons entering on the basis of basic general education and primary vocational education of the corresponding profile, two entrance tests are mandatory for all categories of applicants, one of which is the Russian language as official language Russian Federation.

36. All entrance tests for admission on the basis of basic general education and NGOs of the relevant profile are carried out in accordance with the educational programs of basic general education. It is unacceptable to include in the program of entrance examinations questions that are not reflected in the federal state educational standard of basic general education.

37. Entrance examinations can be conducted in several streams as examination groups are formed from among the persons who have submitted documents for admission to the technical school.

38. For applicants to budget places(according to the general competition, but targeted admission, who have the right to out-of-competition admission), as well as to places under contracts with the payment of tuition fees for a certain specialty, the same entrance examinations are held.

39. Resurrender entrance examination when receiving an unsatisfactory grade and retaking the entrance examination in order to improve the grade is not allowed.

VII. Features of conducting entrance examinations for citizens with disabilities.

40. Citizens with disabilities, upon admission to a technical school, pass entrance examinations, taking into account the peculiarities of psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics) of such applicants.

41. When conducting entrance examinations, compliance with the following requirements is ensured:

entrance examinations are held for persons with disabilities in the same classroom together with applicants who do not have disabilities health, if this does not create difficulties for applicants when passing the entrance test;

the presence of an assistant who provides applicants with the necessary technical assistance taking into account their individual characteristics (take workplace, move around, read and complete the assignment, communicate with the examiner);

applicants are provided with a printed instruction on the procedure for conducting entrance examinations;

applicants, taking into account their individual characteristics, can use the technical means they need in the process of passing the entrance test.

VII. General rules filing and reviewing appeals.

42. Based on the results of the entrance test, the applicant has the right to file a written appeal with the Appeal Commission about the violation, in his opinion, of the established procedure for conducting the test and (or) disagreement with its results (hereinafter - the appeal).

In the case of an entrance test in writing, the applicant can familiarize himself with his work, in accordance with the regulations on the conflict commission of the Irbit Agricultural College.

43. Consideration of the appeal is not a retake of the exam. During the consideration of the appeal, only the correctness of the assessment of the results of passing the entrance test is checked.

44. An appeal is filed by applicants in person the next day after the announcement of the assessment for the entrance test. At the same time, the applicant has the right to familiarize himself with his work, performed during the entrance test, in the manner prescribed by the Irbit Agricultural College. The Admissions Committee ensures the acceptance of appeals throughout the working day.

Consideration of appeals is carried out within a day after the day of familiarization with the work performed during the entrance examinations.

45. The applicant has the right to be present during the consideration of the appeal.

The applicant must have an identity document and an examination sheet with him.

46. ​​With a minor applicant (under 18 years of age), one of his parents or legal representatives has the right to be present, except for minors recognized in accordance with the legislation of the Russian Federation as fully capable before reaching the age of majority.

47. After consideration of the appeal, a decision is made by the appeal commission on the assessment of the entrance test (both in the case of its increase and decrease).

48. If disagreements arise in the appeal commission, a vote is taken, and the decision is approved by a majority of votes.

The decision of the Appeal Commission drawn up by the protocol is brought to the attention of the applicant (against signature).

IX. The procedure for organizing a targeted reception.

49. The Irbit Agricultural College considers applications for targeted admission received from public authorities or local governments, and makes a decision on the allocation of target places in the specialty, indicating their number within the admission targets and within the quotas established by the founder.

50. The number of places for targeted admission for each specialty is determined no later than one month before the start of acceptance of documents and should not exceed 15% of the total number of budget places for each specialty.

51. Applications for target places in the Irbit Agricultural College for full-time education are accepted until August 15.

52. The number of target places cannot be increased during the acceptance of documents, entrance examinations and enrollment.

53. Persons who have not passed the competition for target places may, on the basis of the available results of entrance examinations and the unified state exam, be admitted under various conditions for admission to any form of education in GBOU SPO SO "IAT".

54. Target places that remain vacant after passing the entrance examinations and enrollment are publicly available.

All procedures for targeted admission are documented by the protocols of the admissions committee of the SBEI SPO SO "Irbit Agricultural College".

X. Enrollment in an educational institution.

55. Enrollment must be carried out on the basis of the results of the competition after the completion of entrance examinations and end no later than 10 days before the start training sessions.

The order on the enrollment of persons entitled to admission without entrance examinations is issued five days after the completion of the acceptance of documents and is placed on the information stand of the selection committee. At the same time, persons who have the right to enter without entrance examinations, within these five days after the completion of the acceptance of documents, are required to provide the original document of the state standard on education.

56. At the written request of the applicants, the original state documents on education, certificates of the results of the unified state exam and other documents submitted by the applicants must be returned to the Irbit Agricultural College within the next working day after the application is submitted.

57. The end date of the entrance examinations is considered to be the moment when the selection committee announces a list of persons by name indicating the number of points scored, the enrollment of which is considered by the selection committee under various conditions of the competition.

58. Within the deadlines established by the Irbit Agricultural College after the completion of the entrance examinations, the applicant submits:

for studying as a student - originals of a state document on education and certificates of the results of a unified state exam;

when enrolling in places under contracts with payment of tuition fees - originals of a state-recognized document on education and certificates of USE results, an agreement on payment of tuition fees.

At the same time, an applicant who has sent documents through public postal operators, upon presentation of the original state document on education and a certificate of the results of the unified state exam, presents the original document proving his identity, a photocopy of which was sent by mail.

59. According to a separate competition, with the successful passing of entrance examinations, the enrollment of citizens who are not accepted for state-funded places and who enter under contracts with individuals and legal entities paying tuition fees.

60. If there are places left vacant after enrollment based on the results of the competition, the Irbit Agricultural College has the right to announce additional admission to specialties that are important for the development of the economy of the Sverdlovsk Region from among persons who have a certificate of the results of the unified state exam. At the same time, enrollment for additional places must end no later than December 31 of the current year.

61. In the event that, during an inspection conducted by the Federal Service for Supervision in Education and Science, the facts of a competition are revealed and an applicant is unlawfully enrolled on the basis of false information provided by him about the results of the unified state exam, the student is subject to expulsion in the prescribed manner. Officials who have committed these violations are liable in accordance with the legislation of the Russian Federation.

62. Not later than August 21 for full-time education and September 21 for part-time education, the director of the technical school issues an order on the enrollment of persons recommended by the selection committee for various conditions of the competition for enrollment and who submitted original documents. An appendix to the enrollment order is a surname list of the indicated persons. The order with the application is placed on the information stand of the selection committee and the technical school website.

63. Enrollment in the Irbit Agricultural College, subject to availability, can be carried out until December 31 of the current year.

The technical school is a legal entity, enjoys all the rights and fulfills the obligations associated with this status, has an independent balance sheet and personal account with the treasury, uses financial and material resources in accordance with this Charter, has a seal depicting the State Emblem of the Russian Federation and its own name, letterhead and other attributes of a legal entity. The technical school has separate property in operational management, is liable for its obligations with the funds at its disposal, can acquire and exercise property and non-property rights on its own behalf, bear obligations, be a plaintiff and defendant in court.

7. The right of a legal entity at the Technical School in terms of conducting financial and economic activities arises from the moment state registration. The technical school receives the right to educational activities and benefits established by the legislation of the Russian Federation from the moment the license is issued to it. The rights of the Technical School to issue to its graduates a state document on the appropriate level of education, to use a seal with the image of the State Emblem of the Russian Federation arises from the moment state accreditation, confirmed by a certificate of state accreditation.

8. The technical school has the right to independently form its own structure. A branch of the Technical School is created, reorganized, renamed and liquidated by the Ministry of General and Vocational Education of the Sverdlovsk Region, a representative office of the Technical School is created, reorganized, renamed and liquidated by the College independently in agreement with the Ministry of General and Vocational Education of the Sverdlovsk Region.

9. In its activities, the technical school is guided by the Constitution of the Russian Federation, the Charter of the Sverdlovsk Region, the legislation of the Russian Federation, the legislation of the Sverdlovsk Region, other legal acts, orders of the Minister of General and Vocational Education of the Sverdlovsk Region, this Charter.

10. The technical school is responsible in the manner prescribed by law for failure to perform the functions within its competence, the implementation of incomplete educational programs in accordance with curriculum and schedule educational process a, the quality of education of graduates, the life and health of students and employees of the College during the educational process, violation of the rights and freedoms of students and employees of the College, other actions provided for by the legislation of the Russian Federation.

Tasks of the College: 1) the formation of a common culture of the personality of students based on the assimilation of the mandatory minimum content of professional educational programs; 2) formation of civic and moral qualities in students that correspond to universal values; 3) creation of conditions for students (graduates) to master the content of professional educational programs in selected professions; 4) creation of conditions for conscious life and professional self-determination of students (graduates); 5) ensuring high-quality training of specialists to meet the staffing needs of the economic complex of the Sverdlovsk region.

13. The subject of activity of the Technical School includes the following areas: 1) the implementation of professional educational programs of secondary and primary vocational education, additional professional educational programs and additional educational programs, including on a paid basis; 2) the provision of additional educational services, including on on a paid basis; 3) organization of methodological activities to create a set of pedagogical conditions aimed at achieving the results of education.

14. The college has the right to carry out the following income-generating activities: 1) trade in purchased goods, equipment; 2) the provision of intermediary, consulting, information services; 3) the acquisition of shares, bonds, other securities and the receipt of income (dividends, interest) on them . The right of the Technical School to carry out activities for which it is necessary to obtain a special permit (license) arises from the moment such a permit (license) is received or within the period specified in it and terminates upon expiration of its validity period, unless otherwise provided by applicable law.

Chapter 3. TYPES AND TYPES OF EDUCATIONAL PROGRAMS IMPLEMENTED

15. The technical school implements: 1) professional educational programs of secondary vocational education (basic and advanced levels); 2) educational programs of additional (professional) education: vocational training, retraining, advanced training; 3) educational programs of additional education; 4) educational programs of primary vocational education. Types of implemented educational programs - basic and additional.

16. The terms for the development of educational programs are established in accordance with the regulatory terms determined by state educational standards and (or) a license.

Chapter 4 ADMISSION TO TECHNICIUM

17. Citizens of the Russian Federation have the right, on a competitive basis, to receive secondary vocational education free of charge at the Technical School within the limits of the state educational standard, if the citizen receives education at this level for the first time.

18. Citizens of the Russian Federation, stateless persons, Foreign citizens living on the territory of the Russian Federation and having basic general, secondary (complete) general, primary vocational education.

19. Citizens of foreign countries are admitted to the College in accordance with the current legislation.

20. The Technical School forms the specific volumes of student admission independently in accordance with the existing license on the basis of the admission control figures (tasks) established by the Ministry of General and Vocational Education of the Sverdlovsk Region.

21. The procedure for admission to the College is established in accordance with applicable law. In the part that does not contradict the legislation of the Russian Federation and the procedure for admission, the College independently develops and approves the rules for admission. For admission to the Technical College, a selection committee is created. The composition of the selection committee, the procedure for its work is annually determined by the order of the director of the technical school.

22. When applying for training, the Technical School is obliged to familiarize the incoming parents (legal representatives) with this Charter, license, certificate of state accreditation and other documents regulating the organization of the educational process.

23. For admission to the technical school, a personal application of the applicant, a medical certificate of the applicant's health, a state-issued document indicating the level of education, documents proving the identity and citizenship of the applicant, the required number of photographs are provided. Other documents may be submitted by applicants if the applicant claims benefits established by the legislation of the Russian Federation, and (or) is required from the applicant if there are restrictions on obtaining secondary vocational education in the chosen specialty established by the legislation of the Russian Federation.

24. Admission to the Technical School is carried out on a competitive basis based on the results of entrance examinations conducted in order to determine the possibility of applicants to master professional educational programs of secondary vocational education. Entrance examinations include: examination (oral or written), testing, interview.

25. If there is a competition, the most capable and prepared applicants are enrolled, unless other conditions are stipulated by the legislation of the Russian Federation.

26. Out of competition, subject to the successful passing of entrance examinations to the College, the categories of citizens provided for by the legislation of the Russian Federation are accepted. Citizens dismissed from military service enjoy the preferential right to enter the Technical College.

27. The technical school has the right to establish special admission conditions for persons who have graduated from educational institutions of secondary (complete) general or primary vocational education with a medal, who have a diploma of primary vocational education with honors, or a certificate of basic general education a special sample (with honors), or other differences in the level of training.

28. The technical school can allocate a certain number of places for targeted reception on the basis of agreements with the relevant state and municipal authorities and organize a separate competition for these places.

29. Enrollment in the College is made out by order of the Director of the College. After enrollment, a personal file is formed for each student of the College.

Chapter 5 MAIN CHARACTERISTICS OF THE ORGANIZATION OF THE EDUCATIONAL PROCESS.

30. The main language of instruction at the College is Russian.

31. The educational process in the College is built taking into account the age and individual characteristics of students on the principles of democracy and humanism.

34. The main professional educational programs of secondary vocational education can be mastered in various forms of education: in full-time, part-time, part-time forms, in the form of an external student. A combination of different forms of education is allowed. If necessary, the terms of study for specific educational programs of secondary vocational education can be increased in comparison with the standard terms of study. The decision to increase the duration of training is made by the Ministry of General and Vocational Education of the Sverdlovsk Region. For persons with initial vocational education of the relevant profile, secondary vocational or higher vocational education or other sufficient level of previous training and (or) abilities, training in reduced or accelerated educational programs of secondary vocational education is allowed, the procedure for the implementation of which is established by the current legislation.

35. The academic year at the College begins on September 1 and ends according to the curriculum for specific specialty and form of education. For certain categories of students, the start of classes is established as the training groups are completed within the time frame that takes into account the requirements of qualification characteristics.

36. The total duration of vacations is at least ten weeks a year with a study period of more than one year, including at least two weeks in winter.

37. The mandatory workload of students during the week should not exceed 36 academic hours. The duration of theoretical training sessions is 45 minutes. Distracting students from classes in school time work not related to the educational process is prohibited.

38. Students at the technical school are united according to their specialties into study groups. The size of the training group in the Technical School, when financing training at the expense of budgetary funds, is set at 25-30 people for full-time education and 15-20 people for part-time education. During laboratory work and practical exercises, lessons on physical education, training sessions on individual items, the list of which is determined by the Technical School independently, as well as during course design and industrial training, the study group can be divided into subgroups of at least 8 people. Number of students in study groups when receiving additional educational services at the expense of the customer, it is limited by sanitary standards.

39. The organization of the educational process in the Technical School is regulated by the curriculum, the schedule of the educational process for the academic year and the schedule of classes, developed and approved by the College independently.

40. The educational process includes theoretical training, laboratory and practical training, industrial and undergraduate practice and educational work with students.

41. Production (professional) practice in the specialty profile (technological) and pre-diploma (professional) practice is carried out on the basis of educational and production enterprises, organizations, institutions of various forms of ownership, while the procedure for conducting practice and the responsibility of the parties are determined by an agreement between the employer and the technical school. The working time in industrial practice should not exceed the length of working hours established by labor legislation for the relevant category of employees.

42. In the process of industrial training in accordance with educational programs, students can manufacture products, consumer goods, and provide various services to the population.

43. The college is independent in choosing the grading system, form, order and frequency intermediate certification students.

44. The quality of mastering the curriculum by students is evaluated in points: 5 (excellent), 4 (good), 3 (satisfactory), as well as according to the “pass”, “fail” system. Can be used in college rating system assessment of the quality of mastering by students of the educational program in the chosen specialty.

45. The number of exams in the process of intermediate certification of students for full-time, part-time and correspondence forms training should not exceed 8 in the academic year, and the number of credits - 10. The specified number does not include exams and credits in physical culture and optional disciplines. The number of exams and credits in the process of intermediate certification of students when studying under reduced or accelerated educational programs of secondary vocational education in full-time, part-time (evening) and correspondence forms is established by the Technical School independently.

46. ​​For all forms of vocational education within the main professional program there is a single standard in accordance with which certification of persons who have completed vocational education is carried out.

47. The final state certification of graduates of the Technical School is carried out by state attestation commissions in accordance with applicable law. The technical school issues to graduates who have mastered the relevant educational program in in full and passed the state final certification, a state diploma of secondary vocational education. Estimates for optional courses and additional disciplines are given in the appendix to the diploma at the request of the graduate.

48. Discipline in the technical school is maintained on the basis of respect for the human dignity of students and teachers. In relation to students, methods of physical and psychological violence are not allowed.

49. A student may be expelled in the following cases: 1) change of residence; 2) personal desire of the student or his parents (legal representatives); 3) transfer to another educational institution; 4) a state of health that prevents learning, provided that it is not possible to transfer a student to another specialty at a technical school;50. For non-fulfillment of curricula (the presence of academic failure in two or more disciplines that has not been eliminated before the start of the next semester), violations of the Charter, internal regulations, disciplinary measures may be applied to students up to expulsion from the technical school.

51. The decision on the expulsion of students on the grounds provided for in paragraph 49 of this Charter is taken by the director of the College and issued by order. The decision to expel students on the grounds provided for in paragraph 50 of this charter is made by the Pedagogical Council of the College and formalized by order of the director. The decision to expel orphans and children left without parental care can only be made with the consent of the guardianship and guardianship authorities.

52. It is not allowed to expel students from the Technical School at the initiative of the administration during their illness, holidays, academic leave or maternity leave.

53. The transfer of students from a technical school to another educational institution of secondary vocational education is carried out with the consent of both heads of educational institutions. The student has the right to transfer to the College from one educational program and (or) form of study to another in the manner determined by the College.

54. Restoration for training of a person expelled from the Technical School, as well as admission for continuing education of a person who previously studied at an educational institution of secondary vocational education and expelled from it before graduation, is made for any course, regardless of the duration of the break in studies, if there are vacancies . No fee is charged for reinstatement to study, admission for continuing education after being expelled from another educational institution of secondary vocational education, transfer from one educational program and (or) form of study to another and from one educational institution of secondary vocational education to another, if a person receives a secondary vocational education at the expense of budgetary funds.

55. The technical school has the right to carry out, in addition to the tasks (target numbers) financed at the expense of the founder, for the admission of students, training and retraining of skilled workers (workers and employees) and specialists of the appropriate level of education under contracts with individuals and (or) legal entities with payment by them of the cost of education .

56. The technical school has the right to provide individuals and legal entities with the following additional educational, including paid, services on a contractual basis and in the presence of an appropriate license: 1) professional training, retraining, advanced training in accordance with the license; 2) preparatory courses; 3) tutoring with students from other educational institutions; 4) study special disciplines over hours and over the program in this discipline, not provided for by the educational program; 5) implementation of additional educational programs (various circles, sections).

57. The procedure for providing additional educational services is regulated by the local act of the technical school.

58. Additional educational services, including paid ones, are provided in order to fully meet the educational needs of legal entities and individuals on the basis of an agreement between the customer of services and the administration of the College.

59. Additional educational services, including paid ones, are carried out at the expense of individuals and legal entities and cannot be provided instead of the main educational activities financed from the budget. Otherwise, the funds earned in this way are withdrawn to the budget. The income from these activities is used by the College in accordance with the statutory goals.

Chapter 6 RIGHTS AND OBLIGATIONS OF STUDENTS AND STAFF OF THE TECHNICIUM

60. Students in the College include students, students and other categories of students. A student is a person enrolled by order of the director in a technical school for training in educational programs of secondary vocational education. A student of a technical school is a person who, by order of the director, is enrolled in a technical school to study at preparatory courses or mastering additional professional educational programs. The legal status of a student in terms of receiving educational services corresponds to the status of a student of the corresponding form of education. Students are issued a student card and a standardized record book.

61. Students have the right to: 1) receive secondary vocational education in accordance with state standards 2) free use of library information resources technical school; 3) choice of the form of education; 4) respect for human dignity, protection from all forms of physical and mental violence, personal insults; 5) freedom of conscience of religion, freedom to receive information; 6) free expression of one's own views and beliefs; 7) transfer to another educational institution; 8) receiving additional educational services, including paid ones; 9) studying within the framework of state educational standards according to individual curricula, for an accelerated course of study; 10) free attendance at events not provided for by the curriculum. 11) to participate in the management of the College through student public organizations.

62. Students full-time students receiving secondary vocational education at the expense of budgetary funds are provided with social and (or) academic scholarships in the manner prescribed by applicable law. The technical school, within the limits of available budgetary and extrabudgetary funds, independently develops and implements measures in accordance with the legislation of the Russian Federation social support students.

63. For medical reasons and in other exceptional cases, a student may be provided academic leave in the manner prescribed by applicable law.

64. Students of the technical school are obliged to: 1) comply with the present Charter of the College, the Internal Regulations; 2) observe educational and production discipline, do not be late for the start of classes, attend classes according to the schedule and perform in deadlines all types of tasks provided for by the curriculum and programs of academic disciplines; 3) observe the rules of safety, industrial sanitation and hygiene, fire safety in accordance with the rules and regulations; 4) take care of the equipment and property of the technical school.

65. It is forbidden to force students to join public, socio-political organizations (associations), movements and parties, as well as to work in these organizations and participate in campaigns. Engaging students without their consent and the consent of their parents (legal representatives) to work not provided for by the educational program is prohibited.

66. The administration of the Technical School creates conditions that guarantee the protection and strengthening of the health of students. Medical care for students at the College is provided by the health authorities, for the work of medical workers of the College is obliged to provide a room with appropriate conditions.

67. Catering for students in the Technical School can be carried out on a contractual basis in a specially designated room.

68. Parents (legal representatives) of students have the right to: 1) take part in the management of the College through parental committee, the general conference of the Technical School; 2) to choose the forms of education for their children; 3) get acquainted with the programs in which their children are engaged, the course and content of the educational process, make proposals to the pedagogical council for their change and improvement of educational programs and the educational process; 4) complete information on any issue of the educational activities of the College; 5) to a polite and friendly attitude on the part of teachers and other employees of the College; 6) protect the legitimate rights and interests of their children.

69. Parents (legal representatives) of students are obliged to: 1) comply with this Charter; 2) exercise control over the state of progress and attendance of the student; 3) provide conditions for the student to study at home; 4) to promote the development of the educational program by the student.

70. The employees of the College include management and teaching staff, educational support and other personnel. The relationship between the Employee and the College is regulated by labor legislation. The labor collective of the technical school is made up of all individuals who participate by their labor in its activities on the basis of an employment contract.

71. Persons who have the necessary professional and pedagogical qualifications that meet the requirements of the qualification characteristics for the position and the acquired specialty, confirmed by education documents, are accepted for pedagogical work. Persons to whom it is prohibited by a court verdict or for medical reasons, as well as persons who have an unexpunged or outstanding conviction for intentional grave and especially grave crimes, provided for by the Criminal Code of the Russian Federation, are not allowed to pedagogical activity. The list of relevant medical contraindications is established by the Government of the Russian Federation.

72. Wages, official salaries to the employees of the College are paid for the performance of their official duties and work stipulated by the employment contract. The performance by the employee of other work and duties is paid under additional contracts, except for cases specifically provided for by the legislation of the Russian Federation.

73. The technical school, within the limits of its available funds for remuneration, independently establishes the wages of the employees of the technical school, including additional payments and allowances to official salaries, the procedure and amount of their bonuses.

74. Employees of the College have the right to: 1) protect their professional honor and dignity; 2) participate in the management of the College in the manner determined by this Charter; 3) to elect and be elected to the council and other elected bodies, the College; 4) receive the necessary organizational, educational, methodological and logistical support for their professional activity, free use of libraries, information resources, services of educational, methodological, social, medical and other departments of the College in accordance with the Collective Agreement; 5) perform other work and duties paid for under an additional agreement, except for cases specifically provided for by the legislation of the Russian Federation; 6) for moral and material incentives based on the results of work; 7) respect and courtesy from students and their parents, colleagues; 8) for social support measures established by the current legislation; 9) to appeal against orders and orders of the administration of the College. Teachers, in addition, have the right to: 1) an informed choice curricula, means, forms and methods of teaching that ensure the high quality of the educational process; 2) the creative manifestation of pedagogical initiative; 3) appeal, if necessary, to parents with a proposal to establish control by the latter over the study and behavior of their children; 4) reduced working hours, extended paid leave for the early appointment of an old-age labor pension in the manner prescribed by law; current legislation.

75. It is not allowed to use anti-pedagogical methods of education associated with physical and mental violence against the personality of the student, inhumane, as well as teaching methods dangerous to the life or health of students.

76. The employees of the College are obliged to: 1) comply with the requirements of this Charter, the internal labor regulations, the safety rules and the sanitary and hygienic regime of the College; 2) qualitatively perform the functional duties assigned to them and the work specified in job descriptions, employment contracts, qualification characteristics and other regulatory legal acts; 3) refrain from actions and statements that lead to the complication of the moral and psychological climate in the College team; 4) follow the orders and orders of the director, decisions of the governing bodies of the College. Pedagogical workers are obliged to: 1) systematically improve their professional level, use in the educational process pedagogical technologies that ensure the training of specialists in accordance with state educational standards; 2) strictly follow the norms of professional ethics; 3) comply with the rules for maintaining educational documentation, objectively assess students' knowledge, timely put marks in an educational journal; 4) provide guidance on educational work in study groups , hostel, in accordance with the Regulations on class teacher 5) ensure the implementation of educational programs in full in accordance with the requirements of the standard, the curriculum and the schedule of the educational process, the high-quality development of educational programs by students; 6) allow representatives of the administration and parents to attend their lessons by prior arrangement; communication with parents (legal representatives).

77. The management of the College creates the necessary conditions to improve the skills of employees. The advanced training of employees can be carried out at the expense of budgetary and non-budgetary funds of the technical school. Professional development of teachers is carried out at least once every 5 years in various forms. The management and teaching staff of the College undergo certification in the manner prescribed by current legislation.

78. For success in educational, methodological, scientific and educational work and other statutory activities of the College for the employees of the College, various forms of moral and material incentives are established.

79. Study load for the academic year for teachers of the Technical School, stipulated in the employment contract, should not exceed 1440 hours.

Chapter 7 STRUCTURE OF FINANCIAL AND ECONOMIC ACTIVITIES

80. The property of the Technical School is assigned to it on the basis of the right of operational management by the Ministry for State Property Management of the Sverdlovsk Region in accordance with the list of property and balance. The land plot is assigned to the technical school for unlimited free use.

81. The technical school owns, uses the property assigned to it in accordance with its purpose, statutory goals and legislation.

82. Control over the activities of the Technical School for the use of property assigned to the right of operational management is carried out by the Ministry for State Property Management of the Sverdlovsk Region and the Ministry of General and Vocational Education of the Sverdlovsk Region.

83. On the proposal of the Ministry of General and Vocational Education of the Sverdlovsk Region, surplus, unused, misused property assigned to the technical school on the basis of the right of operational management may be seized by the Ministry for State Property Management of the Sverdlovsk Region based on the decision of the owner.

84. The sources of the formation of the property and financial resources of the College are: 1) budgetary funds; 2) property transferred to the College by the owner or authorized body; 3) income received for the provided educational services, including additional ones, from activities related to the educational process, from entrepreneurial and other income-generating activities; 4) gratuitous and charitable contributions, voluntary donations of individuals and legal entities; 5) other sources in accordance with the law.

85. The fruits, products and income from the use of property under operational management, as well as property acquired by the College under an agreement or other grounds, come into the operational management of the College in the manner prescribed by current legislation. Products of intellectual and creative labor, which are the result of the activities of the Technical School, funds and property transferred by individuals and legal entities in the form of a gift, donation or by will, as well as income received from income-generating activities, and property acquired with these incomes, go into independent disposal College and are accounted for on a separate balance sheet, are not subject to withdrawal, except in the case of the liquidation of the College. The financial and material resources of the College, which are at its own disposal, are used by it at its own discretion in accordance with this charter.

86. The technical school is not entitled to independently dispose of the property assigned to the technical school on the right of operational management and (or) acquired at the expense of funds allocated to the technical school according to the estimate. The procedure for using the funds received by the technical school from the lease of property is established by the owner of the property.

87. Financing of the Technical School is carried out on the basis of the norms for financing educational institutions established by the current legislation.

88. The technical school is responsible for its obligations with the funds at its disposal. In case of insufficiency of the specified funds at the Technical School, the owner of the property bears responsibility for its obligations in the manner prescribed by law.

89. The technical school is not entitled to conclude transactions, the possible consequences of which are the alienation or encumbrance of property assigned to the technical school, or property acquired at the expense of funds allocated to the technical school according to the estimate.

90. The attraction of additional funds by the College does not entail a reduction in the standards and (or) the absolute amount of its financing from the budget.

91. The development of the material and technical base of the College is carried out within the limits of budgetary and extrabudgetary funds.

92. The technical school has the right to independently carry out entrepreneurial and other income-generating activities only in so far as this serves to achieve the goals for which it was created.

93. The expenditure of extra-budgetary income is carried out in accordance with the local act of the College.

94. In the event of the liquidation of the College, funds and other objects of property that are at the independent disposal of the College, minus payments to cover obligations, are directed to the development of education in accordance with this Charter.

95. The technical school carries out operational accounting in accordance with applicable law.

96. The technical school submits quarterly and annual accounting reports to the Ministry of General and Vocational Education of the Sverdlovsk Region in accordance with applicable law.

Chapter 8 COLLEGE MANAGEMENT

97. The management of the College is carried out in accordance with the law and this Charter.

98. The government of the Sverdlovsk region approves the charter, changes and additions to it, reorganization, liquidation of the College.

99. The competence of the Ministry of General and Vocational Education of the Sverdlovsk Region includes: 1) approving the estimates of income and expenses of the technical school, determining the volume of limits of budgetary obligations for financing the technical school; 2) monitoring the use of budgetary funds; 3) approval of programs for the development of the technical school; 4) making proposals to the Government of the Sverdlovsk region on the reorganization, liquidation of the technical school; 5) control over the content of educational activities, including planned and operational inspection of the work of the administration of the College to ensure the quality of education; 6) conclusion and termination of an employment contract with the director of the College and control over the implementation of the terms of the employment contract; 7) control over the maintenance and use of property , fixed on the right of operational management of the technical school; 8) Coordination of the charter, changes and additions to it.

100. The management of the College is based on the principles of unity of command and self-government. The forms of self-government are the general meeting of the labor collective of the College, the Council of the College, the Pedagogical Council, the Parents' Council, the Board of Trustees, whose activities are regulated by the relevant local acts of the College.

101. The general meeting of the labor collective makes: 1) a decision on the need to adopt a collective agreement; 2) decisions on other issues referred by the current legislation to the competence of the general meeting of the labor collective.

102. The general meeting of the labor collective of the College is authorized to make decisions if at least half of the staff of the College participate in its work, by open voting by a simple majority.

103. The general management of the College is carried out by an elected representative body - the Council of the College consisting of 5 people, which includes representatives of all categories of workers and students. If necessary, the council may include representatives of interested enterprises, institutions and organizations. To the powers of the Council of the College: 1) the adoption of the program and local acts of the College; 2) consideration of issues of organizing the educational process, educational and methodological, research activities Technical College; 3) organization of the Technical College commission in the areas of the Technical College, the creation of conflict commissions; 4) making proposals to the relevant authorities on the submission of state and industry awards to the employees of the College; 5) consideration of other issues determined by the Regulations with the Council of the College. The Council of the Technical School is elected for a period of three years by open voting at the meeting of the College, which is attended by teachers, representatives of students, parents (legal representatives). The meeting of the Council of the College is considered competent if it was attended by at least 2/3 of the members of the Council of the College. Decisions of the Council of the Technical College are considered adopted if more than half of the members of the Council of the Technical College from their payroll voted for the decisions. Decisions of the Council of the College are documented in the minutes.

104. The activities of the Technical School are directly managed by the director who has passed the appropriate certification. The Director of the Technical School is appointed and dismissed by decree of the Governor of the Sverdlovsk Region. The Ministry of General and Vocational Education of the Sverdlovsk Region concludes a fixed-term employment contract with the director of the Technical School for a period of not more than 5 (five) years.

105. The director has the right: 1) to independently resolve issues related to the management of the activities of the technical school, referred to his competence by the current legislation; 2) without a power of attorney, act on behalf of the College in all organizations, represent its interests, conclude agreements, including labor agreements, issue powers of attorney ;3) open accounts with the treasury, current accounts, dispose of the property and funds of the College, including cash, in the manner and within the limits established by the current legislation and this charter; 4) approve local acts, structure, staffing, work schedules, class schedules College, distribute duties among employees, approve job responsibilities, set rates and salaries of employees within the financial resources of the College provided for wages; x financial resources provided for wages; 6) determine the amount of bonuses for employees of the College in accordance with the local normative act of the College and within the financial resources provided for wages; 7) Issue orders and instructions within their powers that are binding on all employees and students of the technical school; 8) to encourage and impose disciplinary sanctions on the employees of the technical school and students.

106. Combining the position of director of the College with other leadership positions, except for scientific, scientific and methodological guidance, inside or outside the College is not allowed. The duties of the Director of the Technical School cannot be performed part-time.

Chapter 9 TYPES OF LOCAL ACTS
