In connection with the frequent appeals of citizens and organizations engaged in educational activities, on issues of ensuring educational publications(textbooks and teaching aids), teaching aids for the purpose of implementing educational programs of primary general, basic general, secondary general education and adapted basic general education programs, the Ministry of Education and Science of Russia reports:

According to part 1 of Article 35 federal law dated December 29, 2012 No. 273-FZ “On education in Russian Federation"(hereinafter referred to as the Federal Law) for students mastering basic educational programs at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets within the federal state educational standards(hereinafter referred to as the Federal State Educational Standard), organizations engaged in educational activities are provided free of charge for use during the period of education, textbooks and study guides, as well as teaching materials, means of training and education.

We remind you that from January 1, 2015, all textbooks included in the federal list of textbooks recommended for use in the implementation of state accreditation educational programs of primary general, basic general, secondary general education are presented both in printed and electronic forms. The State Program of the Russian Federation "Accessible Environment" for 2011 - 2020, approved by the Decree of the Government of the Russian Federation of December 1, 2015 No. 1297 (hereinafter - SE "Accessible Environment"), provides for the provision of subsidies for the creation in educational organizations at the expense of the federal budget (including in organizations engaged in educational activities on adapted educational programs) conditions for children with disabilities to receive quality education. Funds from the federal subsidy and the consolidated budget of the constituent entity of the Russian Federation can be used, among other things, for the purchase of textbooks, teaching aids, didactic materials for teaching children with disabilities and disabilities.

Subjects of the Russian Federation participating in the implementation of measure 2.4 of the Federal target program development of education for 2016 - 2020, approved by the Decree of the Government of the Russian Federation of May 23, 2015 No. 497 (hereinafter - FTsPRO), can also purchase special textbooks and teaching aids for the implementation of adapted basic general education programs at the expense of subsidies from the federal budget.

We ask you to ensure the implementation of state guarantees for the implementation of the rights to receive public and free general education in terms of the acquisition of textbooks and teaching aids, teaching aids in in full at the expense of budgetary appropriations of the budgets of the constituent entities of the Russian Federation, as well as funds provided for the implementation of the activities of the State Enterprise "Accessible Environment", FTsPRO.

2. The norms for the provision of educational activities with educational publications per student in the main educational program are established by the relevant federal state educational standards.

3. Educational publications used in the implementation of educational programs preschool education, are determined by the organization carrying out educational activities, taking into account the requirements of federal state educational standards, as well as exemplary educational programs for preschool education and exemplary educational programs for primary general education.

4. Organizations carrying out educational activities according to state-accredited educational programs of primary general, basic general, secondary general education, for use in the implementation of these educational programs choose:

5. The federal list of textbooks recommended for use in the implementation of state-accredited educational programs of primary general, basic general, secondary general education by organizations engaged in educational activities includes lists of textbooks recommended for use in the implementation of the mandatory part of the main educational program and the part, formed by the participants in educational relations, including textbooks that take into account the regional and ethno-cultural characteristics of the subjects of the Russian Federation, the realization of the rights of citizens to receive education in mother tongue from among the languages ​​of the peoples of the Russian Federation and the study of the native language from among the languages ​​of the peoples of the Russian Federation and the literature of the peoples of Russia in their native language.

6. Textbooks are included in the federal list of textbooks recommended for use in the implementation of state-accredited educational programs for primary general, basic general, secondary general education, based on the results of an examination. In carrying out this examination of textbooks in order to ensure that the regional and ethno-cultural characteristics of the constituent entities of the Russian Federation are taken into account, the rights of citizens to receive education in their native language from among the languages ​​of the peoples of the Russian Federation and to study their native language from among the languages ​​of the peoples of the Russian Federation and literature of the peoples of Russia in their native language participate authorized state authorities of the constituent entities of the Russian Federation.

7. The procedure for the formation of the federal list of textbooks recommended for use in the implementation of state-accredited educational programs of primary general, basic general, secondary general education, including the criteria and procedure for conducting an examination, the form of an expert opinion, as well as the grounds and procedure for excluding textbooks from the specified federal list are approved by the federal executive body responsible for the development of state policy and legal regulation in the field of education.

8. The procedure for selecting organizations that produce textbooks that are allowed to be used in the implementation of state-accredited educational programs of primary general, basic general, secondary general education, the list of such organizations is approved by the federal executive body that performs the functions of developing state policy and regulatory legal regulation in the field of education. Authorized state authorities of the constituent entities of the Russian Federation participate in the selection of organizations that produce textbooks in their native language from among the languages ​​of the peoples of the Russian Federation and the literature of the peoples of Russia in their native language.

9. When implementing professional educational programs, educational publications are used, including electronic ones, determined by the organization carrying out educational activities.

Article 18. Printed and electronic educational and information resources.

1. In organizations engaged in educational activities, in order to ensure the implementation of educational programs, libraries are formed, including digital (electronic) libraries that provide access to professional databases, information reference and search systems, as well as other information resources. The library fund should be completed with printed and (or) electronic educational publications (including textbooks and teaching aids), methodological and periodic publications on all subjects, courses, disciplines (modules) included in the basic educational programs being implemented.

6. Licensing requirements for the licensee in the implementation of educational activities are:
f) the availability of printed and (or) electronic educational and information resources on educational programs implemented in accordance with a license that meet the requirements of federal state educational standards, federal state requirements and (or) educational standards, in accordance with Article 18 of the Federal Law "On Education in Russian Federation" (as amended by Decree of the Government of the Russian Federation of November 12, 2016 N 1177).

Each student during the entire period of study must be provided with individual unlimited access to one or more electronic library systems (electronic libraries). Electronic library system ( e-library should provide the possibility of student access from any point where there is access to the information and telecommunication network "Internet" (hereinafter referred to as the "Internet" network), both on the territory of the organization and outside it.
In case of non-use of the electronic library system (electronic library) in the organization, the library fund must be completed with printed publications in the following calculation:

The electronic library system (electronic library) and the electronic information and educational environment must provide simultaneous access to at least 25 percent of students.
Students should be provided with access (remote access), including in the case of application e-learning, remote educational technologies, to modern professional databases and information reference systems, the composition of which is determined in the work programs of disciplines (modules) and is subject to annual updating.
Students with disabilities should be provided with printed and (or) electronic educational resources in forms adapted to their disabilities.

Requirements of federal state educational standards (FSES) SPO.

The implementation of the training program for mid-level specialists (hereinafter referred to as the SSSP) should be provided with access for each student to databases and library funds formed on the full list of disciplines (modules) of the SSSP.

Each student should be provided with access to the library fund sets, consisting of at least 3-5 titles of Russian journals (depending on the requirements of the federal educational standard).

An educational organization should provide students with the opportunity to quickly exchange information with Russian educational organizations, other organizations and access to modern professional databases and information resources on the Internet.
