Main Inspectorate of the Armed Forces. Do I need control in the rf

Ministry of Defence Russian Federation is the state body responsible for defense policy and defense activities in the state.

Historical digression

The Russian state appeared and developed in a difficult environment. That is why almost immediately, with the advent of the army, the need arose for a single body responsible for conducting various military activities, as well as command and control. The situation changed in 1531. It was then that the Discharge Order (or Discharge) was created. The competence of this body was the recruitment of rati and providing it with supplies. Later, the interests of the Discharge also included the construction of fortresses and security lines. In addition, the Discharge Order carried out command and control of troops on the southern outskirts of the state. During the second half of the 16th, as well as the entire 17th centuries, the Discharge Order continued to manage the military affairs of the state.

The situation changed only in early XVIII century, when the reforms of Peter I affected almost all spheres of life in the Russian state. Naturally, they did not bypass military affairs either. Thus, the Discharge Order was replaced by the Military Collegium, which performed essentially the same functions with the only difference that the time of the Tatar raids on Russia had passed, and Special attention the southern borders of the state were no longer required. It was under and thanks to the Military Collegium that Russian weapons won glorious victories over Turkey, Sweden, Poland and Prussia, annexing vast territories to the country.

V early XIX century, a special manifesto of Emperor Alexander I was published. According to it, the Military Collegium was abolished. It was replaced by the Ministry of the Army. Six years later, in 1808, this Ministry was reformed into the Ministry of War with the same functions and powers.

The Patriotic War of 1812 marked a new era military history. The difficult situation on the battlefields with France required a radical change in the War Ministry in accordance with the new requirements, which was carried out in the same year. Due to changes in the structure of the ministry, a number of departments were formed: engineering, inspection, artillery, audit, provisions, medical and commissariat. Separately, it is also worth mentioning the ministerial council and the office, which were not part of any of the departments, but were an integral part of the ministry.

In 1815, for a short period of time (about a year), the Russian War Ministry temporarily became part of the General Staff. However, this way of organizing the management of military affairs quickly proved to be untenable.

After 20 years, it was the turn to unite the General Staff and the War Department again. At the same time, this time the General Staff became part of the latter. However, no qualitative changes in the structure of the War Ministry took place for another 24 years. Everything has changed Crimean War, during which the Russian army suffered serious losses. The backwardness of the Russian army in technical and organizational aspects became obvious.

In 1861, Emperor Alexander II appointed Field Marshal D. A. Milyutin Minister of War. It was Milyutin who initiated the extensive military reform in the state, which became like a fresh breath of air for the army, which had barely recovered from the defeat. During the reform, a territorial system of military administration was introduced, which manifested itself in the creation of military districts on the territory of the country. Conscription was also introduced for all classes, which solved a number of problems with the recruitment of the army. A separate item was also the adoption of new small arms.

The military reform of D. A. Milyutin was also reflected in the structure of the Military Ministry. So, as of 1870, it included: the imperial main apartment, Main Headquarters, the office of the minister of war, the military council, as well as the main departments (artillery, military educational institutions, Cossack troops, quartermaster, engineering, military-judicial and military-medical).

However, Russia did not have to take advantage of these military reforms for long: during the Russo-Japanese War in 1904-1905, its shortcomings were revealed and, if for the 1870s it was quite modern, then by the beginning of the 20th century it was completely outdated. For more effective management of the army during the Russo-Japanese War, the State Defense Council was created, which was abolished in 1908. A number of measures also followed, designed to seriously reorganize the army of the Russian Empire, but they could not be fully implemented.

Ministry of Defense at the present stage

On March 16, 1992, the Ministry of Defense of the Russian Federation was established. This federal body is responsible for state policy in military sphere and defense management.

In difficult conditions, the Ministry of Defense managed to preserve the Armed Forces, as well as ensure their development and equipping with new types of equipment. Since the beginning of the 2000s, the situation began to improve. The same period was marked by a number of major changes in the structure of the Armed Forces and the Ministry of Defense of the Russian Federation. From 1991 to 2007, six people were replaced as Minister of Defense (B. N. Yeltsin, P. S. Grachev, M. P. Kolesnikov, I. N. Rodionov, I. D. Sergeev, S. B. Ivanov).

In 2007, after the appointment of A. Serdyukov to the post of Minister of Defense, the military reform began, which was supposed to completely change the Russian Armed Forces and significantly modernize them. The military reform included:

  1. The abolition of military districts and their replacement by operational strategic directions. So, instead of six military districts, four directions were formed: "Center", "East", "West" and "South".
  2. The liquidation of such operational-tactical units as divisions and corps and the transition to the brigade structure of the Armed Forces.
  3. Widespread involvement in the life support of the army of civilian specialists (for example, civilian cooks in the canteen).
  4. Deep reform of the system of military educational institutions.
  5. Substantial mitigation of the conditions of military service for conscripts (for example, permission to use telephones, running in sneakers instead of army boots, etc.).
  6. Transfer to the brigade system of the Air Force.
  7. Reduction of military command and control.
  8. The beginning of a large-scale process of rearmament of the army.

However, this reform was not completed. In 2012, instead of Anatoly Serdyukov, Sergei Shoigu was appointed Minister of Defense of the Russian Federation. His name is associated with the beginning of a qualitatively new period in the history of the Russian Armed Forces and the Ministry of Defense in particular.

    Conclusion

Today, the Ministry of Defense of the Russian Federation is a powerful body capable of promptly carrying out military administration in the country. It makes no sense to prove that the power and strength of the army lies precisely in the ability to control this force. The structure of the Ministry of Defense is arranged in such a way as to make the management of the army as clear and precise as possible. This is helped not only by the strict selection of staff for the Ministry, but also by new technologies.

Control system Armed Forces RF is constantly improving. The experience gained as a result of military operations in Syria is analyzed in every possible way, systematized and taken into account when planning further actions of the army. Another important task assigned, however, not only to the Ministry of Defense, is the fight against international terrorism, which aims to inflict enormous damage on the whole world.

Nevertheless, in such a difficult international situation, the Russian Ministry of Defense continues to fulfill its direct duties with honor and dignity and perform them with great success, and the efficiency of its work is very high. Based on all this, of course, I would like to conclude that with the beginning of the 2010s, the long-awaited period of revival began. Russian Army.

The head of the Military Inspectorate of the Ministry of Defense of the Russian Federation, Chief Military Inspector, Lieutenant General Alexander LUKIN, answers the questions of the Red Star.

Business card
Alexander Pavlovich Lukin was born on November 17, 1951 on the farm Ostrovsky, Surovikinsky District, Volgograd Region.
In 1973 he graduated with honors from the Rostov Higher Command and Engineering School. He served in the Strategic Missile Forces as a commander of a launch group, commander of a missile division, and deputy commander of a missile regiment. After graduating from the Peter the Great Military Academy in 1984, he was appointed commander of the SS-18 Voevoda missile regiment. From 1990 to 1993 commanded missile division in Transbaikalia. After graduating with honors from the Military Academy of the General Staff in 1995, he was appointed to the Main Operational Directorate of the General Staff of the Armed Forces of the Russian Federation, where he served as deputy head of department, and since 1997 - head of department. In July 2002, he was appointed head of the Military Inspectorate of the Ministry of Defense of the Russian Federation - Chief Military Inspector.

Alexander Pavlovich, what are the terms of reference and powers of the Military Inspectorate of the Ministry of Defense of the Russian Federation headed by you?
- The activities of the Military Inspectorate are defined by the range of tasks assigned to it by the Minister of Defense of the Russian Federation. The main ones include inspections (checks) of the state of the central bodies of military control, types and branches of troops of the Armed Forces, Logistics of the Armed Forces, troops that are not included in the types and types of troops of the Armed Forces, military control bodies, associations, formations, military units and organizations of the Armed Forces. We carry out inspections of their implementation of measures provided for by their construction and development plans, as well as other issues determined by the Minister of Defense of the Russian Federation and the Collegium of the Ministry of Defense. The military inspectorate analyzes the implementation of the state policy in the field of defense in the Armed Forces, the implementation of the plan for the development of the Armed Forces, and the practice of applying normative legal acts in the field of defense in the troops (forces). Our tasks also include coordinating the activities of the services of the Ministry of Defense, the central bodies of military administration and other divisions of the Ministry of Defense in preparing and conducting inspections of military administration bodies, associations, formations, military units and organizations of the Armed Forces in order to reduce the total number of inspections of troops (forces).
In addition, one cannot fail to mention the tasks that arise in the course of fulfilling the operational tasks of the leadership of the Russian Ministry of Defense both on the scale of the military department and in cooperation with other federal executive bodies of the Russian Federation.
Thus, the Military Inspectorate is engaged not only in checking the condition of the troops (forces), but also in studying problematic issues arising in the course of the implementation of plans for the construction of the Armed Forces, which takes up to 70% of the time.
As for the powers of the Military Inspectorate, there are also quite a lot of them. I will list only the main ones. This is the formation of commissions for the conduct of inspections carried out by decisions of the Minister of Defense of the Russian Federation and his first deputies, the management of the work of such commissions; preparation and submission of reports to the Minister of Defense of the Russian Federation, draft orders and directives of the Minister of Defense of the Russian Federation based on the results of inspections (checks); control over the elimination of deficiencies identified during the inspection (checks).
In addition, the Military Inspectorate has the right to request Required documents and reference materials from the military command and control bodies of the Armed Forces and officials of the Ministry of Defense on issues within the jurisdiction of the Military Inspectorate, as well as for organizing inspections.
- How many subordinates do you have?
- The staff of the Military Inspectorate is quite small - less than 30 officers. But at the same time, the tasks that the Military Inspectorate faces are solved by officers and civilian personnel in full and with high quality.
- And how do you manage to work on an all-army scale with such a generally small number of inspectors?
- There are, of course, problems. First of all, as you noticed, this is a small composition of the Military Inspectorate. The range of responsibilities is quite wide. Therefore, in order to solve the entire range of tasks facing the Military Inspectorate, the necessary number of specialists from the central bodies of military administration and teachers of higher educational institutions of the Ministry of Defense are involved in the commission for the period of inspection of troops, military command and control bodies, troops (forces) and institutions of the Ministry of Defense. In order to prepare the officers involved in the commissions, we conduct instructional and methodological classes with them, set them tasks for preparing for the test, and immediately before the test, we conduct control classes, in which we check how much each of the officers knows the methodology and procedure for evaluating the elements he checks.
In addition, quite often the Minister of Defense of the Russian Federation and his first deputies set tasks for the Military Inspectorate that arise in the course of implementing plans for the development of the Armed Forces. There are individual cases when the team of the Military Inspectorate solves the problem of preparing for inspections within several days, or even several hours.
The personnel of the Military Inspectorate have to process large volumes of information for short periods of time between inspection activities. Modern people come to the rescue Information Technology successfully used by personnel in daily work.
- Perhaps the only indisputable criterion for the combat effectiveness of a subunit, unit or formation is victory in battle. In peacetime, it is more difficult to determine the degree of preparedness of a military team. To get rid of the bias of the inspector, objective evaluation criteria are needed. Alexander Pavlovich, to what extent do the currently existing criteria allow us to find out the true state of affairs in military teams during inspections?
- The evaluation criteria by which the combat effectiveness of troops is determined are established by the relevant orders and directives of the Minister of Defense of the Russian Federation, the Chief of the General Staff of the Armed Forces of the Russian Federation, the commanders-in-chief of the types and commanders of the military branches of the Armed Forces of Russia. The criteria used in full allow to determine the combat readiness and combat capability of a military unit or formation even in peacetime.
- And who develops these criteria and what is guided by? Why, for example, in the same anti-aircraft rocket troops an excellent rating is given to a compound if command post for fire control and at least 50% of firing units receive "excellent" for the results of live firing, and the rest of the units - no lower than "good". Why exactly 50%, and not 75% or not all 100%, must shoot for "excellent" in order for the connection to become excellent?
- The procedure for evaluating a military formation was developed by the central bodies of military control with the participation of the branches and arms of the Armed Forces on the basis of an analysis of the elements that determine the ability of troops (forces) to transfer from peaceful to war time and complete assigned tasks. In fact, this is a system of requirements for the state of the troops. At the same time, scientific studies, the accumulated experience of operational and combat training, analysis of wars and armed conflicts were used.
In the course of mastering the current temporary instruction on the procedure for conducting inspections in the Armed Forces of the Russian Federation, its requirements were practically verified, the proposals of the troops were studied and taken into account, unified approaches to assessing the state of military formations were developed, and specific criteria for evaluating individual indicators were determined.
The example you cited of evaluating the combat use of an anti-aircraft missile formation is based on calculations of the effectiveness of the performance of combat missions by air defense forces, taking into account their combat capabilities. The experience of local wars shows that when unacceptable damage is inflicted on an air enemy, he refuses to perform tasks and changes his plans. Thus, the assessment received by the military unit based on the results of live firing allows us to draw conclusions about their ability to disrupt, repel, or only weaken the strike of air attack weapons.
- What changes are being prepared in the methodology for checking the state of combat capability of units, formations and associations?
- At present, the Military Inspectorate is completing the development of an instruction on the procedure for conducting inspections in the Armed Forces, in which, based on the proposals of the main and central departments of the Ministry of Defense, types and branches of troops, the assessment criteria are specified in almost all areas of activity of military command and control bodies, formations and military units.
The main changes affected such elements of verification as the state of combat and mobilization readiness, mobilization and combat training, the state of the rear and financial and economic activities, and others.
The criteria for assessing the methodological training of officers are determined, which is especially important in the context of the transition to the contract method of manning the Armed Forces and the reduction of the conscription service life to one year. The requirements for assessing the state of protection of state secrets, the state of law and order and military discipline have been increased. Physical training personnel of the Armed Forces, primarily officers and ensigns, has become the main subject of training.
The principle of objectivity is the basis for clarifying the evaluation criteria. The score for an element or test indicator should not depend on the subjective opinion of the tester.
- It is clear that none of the commanders at the inspector's inspection wants to lose face. Most of them go to the end the normal way- due to the optimal organization of combat training during study periods. However, the dashing boundless 1990s taught some officials, including those in the army, to use, so to speak, "non-traditional" ways to achieve a goal (in this case, the desired assessment during an inspection). Alexander Pavlovich, tell me, have you or your subordinates ever seen attempts to deceive, swindle, and sometimes even offers to collude so that the assessment suits the person being checked?
- Naturally, each official seeks to show the area for which he is responsible, with better side. When working in the troops, there were cases of attempts to deceive, fraud.
However, the officers of the Military Inspectorate, the central bodies of military command, who are involved in checking the troops, have sufficient life and service experience and are fully capable of assessing the real situation in the bodies of military command and troops being checked. In addition, officers of the central bodies of military administration are carefully selected based on their experience and high moral and business qualities.
The main task of inspections is to reveal and determine the real state of the military units being inspected and evaluate it in accordance with the requirements normative documents. The officers of the Military Inspectorate consciously understand their task, the special role of the trust of the Minister of Defense of the Russian Federation, and the attempts of individual commanders to embellish the state of affairs do not affect the objectivity of the assessments.
- Who and when is the next inspection in the Armed Forces waiting for?
- In accordance with the plan approved by the Minister of Defense of the Russian Federation, the Military Inspectorate has already begun active preparations for the inspection of forces and troops Northern Fleet, which is planned in August-September.
- What will the inspectors pay the most careful attention to while working on the Northern Fleet?
- Carrying out inspections in the Armed Forces of the Russian Federation is clearly regulated by the guidelines of the Ministry of Defense. When conducting inspections, all the main elements of the activities of the command and personnel of the inspected formations, formations and military units, as well as the main issues of building and developing the fleet, are checked and evaluated. At the same time, in the course of work in the Northern Fleet, special attention will be paid to monitoring the implementation of the legislation of the Russian Federation, the requirements of regulatory legal acts of the Ministry of Defense, determining the real state of combat and mobilization readiness of the forces and troops of the fleet, their ability to fulfill combat missions, as well as checking the effectiveness of the work of the command and staff in maintaining subordinate command and control bodies, formations and military units in the established degree of combat readiness, commanding military units in various conditions of the situation and organizing all types of training in accordance with the governing documents.
- And the last question: how to become a military inspector, how is the selection and placement of personnel of the Military Inspectorate of the Russian Defense Ministry carried out?
- Officers are selected for the Military Inspectorate who have rich service experience both in the troops and in military command and control bodies, and who are also able to work hard, because the inspectorate check goes on continuously, without pauses for two weeks, and the duration of the Military Inspection officer on business trips is more than 150 days a year. The military inspector has high demands on his vocational training, practical skills in command and control of troops. These should be "professors" of military affairs. After all, in order to have the moral right to check, you need to know the subject of the check deeper than the person being checked knows it. And of course, a military inspector must be an exceptionally honest and decent person who cares for the interests of the Armed Forces and Russia.
The current composition of the Military Inspectorate consists of officers who have served in the troops (navy forces), have experience in serving in military command and control bodies (including central ones). They have a broad outlook and the ability not only to check the state of the troops, but also to understand the problems of building the Armed Forces and prepare proposals for solving them for the leadership of the Ministry of Defense.

The Military Inspectorate of the Ministry of Defense of the Russian Federation on September 16, 2012 marks 10 years since its formation. The tasks of inspecting troops in the Russian army have been solved since ancient times, starting, if we follow the documents studied by historians, from the first half of the 16th century.

But until 1918, there was no single body that exercised comprehensive control over the maintenance of the Armed Forces of the state in readiness to fulfill the high mission entrusted to them. This was reported by the press service of the Ministry of Defense of the Russian Federation.

For the first time, the formation of such a structure was started in accordance with the order of the People's Commissar of War of April 24, 1918. A few months later, namely on September 16 of the same year, the Revolutionary Military Council (RVS) of the Republic approved the Regulations on the Higher Military Inspectorate of the Red Army and its staff.

On September 8, 1919, the Military and Naval Inspectorate was formed, renamed on January 30, 1922 into the Inspectorate of the Red Army and Red Navy, and from May 20 it became known simply as the Inspectorate under the Revolutionary Military Council of the Republic.

But a little time passed, and on March 4, 1924, the Inspectorate was again disbanded, and on its basis the Inspectorate of the Red Army was created, transformed before the start of World War II into the Inspectorate of the Red Army.

Since 1945, independent inspections were introduced in the branches of the Armed Forces, which then, from January 17, 1947, were merged into the Main Inspectorate of the USSR Ministry of Defense, which lasted until December 1991.

The main inspectorate of the Ministry of Defense of the USSR was headed by very authoritative, well-known people in the army and navy, prominent military leaders, such as L.A. Govorov, I.S. Konev, M.S. Malinin, M.V. Zakharov, I.Kh. Bagramyan, I.E. Petrov, K.K. Rokossovsky, K.S. Moskalenko, V.L. Govorov, I.M. Tretyak.

After the formation of the Armed Forces of the Russian Federation in September 1992, General of the Army K.I. Kobets. The military inspection lasted until May 1997.

On August 28, 1997, instead of it, by Decree of the President of the Russian Federation No. 946, the State Military Inspectorate of the President of the Russian Federation was formed as an independent division of the Presidential Administration, headed by the State Military Inspector of the Russian Federation - Secretary of the Security Council A.A. Kokoshin.

Since December 25, 2000, the Military Inspectorate has been part of the Security Council of the Russian Federation as the Department of Military Inspection.

In 2002, a decision was made to form the Military Inspectorate of the Ministry of Defense of the Russian Federation.

By orders of the Minister of Defense, military heraldic signs were established and the date for the annual holiday of the Military Inspectorate of the RF Ministry of Defense was set - September 16 (the day the Revolutionary Military Council of the Republic approved the Regulations and states of the Higher Military Inspection in 1918).

At present, the Military Inspectorate of the Ministry of Defense of the Russian Federation under the leadership of Lieutenant General G.S. Borisov continues to be an effective tool for assessing the real state of the troops (forces) and providing effective assistance in increasing their level of combat readiness.

The editorial staff of the IA "Arms of Russia" congratulates the employees of the Military Inspectorate of the Ministry of Defense of the Russian Federation! I wish everyone good health, happiness, and success in their military work!

Do you need control in the Ministry of Defense of the Russian Federation? In the Ministry of Defense of the Russian Federation, the Financial Inspectorate was liquidated, which was the central body of the military command of the Armed Forces of the Russian Federation, occupied a central place in interdepartmental financial control and was intended to implement the functions of the Minister of Defense in organizing control over financial and economic activities in the Ministry of Defense of the Russian Federation. The functions of control are assigned to the Minister of Defense by the Budget Code of the Russian Federation as the main manager of the federal budget funds allocated to the Ministry of Defense. Legality and discipline in the use of federal budget funds allocated for defense needs are a significant factor influencing the combat readiness of the RF Armed Forces. Departmental control was formed in the Ministry of Defense for decades, the organizational and staff structure was built, the most responsible and conscientious inspector staff was selected, control and revision work was improved. The control of the Financial Inspectorate of the Ministry of Defense of the Russian Federation is directly related to the management process carried out by the central office of the Ministry of Defense of the Russian Federation. The Financial Inspectorate of the Ministry of Defense was endowed with the powers necessary to carry out a control function in the Armed Forces of the Russian Federation. The field of activity of the Financial Inspectorate of the Ministry of Defense is extensive. Audits and checks of the financial and economic activity were conducted in the central bodies of military command and control of the Armed Forces of the Russian Federation, military districts, fleets, associations and formations, military units, institutions, military educational institutions, enterprises and organizations of the Ministry of Defense of the Russian Federation. The results of audits and inspections carried out by the Financial Inspectorate were reported to the Minister of Defense of the Russian Federation, the Chief of the General Staff of the Armed Forces of the Russian Federation, and the Deputy Ministers of Defense of the Russian Federation with proposals for the elimination and prevention of identified violations in the use of material and financial resources. However, by the decision of the Minister of Defense of the Russian Federation A.E. Serdyukov in March 2011, the main control body in the Ministry of Defense was liquidated, including the interregional financial inspections created in 2009, the states of which provided not even military, but civilian personnel. Without a doubt, for all controlled facilities, as well as industrial enterprises, organizations and institutions that perform work (services), supply products within the framework of the state defense order, this is a real holiday. The facts of the damage being revealed by the Financial Inspectorate of the Ministry of Defense had a significant resonance in the country and in society. Such a control body, no doubt, was effective in the structure of state control. In 2005, the damage caused to the Armed Forces of the Russian Federation identified by the Financial Inspectorate of the Ministry of Defense amounted to 1370.1 million rubles, in 2006 - 2148.7 million rubles, in 2007 - 2237.4 million rubles. The unfavorable situation in the Armed Forces of the Russian Federation in terms of ensuring the safety of materiel developed in the rear services, where losses of 225.4 million rubles were found in the fuel supply service alone in 2007. Also for the services of armored, rocket and artillery weapons, equipment and property, where the loss of property of the weapons range in 2007 was revealed at 212.5 million rubles. A significant share of the loss of material resources accounted for the Air Force (in 2007 - 159.9 million rubles), the Navy (in 2007 - 118.8 million rubles). In addition to the damage, the Financial Inspectorate revealed other violations in the Ministry of Defense of the Russian Federation. So, for example, during 2005-2006, more than 422.6 million rubles were used for other than their intended purpose for the reconstruction of the dormitory building in the military sanatorium "Divnomorskoye" and the construction of the headquarters of the permanent command center of the Black Sea Naval Operational Interaction Group. The Air Force revealed gross violations of the payments made for the participation of aviation equipment in commercial paid events abroad. So, for participation in 2004-2006 in five demonstration events in China and the UAE, the SU-27 and MiG-29 aircraft of the Russian Knights and Swifts aerobatic teams and three support aircraft lost money and unreimbursed costs incurred amounted to 37, 9 million rubles. In 2008 - 2010, the identified violations did not decrease, there was a tendency for an increase in the damage detected by the Financial Inspectorate of the Ministry of Defense, and in almost all the audited services. One of the main reasons is the imperfection of the formed system for the implementation of decisions developed by the leadership of the Ministry of Defense. A paradoxical situation is emerging - there is a negative trend, significant efforts were made to identify violations, make proposals for the elimination and correction of violations. These decisions were sent to the deputies of the Minister of Defense, the heads of the main and central departments, the commanders-in-chief of the types of troops, the commanders of the districts, fleets, branches of the Armed Forces and further down the career ladder. However, as the documents progressed, the attitude to the pledged instructions often did not make practical sense, sometimes well-thought-out organizational measures aimed at improving the situation, compensating for the material damage caused to the state, were not perceived as a guide to action. The reforms and organizational and staffing measures being carried out in the Ministry of Defense of the Russian Federation have destroyed the existing and confirmed their practice mechanisms for managing financial and material resources allocated for the country's defense capability. The created holding JSC "Oboronservis" with its sub-holdings JSC "Spetsremont", "Remvooruzhenie", "Oboronstroy", "Agroprom", "Oboronenergo", "Slavyanka", "Voentorg" did not reduce defense spending, but only increased the cost of work , services for the Ministry of Defense. Moreover, the corruption component is directly traced. And this is a serious damage to combat readiness, the interests of the state and the Ministry of Defense. The control measures carried out by the Financial Inspectorate of the Ministry of Defense during the creation of the Oboronservis OJSC holding revealed: unlawful withdrawal (alienation) of property and assets of enterprises of the Ministry of Defense of the Russian Federation, intentional actions (inaction) leading to a deterioration in the financial condition of enterprises of the Ministry of Defense of the Russian Federation and their bankruptcy, inefficient use of public funds, making managerial decisions in the course of corporatization that are contrary to the economic interests of the state. unreliable accounting of federal property and illegally approved reports on the transfer from the Ministry of Defense of the Russian Federation to OAO Oboronservis. Thus, 20 land plots that did not belong to the Federal State Enterprise “Baltic Fleet Trade Administration” were illegally included in the deed of transfer, and there were no title documents for 2 land plots. However, according to the audit of the property complex subject to privatization, conducted by RASTAM-Audit LLC on the basis of a state contract dated March 24, 2009, concluded in the person of the head of the Department of Property Relations of the Ministry of Defense of the Russian Federation V.L. Pankov, the indicated land plots were included in the report. FKP ORO "Mosvoitorg"when transferring it to Voentorg OJSC, unlawfully demolished real estate objects were revealed at the address: Moscow, Nikolsky dead end 5a and unauthorized seizure of a land plot of 1500 sq. m owned by the Federal State Enterprise "ORO Mosvoitorg" and therefore the Ministry of Defense. In addition, the list of objects subject to privatization did not include a land plot and a real estate object located on it with an area of 648.8 sq.m at the address: Moscow, st. Marshal Vasilevsky 17. Total inspections of the activities of FKP ORO Mosvoitorg, FKP 5113 Central Trade and Purchasing Baseviolations with material and monetary assets were revealed, which caused damage in the amount of 27.9 million rubles, unreceived property for 2230.9 million rubles, wasteful spending of funds for 44.1 million rubles, lost profits for 89.7 million rubles, diversion of funds for other purposes - 125.4 million rubles and other violations. The established Voentorg JSC and its authorized organizations, from the moment the first state contracts for catering for military personnel of the Ministry of Defense were concluded, allowed violations in the organization and cost of food. So, for example, under the state contract, the cost of one daily allowance of norm No. 1 was 156.49 rubles, while, in accordance with the Decree of the Government of the Russian Federation of December 29, 2007 No. 946 “On food security for military personnel and some other categories of persons ...” No. 1 is 107.38 rubles. And when catering, the cost of one day's dacha according to the norm No. 1 established by the Trade Administration of the North Caucasus Military District was 86.85 rubles. As a result, food expenses for servicemen were lower than those established by law, and state contracts were concluded 40-50% higher than the actual cost of food. An unfavorable financial and economic condition was revealed in the Federal State Unitary Enterprise "Construction Department of the Leningrad Military District", the Federal State Unitary Enterprise "Voskhod" of the Ministry of Defense of the Russian Federation and a number of other enterprises and institutions subject to corporatization and transfer to OAO Oboronstroy and Agroprom. In the Stromyn garrison (Noginsk), in the absence of title documents for land, 2.2 thousand hectares of land were leased to various organizations and individuals, no lease agreements were concluded, no payment was collected. In the Leningrad Military District, when the 67th department of capital construction was disbanded, no successor was determined to take on the balance of objects of construction in progress. As a result, the documents confirming the right of operational management of the Kamenoostrovskaya KECH and the right of ownership of the Russian Federation to the objects of construction in progress for transfer to Slavyanka OJSC were not executed. At the same time, 4 objects worth 190.1 million rubles were not entered into the register of federal property and were not taken into account in real estate accounting registers. Moreover, Yu.S. Sheinin, the former head of the 67th OKS, illegally wrote off the indicated 4 objects without documents, which actually led to their loss. Also, due to the lack of title documents, 43 objects of construction in progress were not credited with costs of 392.0 million rubles. In addition, audits conducted by the apartment management bodies (Deputy Minister of Defense of the Russian Federation G.M. Naginsky) in October-November 2010 revealed violations in the use of material and financial resources, the total amount of which amounted to 169.8 million rubles. And the audits revealed illegal expenses for paying for works on flushing external water supply and sewerage networks for 20.7 million rubles, for current repairs of buildings for 34.5 million rubles, hidden accounts payable for 562.4 million rubles. The Financial Inspectorate revealed inconsistencies in the reports submitted to the Minister of Defense. Thus, in accordance with the report of the Deputy Minister of Defense of the Russian Federation G.M. rubles. However, according to the results of the checks carried out by the Financial Inspectorate of the Ministry of Defense, accounts payable formed in 2009-2010 were confirmed for 14.9 million rubles, which amounted to 50% of the requested amount. The Financial Inspectorate established the facts of concluding contracts without holding tenders, buying housing at inflated prices, and investing in illiquid housing. Such facts were revealed in Moscow, St. Petersburg, Kazan, Barnaul and other cities. Thus, according to the results of audits of the financial, economic and economic activities of 149 and 199 capital construction financing departments (Sochi, St. Petersburg) and 941 capital construction financing groups (Omsk), the Financial Inspectorate of the Ministry of Defense revealed various violations of 346, 1 million rubles. In accordance with the decision of the Minister of Defense of the Russian Federation of November 2008, 350 cottages were purchased in the Pushkinsky District of St. Petersburg and the Novaya Izhora District, with a total building area of 45,147.2 sq. m. meters with adjacent land plots with a total area of 120,911 square meters intended for service housing for the main command of the Navy and commanders Leningrad military district. However, during the inspection period in November 2010, the cottages were still not inhabited. Systematic theft, embezzlement and illegal use of hundreds of millions of budget rubles, identified by the Financial Inspectorate, did not allow the military personnel to be provided with the promised apartments. The issue of housing fraud in the Armed Forces is quite acute. The facts of the retained occupied space, falsification of documents for obtaining housing are common. Several facts of the revealed violations. The head of department - deputy chief of the Main Staff of the Ground Forces, Major General A.S. Skakun, had an apartment in Chita, which he handed over when moving to Yekaterinburg. Having received an apartment in Yekaterinburg, he left it and made claims for housing in Moscow. At the same time, he provided false information regarding the family, forged the minutes of the meeting of the housing commission, committed forgery of documents when registering family members, unlawfully received a certificate of renting out living space without actually being released by members of his family in Yekaterinburg. However, in the presence of the above violations, the commander-in-chief ground forces Colonel General Postnikov-Streltsov in a report dated July 23, 2010 to the Minister of Defense of the Russian Federation indicated that “... the fact of illegal seizure by Major General A.S. . Colonel D.A. Yashin, while serving as commander of military unit 54087, received a two-room apartment in the city of Dzerzhinsk, which he privatized for his wife and son. Arriving for service in the Moscow region, hiding the presence of an apartment in Dzerzhinsk, he received a three-room apartment in the village. Mosrentgen of the Moscow region, which he left to his parents, who transferred their two-room apartment in Nizhny Novgorod to another person. The family of Colonel D.A. Yashin received an apartment in Moscow. Despite this, the Commander-in-Chief of the Ground Forces, Colonel-General A.N. Postnikov-Streltsov, Colonel D.A. Yashin was presented in June 2010 for appointment to the post of unit commander, to which he was appointed by the President of the Russian Federation, and a day later - by the Minister of Defense of the Russian Federation. And more than a dozen such examples have been identified by the Financial Inspectorate of the Ministry of Defense. The financial inspection revealed corruption schemes used by officials when spending budget funds allocated under the state defense order. Thus, during the audit of the Federal State Unitary Enterprise "111 Military Plant of the Ministry of Defense of the Russian Federation", subordinate to the Central Food Administration of the Ministry of Defense of the Russian Federation, it was established that during 2004 - 2006 fictitious documents were issued on the fulfillment of obligations under the state defense order for the manufacture, repair and supply of equipment and property, as a result of which due to the fault of the head of the plant V.A. Ivliev and the chief accountant E.I. Kabanov, 121.7 million rubles were illegally spent. Subsequently, the plant was declared bankrupt. By concluding fictitious contracts for research, editorial and publishing work of the State Unitary Enterprise "3rd Research Institute of the Ministry of Defense of the Russian Federation" (headed by Major General Baidak), 13 million rubles were stolen. Similar violations worth 21 million rubles were detected in the State Unitary Enterprise "29 Research Institute of the Ministry of Defense of the Russian Federation" (headed by Major General Konon). Non-fulfillment of paid work as part of the implementation of the Federal target program"Restructuring stockpiles of missiles, ammunition and explosive materials, bringing the system of their storage and operation in an explosion and fire-proof state for 2005-2010" under state contracts concluded in 2006. Thus, officials of the Navy illegally included in the state defense order for 2008 the disposal of 30 aviation anti-submarine missiles not subject to decommissioning. Then, instead of being disposed of, these missiles and 195 aerial bombs sealed by the manufacturer and military acceptance, along with warheads, were illegally sold to a commercial organization for delivery to China for $18 million. The specified armament was smuggled out by air and road transport of the Russian Ministry of Defense to the territory of one of the countries of the near abroad. And according to documents made by officials of the Navy and commercial organizations, these bombs and missiles were considered completely disposed of, for which the state spent more than 1.5 million rubles. The audit and inspections carried out by the Financial Inspectorate of the Ministry of Defense in the Federal State Institution "Central Directorate of Material Resources and Foreign Economic Relations of the Ministry of Defense of the Russian Federation" revealed damage from the sale of the rescue ship "Absheron" in the Black Sea Fleet for 5.77 million rubles, the debt of CJSC "Enterprise for Disposal and Sale property of Reut for 61.31 million rubles for the difference in the cost of purchased apartments and losses from the sale of movable military property released, the debt of CJSC PFC United Energy Systems of Ukraine for 1852.45 million rubles and financial assets allocated from the specified amount of receivables in in the form of securities (promissory notes) of NJSC Naftogaz of Ukraine in the amount of 137 pieces with a total collateral value of USD 5,093.47 thousand. At the same time, after the dissolution of the Federal State Institution "TsUMR and VES of the Ministry of Defense of the Russian Federation", these identified violations were not registered with the Ministry of Defense. In the course of the audit of the financial and economic activities of the Main Military Medical Directorate (headed by Major General of the Medical Service A.B. Belevitin) conducted in May - June 2010, the purchase of medical equipment and equipment at an inflated cost compared to the market price was revealed. In total, illegal expenditures of funds in the amount of 391.6 million rubles, inefficient expenditures of funds in the amount of 741.7 million rubles, and unclaimed property in the amount of 21.5 million rubles were revealed at the State Higher Medical School. In addition, medical equipment worth 155.8 million rubles was unaccepted for the supply of the Armed Forces of the Russian Federation. The Armed Forces were literally overwhelmed by a wave of general misappropriation of money and materiel. There is practically not a single military unit, enterprise, institution left that does not reveal shortcomings and violations in their use. During the audits of FSUE “Voentelecom of the Ministry of Defense of the Russian Federation” (currently JSC “Voentelecom”), it was revealed that in 2005-2008 third parties were unlawfully paid for work not actually performed on the development of conditions for the joint functioning of civil and military radio-electronic means, which led to causing damage to the Ministry of Defense of the Russian Federation for 838.4 million rubles. In total, the studies of the specialists of the Financial Inspectorate of the Ministry of Defense established unlawful spending of funds made when paying FSUE Voentelecom for contracts concluded with commercial organizations that they did not fulfill or fulfilled in violation of the current legislation in the amount of 1118.6 million rubles. In the course of an audit in January-February 2011, Voentelecom OJSC (general director N.V. Tamodin) revealed that within the framework of the state contract No. implementation of a set of works to ensure procurement under the program of digitalization of the Armed Forces of the Russian Federation by the company On October 28, 2010, three service agreements were concluded with SPSR-EXPRESS LLC for storage, warehouse handling of goods, freight forwarding services and postal services. At the same time, these expenses were incurred if it was possible to supply equipment by supplier organizations directly to the warehouses of military units and institutions of the Ministry of Defense of the Russian Federation, as well as if Voentelecom OJSC had a procurement and logistics department for the maintenance of which only in November-December 2010 1.9 million rubles were spent. Thus, 82.3 million rubles worth of funds were withdrawn from the Ministry of Defense. According to the results of an audit in December 2010, ZVEZDA, OJSC TV and Radio Company of the Armed Forces of the Russian Federation (formerCEO R.A. Sokolov)identified inefficient spending of funds. Despite the fact that in 2008-2009 the TV and radio company had losses of 113.3 and 45.8 million rubles, respectively, from its activities, officials from among the administrative and managerial personnel in the amount of 17 people, in addition to paying wages for regular positions, made additional payments to ZVEZDA TV Company OJSC, ZVEZDA News Service LLC, Radio ZVEZDA, ZVEZDA Seti and other commercial structures for the period from January 2007 to September 2010, in fact at the expense of funds transferred to the specified organizations by OJSC TV and Radio Company of the Armed Forces of the Russian Federation ZVEZDA as payment for contracts for the production of television and radio programs and other services. In the period of 2007-2008 JSC TV and Radio Company of the Armed Forces of the Russian Federation ZVEZDA issued loans to JSC NTC ZVEZDA and JSC TV Company ZVEZDA for 151.0 million rubles, and the balance of outstanding loans and interest on them was 94, 0 and 35.0 million rubles, respectively. At the same time, there is no information about the activities of OAO NTK ZVEZDA in the TV and radio company. No measures were taken by the management of OJSC TV and Radio Company of the Armed Forces of the Russian Federation ZVEZDA to collect the debt, and there were no prospects for their reimbursement. Economically unprofitable contracts were concluded by the TV and radio company with organizations that are part of the ZVEZDA media group (the overpricing of the contracts amounted to 65.7 million rubles), with OJSC TKT PB (100% prepayment for 123.2 million rubles was unreasonably made). In the course of audits of military educational institutions, the Financial Inspectorate of the Ministry of Defense revealed the sale of non-residential premises without the consent of the Ministry of Defense of the Russian Federation and at below market prices. Dismantled and unrecorded buildings, structures with an existing residual value, violations in the use of federal property were identified, resulting in budget system no funds were received from uncollected rent from third-party organizations for the use of leased buildings and premises. Audits and inspections of the financial and economic activities of the Railway Troops (commanded by Lieutenant General S.V. Klimets) in November-December 2008 revealed direct material damage to the state by 55.1 million rubles, which increased by 1 in comparison with the previously audited period. 3 million rubles. The audit also revealed wasteful and unproductive expenditures of funds for 36.2 million rubles, unclaimed and uncollected penalties and claims for 2.8 million rubles, inappropriate expenditures of funds for 18.2 million rubles, unaccounted for overdue receivables for 9.8 million rubles. After an audit of the financial, economic and economic activities of the Railway Troops in March-April 2010, direct material damage was revealed in the amount of 85.2 million rubles, and in total financial violations and violations with material assets amounted to 298.2 million rubles. An audit in the Office of the Chief of Communications of the Armed Forces of the Russian Federation revealed material damage caused to the state and the Ministry of Defense of the Russian Federation in the amount of 58.5 million rubles. Also, uneconomical and irrational expenses by 77.0 million rubles, unproductive expenses by 4.7 million rubles, lost profits by 3.6 million rubles, losses from the production and maintenance of enterprises by 4.1 million rubles, diversion of funds by 15 .3 million rubles, unclaimed property for 42.5 million rubles and other violations. Compared to the audit conducted in February 2006, the amount of damage caused to the state has increased by 2.7 times.

The audit of the Navy (Commander-in-Chief - Admiral V.S. Vysotsky) in September - November 2009 by the Financial Inspectorate of the Ministry of Defense revealed violations with monetary and material resources, which caused direct damage to the state, in the amount of 530.2 million rubles. Over 912.9 million rubles were spent uneconomically and unproductively, more than 484.3 million rubles were diverted from the intended use, overdue and unaccounted receivables from third-party organizations, paid consumers of the Ministry of Defense of the Russian Federation were not claimed for 41.7 million rubles. Due to the incompetent implementation of contractual relationships with third parties, lost profits (lost income) for the Ministry of Defense of the Russian Federation amounted to 13.7 million rubles, and more than 77.9 million rubles were not filed claims, lawsuits and no penalties were collected. The audit revealed losses and other violations with material values for 141.0 million rubles.

The largest amounts of losses of material and monetary resources (more than 26% of the total amount of direct damage) were identified in Pacific Fleet(commander - Vice Admiral K.S. Sidenko) - 141.6 million rubles, the Baltic Fleet (commander - Vice Admiral V.V. Chirkov) - 138.2 million rubles, in the Communications Department of the Navy (Head of Communications of the Navy - Deputy Vice-Admiral V.I. Zhilinkov, Chief of the Main Staff of the Navy for Communications) - 82.4 million rubles, the Department of Rocket and Artillery Weapons of the Navy (Head - Captain 1st Rank V.I. Vitchenko) - 64.2 million rubles and in the Black Sea Fleet (Commander Vice - Admiral A.D. Kletskov) - 59.4 million rubles.

In the course of audits and inspections of a number of departments, services, associations, formations and military units of the Baltic Fleet (Commander Vice Admiral V.V. Chirkov, before him Vice Admiral V.N. Mardusin) inApril-May 2010, financial violations for 15.5 million rubles were revealed. Also, this audit revealed receivables worth 0.9 million rubles, damage from the sale of material assets and services rendered by 1.3 million rubles, losses, shortages and other violations with material assets by 113.1 million rubles. In total, direct material damage was allowed for 130.8 million rubles, which increased by 9 times compared to the previously audited period. For example, one of the identified violations during the audit of the Baltic Fleet. Thus, the rescue ship "Karpaty" (hereinafter SS "Karpaty" built in 1967), on the basis of the instructions of the Commander-in-Chief of the Navy dated August 28, 2000, from June 2001 to 2008, underwent a medium, comprehensive repair with docking at the Kronstadt Marine Plant FSUE "KMOLZ". The repair of the vessel was carried out in accordance with the state contract dated July 27, 2001 No. TO / 1a-6-2001 and additional agreements concluded annually. The technical readiness of the vessel as of December 26, 2006 was approved by the head of shipbuilding, weapons and weapons operation - Deputy Commander-in-Chief of the Navy for weapons, Vice Admiral A.A. Smolyakov and accounted for 81.43% of the total volume of medium repairs. As of December 31, 2007, the plant was paid Navy for repairs carried out 831.7 million rubles. Due to the absence of a contract for 2008, from January 24, 2008, FSUE “KMOLZ” stopped repair work on the vessel, including equipment in the workshops. In August 2008, due to the loss of production capacity and the reorganization of the shipbuilding enterprise, the ship was withdrawn from the shipyard and put on the berth of the middle harbor of Eastern Ust-Rogatka (Kronstadt settlement). Since August 2008, the property belonging to the rescue ship has not been removed from the territory of the plant, only 73% of the equipment has been removed from the plant. The requirements of the base command for the further removal of property, as well as for its inventory by the personnel of FSUE “KMOLZ”, were rejected due to the lack of heat, electricity and workers due to the bankruptcy procedure of the plant. Despite repeated demands, the personnel of the base were not allowed on the territory and in the workshops of the plant for 2 years, equipment, units and assemblies were transferred to the workshops of the plant in 2002-2006 by invoices without taking into account their cost. During the audit, an assessment was made of the equipment and property missing on the ship, which amounted to 45.5 million rubles. According to the order of the Commander-in-Chief of the Navy dated June 16, 2009 No. 373 with the wording "... due to the loss of the original tactical and technical characteristics, which led to the impossibility of further use for its intended purpose and the inexpediency of its restoration" the ship was withdrawn from the Navy. At the same time, the repairs carried out for 7 years were stopped 8 months before the signing of the order. The crew of the ship has been reduced, the safety of material assets and keeping the ship afloat is entrusted to a separate division of rescue ships. The decommissioning of the actually restored ship led to a weakening of the forces of the search and rescue squad of the base. The economic interests of the Ministry of Defense, as a result of paying for the repair of a ship subject to disposal, were damaged by 831.7 million rubles, and there was also a shortage of dismantled equipment and property by 45.5 million rubles. In addition, the audit of the Baltic Fleet revealed 117.6 million rubles of unclaimed property, 33.9 million rubles of uneconomical and unproductive expenditures of funds, not decisions taken for compensation for damages in the amount of 265.4 million rubles, unclaimed and uncollected penalties and claims for 10.0 million rubles, diversion and misuse of funds for 11.8 million rubles. The inspections carried out by the Financial Inspectorate in III In the quarter of 2010, a long-term presence of purchased weapons, military equipment and property in storage at manufacturing enterprises and not claimed by the Ministry of Defense for various reasons was revealed. Thus, since November 2009, 8 blocks worth 772.8 million rubles have been in the warehouses of Baltiysky Zavod OJSC due to the lack of instructions for shipment. Since November 2007, equipment worth 55.7 million rubles has been located in the warehouse area of OAO Izhorskiye Zavody due to the lack of premises for its storage. Due to the non-allocation of transport, since June 2010, armaments, military equipment and property worth 581.4 million rubles have been in safe custody at FSUE NPP Signal and JSC Lenpoligraphmash. In anticipation of transport for shipment, CJSC Plant Universalmash had products worth 29.4 million rubles. And these are only four cases out of 43 identified. During the audit of the financial, economic and economic activities of the Strategic Missile Forces, conducted by the Financial Inspectorate in November 2010, a deviation in the budget reporting by 8081.7 million rubles was revealed. In some military units and institutions of the Strategic Missile Forces, products transferred to third-party organizations for repair, modernization, launches and disposal were deregistered at the time of transfer without documentary evidence. In the course of audits and inspections of the formations of military units and institutions of the Space Forces (commanded by Lieutenant General O.N. Ostapenko) in June - July 2010, 19 cases of illegal deregistration were detected in one of the test centers in February - December 2008 from subsequent withdrawal of cash from the cash desk in the amount of 31.3 million rubles. The head of the test center, Colonel A.I. Karpenko, in order to conceal the indicated shortage in violation of the established requirements in April 2010. approved an illegal act to write off the supporting documents, as a result of which they were lost. This act was prepared at the direction of the former assistant commander of the military unit for financial and economic work - the head of the department (chief accountant) Lieutenant Colonel S.V. expenditure cash orders. In 2008, financial violations amounting to 192.0 million rubles were revealed in the Space Forces. As of January 1, 2010, the amount of detected violations, on which no decisions were made, amounted to 396.9 million rubles, and the balance of uncollected debts (accounts) in compensation for damage caused to the state amounted to 267.8 million rubles. Gerasimov, before him General of the Army V.Yu. Bakin) in May - June 2010 . shortages, embezzlement and theft of funds by 98.1 million rubles, illegal expenditures of funds by 48.0 million rubles, including overestimation of the cost and volume of construction, installation and repair work by 8.6 million rubles, overpayments and undue payment of monetary allowance and wages for 8.9 million rubles. The total amount of revealed financial violations compared to the previous audit (29.4 million rubles) increased 5.3 times and amounted to 155.0 million rubles. Due to omissions in the organization and conduct of internal economic control over ensuring the safety of military property, losses and other violations with material assets worth 82.0 million rubles were revealed. The identified amounts of losses and shortages increased by 2.1 times compared to the previous audit (38.2 million rubles). The audit of the Moscow Military District also revealed unaccounted for losses of material assets for 1.2 million rubles and financial violations for 15.3 million rubles, the damage for which was not compensated for a long time. Due to the incompetence and official miscalculations of officials, 3.9 million rubles were not recovered for paid services, transferred material assets and rent. As a result of these reasons, direct material damage to the state was allowed for 241.0 million rubles, which increased by 169.1 million rubles in October 2008 compared to the previously audited period.
In addition, uneconomical and unproductive expenditures of funds for 178.3 million rubles, unclaimed and uncollected penalties and claims for 12.3 million rubles, non-targeted expenditures of funds for 71.0 million rubles, unaccounted for overdue receivables for 158.9 million rubles.
One of the violations based on the results of the audit of the Moscow Military District. So, in the topographic and geodetic detachment (commander Colonel I.Sh. financial authority (or successor) is also not transferred. Thus, the property from the disbanded part in the amount of more than 54.8 million rubles was not reflected in the accounting records due to the failure of the latter to issue acts for the transfer of fixed assets, powers of attorney and notices. Audits and inspections of the financial and economic activities of a number of departments and services, associations, formations, military units and institutions of the Far Eastern Military District (commander of the troops of the district, Colonel-General O.L. Salyukov, before him, Colonel-General V.V. Bulgakov) in May - June 2010 revealed shortages, embezzlement and theft of funds for 5.1 million rubles, illegal spending of funds for 7.0 million rubles, including overestimation of the cost and volume of construction, installation and repair work by 3.9 million rubles, overpayments and improper payments of monetary allowance and wages by 12.8 million rubles, losses and other violations with material assets by 489.8 million rubles were revealed. The revealed amounts of losses and shortages increased by 7.2 times compared to the previous audit (68.1 million rubles). Also, unrecorded losses of material assets for 61.2 million rubles and financial violations for 14.3 million rubles were revealed, the damage for which was not compensated. As a result of these reasons, direct material damage to the state was allowed for 516.5 million rubles, which increased by 383.2 million rubles in October 2008 compared to the previously audited period. One of the established violations during the audit of the Far Eastern Military District. Thus, the liquidation commission appointed by order of the army commander of November 11, 2008, chaired by the deputy commander for logistics - head of logistics of the army, Colonel S.V. Zherekhova did not fulfill the tasks assigned to her to liquidate the formation, accordingly, the liquidation (transfer) act was not drawn up and was not submitted for approval to the army commander. As a result, the heads of the connection services did not submit the final reports, which should have reflected the availability and movement of material resources with the attachment of supporting documents, as well as data on the availability and quality of material resources on the day of disbandment, to the contenting authorities. The equipment and property of the engineering service in the amount of 16 items for 30.6 million rubles, including 3 pieces of equipment for 28.3 million rubles, in the established order in the budget accounting registers and accounting books of the material resources of the engineering service of the connection were not taken into account, not capitalized property for 0.6 million rubles under two orders. Worse, most of the chiefs of the services of the connection from the delivery of cases and positions withdrew themselves. There were similar violations in other disbanded formations of the military units of the Far Eastern Military District. Thus, the liquidation commission, appointed to monitor compliance with the established procedure in matters of disbanding the military equipment storage base, did not cope with the duties assigned to it. The plan for disbanding was not approved, respectively, the activities assigned to the liquidation commission to disband the specified base were not completed. As of May 1, 2010, the materially responsible persons of the disbanded base had property worth 3,243.4 million rubles, inventories worth 11.6 million rubles. Penalties and claims for 15.0 million rubles were not presented and collected in a timely manner, accounts receivable of third-party organizations for issued material assets and services for 35.3 million rubles were not taken into account, unproductively spent on paying fines, penalties and forfeits 5.2 million rubles, property was not credited for 2581.7 million rubles, losses of material resources and financial violations for 15.7 million rubles were not taken into account. Audits and inspections of the financial and economic activities of a number of departments and services, associations, formations, military units and institutions of the Siberian Military District (commander of the troops of the district, Lieutenant General V.V. Chirkin, before him, Colonel General A.N. Postnikov) in October - November 2010, embezzlement and theft of funds for 1.8 million rubles, illegal expenditures of funds for 36.7 million rubles, including overestimation of the cost and volume of construction, installation and repair work by 24.2 million rubles, overpayments and improper payments of monetary allowance and wages for 20.5 million rubles. The total amount of revealed financial violations compared to the previous audit (23.1 million rubles) increased by 2.5 times and amounted to 59.0 million rubles. Due to omissions in the organization and conduct of internal economic control over ensuring the safety of military property, losses and other violations with material assets worth 96.2 million rubles were revealed. The identified amounts of losses and shortages increased by 70% compared to the previous audit (58.3 million rubles). Instead of taking measures to prevent the loss of material resources, some military units and institutions allowed their concealment. The audit revealed unrecorded losses of material assets by 23.0 million rubles and financial violations by 0.4 million rubles, and a total of 23.4 million rubles, the damage for which was not compensated. Due to the incompetence and official miscalculations of officials, 5.4 million rubles were not recovered for the paid services sold and the transferred material assets, and also bad receivables for 16.8 million rubles were admitted. As a result of these reasons, material damage to the state was allowed for 177.4 million rubles, which doubled compared to the previously audited period in May-June 2009. In addition, the audit of the Siberian Military District revealed wasteful and unproductive expenditures of funds for 34.7 million rubles, unclaimed and uncollected penalties and claims for 122.5 million rubles, diversion of funds for other purposes for 16.5 million rubles, unaccounted for overdue receivables by 2.8 million rubles, unreceived property by 5064.7 million rubles. Significant damage to the state was revealed during the audit North Caucasus District, especially on payments for military operations. In the course of the audit in February-March 2010 of the Northern Fleet (commander Vice-Admiral N.M. Maksimov, before him Admiral V.S. Vysotsky), the amount of revealed financial violations amounted to 19.7 million rubles. Also, the audit revealed receivables worth 5.9 million rubles, damage from the sale of material assets and services rendered for 105.0 million rubles, shortages and other violations with material assets for 35.4 million rubles. In total, direct material damage was allowed for 166.3 million rubles, which, compared with the previous audit conducted by the Financial Inspectorate of the Russian Ministry of Defense in April-May 2007, increased by 1.9 times. One of the established violations during the audit of the Northern Fleet. So, to complete the heavy aircraft-carrying cruiser "Admiral Fleet Soviet Union Kuznetsov” with the corresponding equipment under the contracts of the Main Armored Directorate of the Ministry of Defense of the Russian Federation were delivered in August 2009 airfield deck tractors MT-12 with a total cost of 26.0 million rubles and under the contracts of the Office of the Chief of Engineering Troops in September 2009 the truck crane KS-6973BM-U1 worth 13.3 million rubles. According to the report of the commander of the tavkr "Admiral of the Fleet of the Soviet Union Kuznetsov", the tractors had technical characteristics that did not meet the specifications of the customer. Two-axle all-wheel drive tractors with steered front and rear wheels were required, the weight of the tractor was at least 15 tons. MT-12 tractors were delivered, rear-wheel drive with front steered wheels, weight 6.3 tons. Due to the insufficient weight of the tractors, with a significant rocking of the ship and a wet deck, the wheels slipped due to a discrepancy between the weight of the tractor and aircraft. As a result of this, the aircraft was demolished along with the tractor. In addition, the MT-12 tug has a larger turning radius. After the receipt of the truck crane KS-6973BM-U1, it was found that as of February 10, 2010the crane KS-6973BM-U1 was not placed on board the ship, since the installation of this crane on board the ship is impractical due to the fact that the load capacity of the onboard cable hoist PBT-40, designed to lift aviation and auxiliary equipment from the hangar to the upper deck, is 40 tons, and the mass of the crane with the main boom and jib is over 44.5 tons. Despite the fact that the Deputy Chief of the Air Force and Air Defense of the Navy, in the approval sheet for the staffing of the Admiral of the Fleet of the Soviet Union Kuznetsov, made an entry with the corresponding equipment about the discrepancy between the equipment proposed for delivery to the technical characteristics (weight, dimensions) and the inappropriateness of its acquisition, the equipment was still purchased and delivered to the fleet. Total without use in the fleet, there were equipment intended for the Admiral of the Fleet of the Soviet Union Kuznetsov in the amount of 39.3 million rubles. Moreover, the delivery of this equipment was carried out by the forces and means of the Northern Fleet, for which 0.3 million rubles were inefficiently spent. In addition, during the audit of the Northern Fleet, uneconomical and irrational spending of funds for 1,078.7 million rubles was revealed, decisions were not made to compensate for the damage caused by 138.1 million rubles, penalties and claims for 6.3 million were not presented or collected. rubles, distraction and misuse of funds for 3.4 million rubles, unreceived property for 1101.2 million rubles. Also, losses were incurred from the activities of the housing and communal services and for other reasons by 1.5 million rubles, unproductively spent on paying fines, penalties and forfeits by 4.8 million rubles and other violations by 273.4 million rubles. The audit prevented various illegal expenditures of cash and material resources for 1,057.8 million rubles. In 2011, the Northern Fleet discovered the theft of 265 million rubles of budgetary funds allocated under the state defense order to pay for the repair of the Peter the Great heavy nuclear missile cruiser. These data were transferred to the prosecutor's office based on the results of control measures carried out by the Financial Inspectorate of the Ministry of Defense. IV quarter 2010 – I quarter 2011 And this is only a small part of the information about the violations with material and monetary resources identified by the Financial Inspectorate of the Ministry of Defense, which could be highlighted in this article. The identified violations indicate that the Ministry of Defense did not pay enough attention to the issues of control over the legality of the conclusion of state contracts and business contracts with various organizations, the strict fulfillment of the terms of the concluded contracts in the process of their implementation, the completeness and timeliness of the receipt of goods and services by military units, as well as for the compliance of the applied prices with the pricing procedure established by the current legislation. During the last three years, i.e. during the period of total military reform, the liquidation of military units, formations and the reduction in the number of military personnel. Even in such a control body as the Financial Inspectorate of the Ministry of Defense of the Russian Federation, there were shortcomings in the implementation of control and audit work related to the difficulties in recruiting personnel for the positions of inspectors, the discrepancy between the number and structure of the Financial Inspectorate of the Ministry of Defense and the actual volume of control and audit work. And taking into account the fact that specialists - military personnel and civilian personnel (former military personnel) of the Financial Inspection of the Ministry of Defense, who know the organizational and staffing structure and the specifics of the military level, types (arms) of troops, military districts, who know the nomenclature and tactical and technical characteristics of weapons, equipment property necessary for the Russian Army and Navy and having experience in control and audit work in various military command and control bodies, are dismissed and not claimed by the Ministry of Defense, identified violations and shortcomings in the use of material and financial resources, as well as the results of inspections of procurements carried out within the framework of the state defense order will not significant. In the absence of control in the Ministry of Defense on the implementation State program weapons for 2011 - 2020 planned spending in the amount of 21 trillion. rubles. Until 2015, the troops are planned to supply up to 30% of the latest weapons and military equipment, and by 2020 - from 70 to 100%. The leadership of the Ministry of Defense of the Russian Federation is not interested in identifying distortions and damage caused to the state. All key positions in the Ministry of Defense of the Russian Federation, on which the economic and financial activities of the Ministry of Defense depended, are former subordinates of A.E. Serdyukov tax inspections. And they, as a rule, do not give offense. It is only generals and admirals that can be declined by cases. For example, the Financial Inspectorate of the Ministry of Defense has never been allowed to audit and audit the State Order Department of the Ministry of Defense of the Russian Federation. And when auditing the North Caucasian Military District, it was revealed that 61 departments of orders and deliveries ( structural subdivision UGZ MO RF) did not ensure the consideration of draft contract prices, the availability of registered prices, when concluding government contracts and when making settlements with contractors. Worse, the documents confirming the direction and approval of the auction documentation, protocols, information about placed and conducted auctions, tenders, requests for quotations for the period from May 2008 to November 2010, documents on claim work were destroyed. The liquidation of the Financial Inspectorate destroyed control in the Ministry of Defense of the Russian Federation. In the current system in the Ministry of Defense, at least not a weakening of control functions is required, not to mention the liquidation of the control body and the dismissal of experienced specialists, but more control over the spending of budgetary funds allocated to the Ministry of Defense. The Deputy Prosecutor General of the Russian Federation - Chief Military Prosecutor S.N. Fridinsky, at a joint meeting of the collegiums of the Ministry of Defense of the Russian Federation and the Chief Military Prosecutor's Office, in his speech pointed out the need for a serious adjustment in the activities of the departmental control and audit apparatus with the use of incentives for auditors, depending on the results of inspections, which would affect the principles of operation of the entire system of state control in the future. And if ten years ago only every fifth act was corruption-oriented, today it is already every third. The destruction of departmental control is the real wrecking of the Ministry of Defense of the Russian Federation, and hence the state. So how can one relate to the decisions of the Minister of Defense of the Russian Federation A.E. Serdyukov? How can one understand the leadership of our country, which allows the destruction of the Army and Navy and is short-sighted in carrying out military reform?
