- Voronezh State University is the only university in the Central Chernozem region where students are trained to serve under contract, reserve officers who are not subject to conscription, but can voluntarily enter the service in law enforcement agencies, as well as reserve soldiers and sergeants. Students serve without interruption from their studies, - notes the assistant to the rector for military education, professor of the military department V.G. Shamaev.

From the history of military education at VSU

The history of the military department of Voronezh state university started in the mid 20s. 90 years ago in 1924 M.V. Frunze wrote: “Our common goal is to arrange things in such a way that everyone who graduated from a civilian university is already prepared for the role of commander in the specialty closest to this university and needs only a little practical training». It was necessary to find a form of training for commanders that would ensure their sufficient numbers and would not require large expenditures.

On October 1, 1926, classes began at the military department of Voronezh State University. Its first chief (military instructor) was appointed a regular military officer - brigade commander of the Red Army A.K. Karpov. The fate of the department was influenced historical events: state reforms, repressions, the Great Patriotic War, with the beginning of which the university was evacuated to Yelabuga. Classes were stopped, and students and teachers, including teachers of the military department, went to the front. Many received military awards. For heroism and courage shown on the battlefield, P.M. Tarasov was awarded the title of Hero of the Soviet Union.

To make up for the losses of the officer corps during the Great Patriotic War, on April 13, 1944, the Council of People's Commissars of the USSR adopted a resolution on the basis of which military training was introduced in civilian universities. The war showed the importance and vital necessity of this. Already on October 1, 1944, classes began at VSU on new training programs for reserve officers. Major General V.V. was appointed head of the military department. Boloznev.

In 1961, on February 8, the military department of the university was disbanded, but a large shortage of officers, especially primary positions, forced the Government in 1967 to restore military training in universities.

In the top leadership of Russia, the military training of students in military departments was ambiguously perceived. As a result, on July 20, 1993, by Decree of the Government of the Russian Federation No. 690, the recruitment of students to the military department was stopped at VSU. Two years of struggle were crowned with success, on May 26, 1995, the military department of VSU was again restored.

Over the past 30 years, the department has trained more than 8,000 reserve officers. In difficult days for the Motherland, the officers of the department stood and stand in line next to their graduates. So it was during the period of hostilities in Afghanistan, during the liquidation of the consequences of the Chernobyl disaster, during the liquidation of the consequences of the earthquake in 1989 in Stepanakert, in the hard times in the North Caucasus. In the post-war, as it is sometimes believed, peacetime, two former student VSU were awarded the title of Hero of Russia. A graduate of the military department of the university in 1983, Colonel Yu.M. Anokhin (Faculty of Law) was awarded three Orders of Courage, and in 2000 he became a Hero of Russia.

There were no losses. Graduate of the military department of VSU in 1993, senior lieutenant O.G. Shevtsov (Faculty of Applied Mathematics, Informatics and Mechanics), while serving in the 245th regiment in the Chechen Republic on April 16, 1996, risking his life, saved his soldiers and fought. Oleg died from multiple shrapnel wounds to the chest, abdomen and a sniper hit in the neck, honorably fulfilling his duty as an officer. Decree of the President of the Russian Federation " For courage and heroism shown in the performance of a special task He was awarded (posthumously) the Order of Courage.

Today in the ranks of the military department there are 9 officers who participated in the hostilities on the territory of the North Caucasus region. Among them lieutenant colonel I.G. Shalagin, awarded the Order of Courage. The multifaceted military-patriotic work carried out at the university makes the military-accounting specialties attractive as well.

In May 2006, we entered into a State contract with the Ministry of Defense of the Russian Federation for the training of officers from among the students of the Voronezh State University on an experimental basis with their subsequent mandatory entry into military service under the contract. In 2008, a military training center and a military department were created at Voronezh State University.

In December 2010, the elections of the VSU rector took place. During a pre-election meeting with students and university staff D.A. Yendovitsky promised to pay great attention to military education at the university. Since this year, VSU has become one of the ideologists of alternative types military service. Already on January 18, 2011, at a meeting with the head of the Main Directorate of Personnel of the Russian Ministry of Defense V.P. Goremykin, he had a meaningful conversation about the prospects for military education at the university.

In 2011, the rector visited four times the head of the Main Directorate of the Ministry of Defense of the Russian Federation V.P. Goremykin, who promised all kinds of support to Voronezh State University in terms of further development military education.

December 14, 2011 D.A. Endovitsky visited the Federal Security Service of the Russian Federation. At meetings with the Deputy Head of the Border Guard Service of the FSB of Russia, with employees of personnel agencies, detailed conversations were held on the problems of military education. Relevant documents were signed on the issues of training officers on the basis of the military training center in the interests of the border authorities.

On December 18, 2012, a meeting was held between the rector of VSU and the Secretary of State - Deputy Minister of Defense of the Russian Federation N.A. Pankov. During the conversation, the parties discussed the directions of development of military education and the problems of training officers at the university, including in the interests of the FSB of Russia. The issue of “installment services” was also discussed. Here the rector outlined the range of possible risks.

On May 14, 2013, the rector took part in an online meeting of the heads of the military-industrial complex and rectors of Russian universities on the formation of new highly qualified personnel in the field of defense and security of our country. “If we solve only the tasks of conscription into the army, we will reach a dead end,” emphasized VSU Rector D.A. Endovitsky. And we are well aware that students should have alternative opportunities to repay their debt to the Motherland. It is important to harmonize civilian areas of training and military specialties. We have a military department and a military training center, and we are well aware that these components of military education need to be developed in civilian universities. The principled position of the Ministry of Defense is important here.”

In 2013 we adopted Active participation in the creation of a scientific company.

VSU was one of the first in the country to get involved in the creation of a system military training university students under the training program for soldiers and sergeants of the reserve.

On December 16, 2013, the rector and students of VSU took part in a meeting held by the Minister of Defense of the Russian Federation, General of the Army S.K. Shoigu with rectors leading Russian universities. During the meeting, D.A. Yendovitsky stressed that “the proposal of the Minister of Defense is extremely interesting and useful. It is important that the request of our students is heard at the very high level».

February 18, 2014 in Moscow in the Central Museum of the Armed Forces of the Russian Federation D.A. Endovitsky and students of the PMM faculty, along with representatives of three leading Moscow universities, took part in the plenary meeting of the Public Council under the Russian Ministry of Defense. The rector of VSU emphasized: “Now we are discussing a completely unique situation when our students can choose a training program: become a reserve soldier, or a reserve sergeant, or a reserve officer.”

September 10, 2014 D.A. Endovitsky took part in a round table held by General of the Army S.K. Shoigu at the Moscow State Technical University named after N.E. Bauman. The Minister of Defense noted that "not all educational institutions will train students according to the new training program, but exactly as much as the Russian Ministry of Defense needs."

To increase the efficiency of recruitment, a propaganda and agitation point of the Faculty of Military Education of the Voronezh State University, organized by the teacher of the military department of VSU, reserve lieutenant O.N. Sarycheva, in addition to in social networks all information was posted continuously and promptly.

On October 13, 2014, at the military department of VSU, the only one in the Central Black Earth region, classes began on training programs for soldiers and sergeants of the reserve.

Military education at VSU at the present time

By the decision of the Academic Council of VSU on December 26, 2008, the Faculty of Military Education was established. Colonel of the reserve A.A. was elected dean. Shcherbakov. The faculty united in its composition the military training center (UVC) and the military department.

Military training center, headed by Colonel V.V. Gusev, designed to train officers for contract service. Unlike graduates of military educational institutions, graduates of the Ukrainian Higher Educational Center conclude their first contract not for five years, but for three years. Officers are trained in the specialties of the artillery profile and linguistic support military activities(translators) for five years (one day a week). In the future, the issue of training specialists in information support is being considered. Additionally, students receive up to 4 scholarships per month.

The military department is designed to train reserve officers, sergeants and soldiers. Head - Colonel A.I. Middle Students study at the military department from the second year. Education at the military department with the passage of training camps replaces conscription service. At the same time, graduating from the military department does not exclude the possibility for him to voluntarily enter the service under a contract in all law enforcement agencies.

Officers, sergeants and soldiers are trained in artillery specialties. In the future, it is planned to train students from the faculties of the humanities as soldier-drivers (professionals on the basis of DOSAAF).

Military journalists will again be taught at the journalism department of a classical university.

Voronezh State University is the only university in the country that will train military journalists starting from September 2016.

Recall that in the USSR, military journalists were trained at the Lvov Higher Military-Political School, today the department of military journalism exists only at the Military University (Moscow), but it does not deal with the main, but additional education and retraining. And since 2006, VSU has had a successful experience in training officers in the specialty "Public Relations", graduates of the Faculty of Journalism and today they are serving in the active military service in the press services of the structures of the Ministry of Defense.

It is possible that the successful service experience of our graduates influenced the choice of VSU as a key institution of the Ministry of Defense, - says Professor Vladimir Vasilyevich Tulupov, Dean of the Faculty of Journalism. - At one time, when the state standard for military journalism was adopted, I was its reviewer. Later, we were included in an experiment to teach students two specialties for the Department of Defense: “Public Relations” and “ Information support activity." Then our graduates were given high marks. I think this was just one of the reasons that our university was again chosen to train military journalists.

When entering the field of military journalism, it is not necessary to have any super-skills and knowledge, - says the head of the public relations department of the Military Training Center of the Voronezh State University, Colonel Andrey Borisovich Chernyshov, who, by the way, is also a master's student at the faculty of journalism. - Handed over to the admission committee USE results in Russian language, literature and history. Plus, applicants demonstrate physical training(FISO), as is done when entering military universities.

Education in the field of journalism at the Military Training Center differs from training in this direction directly at the bachelor's degree in journalism. Applicants will study the specialty "Military Journalism" for 5 years. The weekly schedule includes a day during which the guys will undergo military training, during the rest of the days future military journalists will be trained as part of a separate group at the faculty of journalism. And here, along with traditional disciplines, they will study a number of special courses. After the 4th year, students of the direction of "Military journalism" are waiting for a planned two-week collection with swearing in, in the 5th year, in February, - a month's internship in a future position.

In the first semester, students will study general military academic disciplines: general military charters of the Armed Forces of the Russian Federation, drill training, fire training from small arms, - explains Colonel Chernyshov. - In the second semester, priority will be given to tactical disciplines. From the third semester, military-special disciplines begin, dedicated to the organization of information activities of the RF Armed Forces and public relations activities of the RF Armed Forces, as well as issues of information and psychological support for the armed forces.

As for accommodation, we do not provide for a barracks situation, but non-residents are required (if they have such a desire) to be provided with a hostel. Military discipline on the day of classes at the UVC is obligatory, as is observance of the provisions of the general military regulations of the RF Armed Forces. Outfits as duty and orderlies at the Faculty of Military Education - all this will be on the day of military training. For children, a mandatory uniform with UVC stripes is provided, and monetary compensation is allocated for its purchase. By the way, cadets of the Ukrainian Higher Educational Center will receive a scholarship that is 5 times higher than the usual one.

Upon completion of training, cadets will be awarded the rank of lieutenant. Further growth depends on successful service. So, the head of the Press Service and Information Department of the Russian Defense Ministry, Igor Konashenkov, has the rank of major general.”

To the question of our correspondent about what is still a priority in the future specialty: a military man or a journalist, because in the professional code of ethics there is a provision that a journalist must be aware of “what his professional activity stops at the moment when he takes up arms,” Colonel Chernyshov replied: “In the military industry there is such a thing as “non-combatants”, i.e. non-combatants. It's about about the persons who are part of armed forces, whose functions are reduced only to servicing and ensuring the combat activities of the Armed Forces, and who have the right to use weapons only for the purpose of self-defense. Non-combatants, in addition to correspondents, include doctors, quartermasters, military lawyers and clerics.

In general, journalists do not cease to be primarily journalists during hostilities. Even if they are military.

For many guys, the choice of faculty is complicated by another parameter - the military department. The department helps to get a military ID in parallel with studying at a university. But not everything is so simple and transparent. We tell you why.

What is a military department?

This is an educational formation of the Ministry of Defense within the university. May have different names: military faculty, military training center or military training faculty. But the government wants to unify all structures and call them "Military Centers". Not all universities have departments; a complete list can be found on the website of the Ministry of Defense.

Now such formations can train not only reserve officers. You can also become a sergeant and a soldier in the reserve. In this case, the training period will be different.

Students study in parallel with the main classes. At VSU, for example, one day a week is allocated for the military department. Training lasts from 1.5-2.5 years, depending on the rank. Officers study longer.

At the university they are recruited to the military training center. This is the same?

No, if you see UHC referrals in the admissions office, it's different. In fact, this is a special training of officers for contract service. Usually the guys study there for five years under a contract with the Ministry of Defense. Then they must serve 3 years on a contract. That is, in this direction, the military is trained on the basis of the university, by analogy with military academies.

How to proceed?

For admission to military departments in different universities, the requirements are approximately the same:

  • Study in full-time
  • Have no outstanding criminal record
  • Have an A or B group
  • Do not be registered in psycho-neurological institutions and pass a drug test
  • Fill out a questionnaire or CV
  • Pass the standards for physical fitness
  • Be a successful student (this rule is not found in every university)

Usually, the most attention is paid to the delivery of standards. Since different universities train different military men, the standards may differ. For example, at ITMO, they take swimming as a torpedo pilot. In other cases, it is usually running, pull-ups or push-ups.

Can girls study there?

Depends on the university. The Department of Defense does not restrict this. At VSU, for example, girls cannot enter the military department. The same situation is in St. Petersburg State University. But girls can enter MGIMO. You need to clarify this information specifically for each university. By the way, girls pass the standards on a par with guys - no concessions.

What will be taught?

To get started, specify the specialty that is taught at the military department of your university.

I asked a reserve officer friend to tell me a little about the training. He graduated from the military department as a commander of a combat vehicle with anti-tank guided missiles:

“While you go to couples, you don’t particularly notice any pluses. I don’t want to get up early, put on a uniform and go to the university. But when you come to the training camp, you begin to understand if you want to be a military man. You will better know the specialty for which you studied: instruments, weapons, tactics. You gain experience in building and digging trenches.”

What's next?

At the end of the training, students of the department undergo military training. They usually last about a month in the field. You live in tents or barracks at some part and apply your knowledge in practice. Then you pass your exams and return home. At the end of the training, you go to the military registration and enlistment office - there you are assigned a day when you must pick up a military ID.

This year is a double anniversary for us. On October 1, 1926 (90 years ago), military training was introduced in the higher educational institutions of our country. And on September 11, 2006 (10 years ago), the training of career officers began in the civilian universities of the new post-Soviet Russia. The almost century-long history of Voronezh State University (VSU) reflects, like a drop of water, the enormous work done by generations of teachers who trained the defenders of the Fatherland. Moreover, the development of military education in a civilian university is inextricably linked both with the history of educational institution, and with the history of our army. However, this is typical for all universities in the country, which practiced military training of students.

The creation and formation of the university in the city of Voronezh is closely connected with the fate of the Yuryev (Derpt) University, opened back in 1802 by decree of Emperor Alexander I. In March 1918, after the occupation of Estonia by the troops of Kaiser Germany, the university found itself in a critical situation. In July and September of the same year, students and faculty arrived from Dorpat (now Tartu) by special trains to Voronezh. It is symbolic for the future of military education at the university that the university was located in the buildings of the former Mikhailovsky Cadet Corps. On November 12, 1918, classes began at the university.

AT THE ORIGINS OF MILITARY TRAINING

Facts military history testify to the exceptional importance of such a task as the training of military personnel. This is natural, since the leading role in the life and work of military organization always belonged to the officer corps, which served and serves as the backbone, the organizing force of any army. On August 20, 1926, the Central Executive Committee and the Council of People's Commissars of the USSR adopted a Resolution approving the "Regulations on the procedure for passing the highest pre-conscription military training and active service in the Red Army by citizens studying in universities and technical schools and graduating from them." In August 1926, the order of the Revolutionary Military Council of the USSR No. 565 was signed on the start of military training for students. The decree obligated universities and technical schools to create military departments, which were originally called military offices. The head of the department was assigned to the military instructor of the educational institution. Military cabinet (since 1939 they began to call only the military department) in Voronezh University was established in September 1926. His first chief (military instructor) was appointed a career military officer - brigade commander A.K. Karpov.

The formation of the military department took place in difficult conditions. For the university administration, military training was new and was not immediately accepted as one's own. Reasons for this: reduction of hours by studying proccess at the faculties due to their allocation to the disciplines of military training; allocation of educational space at the expense of the educational institution; additional burden on students. And yet, despite all the difficulties, on October 1, 1926, normal classes began at the military department. This date became the birthday of the military department.

All military training was divided into two stages. The first stage included theoretical training in the amount of 180 academic hours at the university. The second stage (two months) consisted of practical training in military units of the corresponding type of troops. By the Decree of the Central Executive Committee and the Council of People's Commissars of the USSR of August 14, 1930 "On Compulsory Military Service", the higher pre-conscription military training (VDP) was replaced by the higher non-military training (GDP). The rank of military training was raised and equated to active military service. In total, for military training according to the new requirements, depending on the profile of training, from 430 to 580 training hours within the walls of universities and 3-4 months of camp training in the troops were allotted.

At the beginning of 1931, almost the entire staff of the military department of the VSU was arrested by the OGPU. Thirteen people, including the head of the military department, were shot, the rest received various terms of imprisonment. A few days after their arrest, the rector issued an order for the dismissal of these teachers. Soon he himself and his three successors will also be shot ...

In the summer of 1937, the government decided to replace higher non-military training with training for active military service. This decision provided for the preparation of students for military service as privates. And only on April 13, 1944, in order to make up for the losses of the officer corps during the Great Patriotic War, the Council of People's Commissars of the USSR adopted Resolution No. 221, on the basis of which military training was introduced in civilian universities. Already on October 1, 1944, classes began at VSU on new training programs for reserve officers. The head of the military department from October 1949 to December 1957 was Major General V.V. Boloznev.

In 1961, fundamental changes took place in the fate of the military department. In accordance with the order of the Minister of Higher and Secondary special education USSR dated February 8, 1961, the military department of the university was to be disbanded. But a large shortage of officers in the troops, especially in primary positions, forced the government in 1967 to restart military training in universities. By order of the Minister of Defense of the USSR of February 24, 1967 No. 051 and by order of the Minister of Higher and Secondary Specialized Education of April 30, 1967 No. 30, the military department was restored at VSU.

4 military specialties have been established for the training of reserve officers: anti-tank artillery, anti-tank guided missiles, specialists in topographic and geodetic training, as well as radiation, chemical and biological protection. Colonel V.A., a participant in the Great Patriotic War, a holder of five military orders, was appointed head of the military department of VSU. Ekimenko.

LOYALTY TO DUTY

Since September 1, 1967, classes have already begun at the military departments. In the same year, the USSR Law "On universal military duty" consolidated a number of important provisions. Students were granted a deferment from military service for the entire period of study at the university. University graduates who successfully completed their studies at the military department were called up to serve in the Armed Forces according to quotas annually set by the government - for a period of 2 years. Education at the military department was mandatory for all students fit for health reasons to serve in the army.

The entry of Soviet troops into Afghanistan in 1979 and their participation in hostilities required additional staffing of the army. The Politburo of the Central Committee of the CPSU decided from January 1, 1984 to stop granting deferrals from conscription to young men entering higher educational institutions.

Since 1986, the conscription of students for active military service began. Students were called for two years. Dozens of them went through the crucible of the Afghan war. Later they will publish excellent books. Officers with military awards came to the department.

Officers of the military department will write reports and volunteer to leave on a business trip to fulfill a government task to eliminate the consequences of the accident at the Chernobyl nuclear power plant. The liquidators, as they will be called later, will be Colonels Savvin V.G., Konovalov V.V., Lieutenant Colonels Bovgerd A.P., Trofimov V.V., Tabachnik A.Sh., Shamaev V.G. They will work at the Chernobyl nuclear power plant together with their own graduates of the military department, reserve officers of the RKhBZ troops.

The liquidation of the accident at the Chernobyl nuclear power plant was still going on, and here is a new tragedy. On December 7, 1988, at 11:41 local time, a devastating earthquake with a magnitude of 7.2 occurred in Armenia. At the initiative of the VSU Komsomol Committee, by the decision of the rector, a bacteriological detachment is formed from volunteer students of the military department to be sent to the area of the tragedy. Purpose: to extract the bodies of the dead from the ruins to save a safe sanitary and epidemiological situation.

Meanwhile, in the top military leadership of Russia, the military training of students in military departments was ambiguously perceived. As a result, on July 20, 1993, the Government of the Russian Federation issued Decree No. 690, according to which a number of military departments in universities, including VSU, were subject to disbandment. But less than two years later, by Decree of the Government of the Russian Federation No. 596 of May 26, 1995, the military department of VSU was again restored.

In general, 1995 was a very dramatic year for the military departments. On April 29, the State Duma adopted the Law “On Amendments and Additions to the Law of the Russian Federation “On Military Duty and Military Service”. On July 20, the Duma will adopt three hard-to-pronounce laws concerning military departments. We present only one the federal law“On the introduction of amendments and additions to the Federal Law “On the introduction of amendments and additions” to the Law of the Russian Federation “On military duty and military service”. And so three times. They will be followed by Decrees of the President of the Russian Federation No. 626 of June 23, 1995 and No. 18 of January 9, 1996. Briefly, their meaning was as follows: we had to teach students at the military department according to the reserve officer training program, and let them out as soldiers.

Here it is appropriate to recall that on November 30, 1994, Decree of the President of the Russian Federation No. 2137s “On measures to restore constitutional law and order on the territory of the Chechen Republic” was issued. With their black wing, these events affected graduates and teachers of the military department. In the North Caucasus, a graduate of the military department, Colonel Yu.M. Anokhin became a holder of three Orders of Courage and earned the title of Hero of Russia. A graduate of the military department O.G. Shevtsov, acting as part of a column of the 245th motorized rifle regiment, risking his life, pulled a soldier out of a burning infantry fighting vehicle, and with another soldier began to fire at the enemy from under a burning car. He died from multiple shrapnel wounds to the chest, abdomen and sniper hits in the neck, having fulfilled his duty as an officer to the end. He was awarded the Order of Courage posthumously.

The officers of the military department, in accordance with the orders of the commander of the troops of the district, went on "training" to the troops, finding themselves in the thick of the Caucasian events. Seven officers, including the head of the military department, Colonel A.I. Seredin, honorably fulfilled their duty.

FOCUSED ON MILITARY JOURNALISM

In 2004, it was published teaching aid prepared by the Main Directorate educational work in cooperation with Voronezh State University. It became mandatory for 292 military departments of the country. The experience of VSU in preparing students has become a model for other universities.

However, the troubles did not stop. In July 2005 - again a reform: to stop recruiting for military departments. And, here: to determine the universities in which officers will be trained for service under the contract. In order federal agency on education, it will be written that in pursuance of the instructions of the Minister of Education and Science and the letter of the then head of the personnel and educational work service N.A. Pankov to define VSU as the only civilian university in the country for training journalists in the interests of the RF Ministry of Defense. In October 2005, the Voronezh military department was allowed to resume recruitment ...

This was the beginning of a great restructuring of military education. An impetus was given to laying the foundation for the fundamental training of career officers in a civilian university. New, unknown, by experiment, in the absence of legislative framework and world experience. In December 2005, an interspecific meeting was held in Yekaterinburg on the problems of military education in civilian universities.

On April 4, 2006, the commission of the Ministry of Defense checked the organization of student training under the reserve officer training program at the military department at Voronezh State University. Based on the verification, the chairman of the commission of the Ministry of Defense of the Russian Federation, Lieutenant General S.E. Davydov reported to the Minister of Defense of Russia that “the leadership of Voronezh State University is actively involved in the implementation of one of the state priorities of Russia (in the field of education) in terms of the reform of the military education system, and is generally ready to start training officers for service in the Armed Forces of the Russian Federation under a contract from among students since September 1, 2006”.

On October 11, 2006, Deputy Chief of Staff of the Ministry of Defense of the Russian Federation - Head of the Information and Public Relations Department of the Ministry of Defense of the Russian Federation, Major General S.E. arrived at the university. Rybakov with two management officers. In his speech at the solemn meeting, Major General Rybakov emphasized: “Here, on Russian soil, one might say, in the center of Russia, in the city of Voronezh, we are conducting an experiment that, I will not be afraid of this word, will largely determine the shape of the future, future Russian Armed Forces".

Everything went by trial and error. Withstood. Even in the Directive of the Main Directorate of Personnel of the Ministry of Defense of the Russian Federation, we were noted in better side. Cadets of the faculty of journalism went to the training and practical courses "Bastion", aimed at special training of representatives of information structures working in extreme conditions.

Thanks to participation in the formation of a personnel order for the training of specialists at the direction of the Deputy Head of the 2nd Directorate of the Main Personnel Directorate, Colonel V.V. Romanov, in addition to humanitarian specialties, artillery was also included in the military training center (UVC). His far-sighted decision was dictated by the goal of keeping the cathedral officers in uniform by reassigning them to officer positions in the UVC instead of "dispersing". Not everyone remembers this (and did they know at all), thanks to whom they have the opportunity to continue serving.

By the decision of the Academic Council of VSU on December 26, 2008, the faculty of military education was created at the university, which combined two structural divisions: a military training center that trains cadre officers, and a military department that trains reserve officers. The dean of the faculty was Colonel A.A. Shcherbakov.

YOU CAN SAVE A UNIQUE SPECIALTY

The spring of 2010 brought another spring thunderstorm... The team of the then Minister of Defense Anatoly Serdyukov ordered: not to place an order for military training centers of civilian universities... Recruitments were stopped. In the Armed Forces of Russia, a period of "dispersal" has begun. We then thought: “Nothing, we will survive, because there are sets from 2006-2009. We’ll teach them, and then…”

However, in May, a new instruction was received: expel those who were recruited earlier ... Help came unexpectedly from the Lubyanka. We were offered not to expel translators, but to train them in the interests of the Border Service of the FSB of Russia. Indeed, in 2010, the Head of the Border Control Department of the Border Guard Service of the Federal Security Service of the Russian Federation, Lieutenant General V.V. Mochalov with a group of officers.

The new year 2011 brought significant changes to the content of military education. On July 1, the first graduation of cadets from the military training center took place at Voronezh State University. In particular, a unique program of its kind was implemented to train public relations specialists for the Russian Armed Forces. It will take a little time, and many will be in demand. They are in demand not only in the Russian Armed Forces, but also in other executive authorities where military service is provided. Moreover, in 2010, Anatoly Serdyukov decided to stop the training of career journalist officers at the Military University in Moscow. Thus was put an end to the unique military specialty, which in Soviet times taught at the famous Lviv Higher Military-Political School, and after the collapse of the USSR - at the Military University. For almost half a century, officers of this specialty worked excellently in all military publications and information structures, and in many media of the all-Union, and then federal level. But for some reason they were no longer needed by the Ministry of Defense. And it turned out that practically only Voronezh State University can continue the history of professional military journalism.

On September 18, 2011, His Holiness Patriarch Kirill of Moscow and All Russia, during the ceremony of awarding him the degree of Doctor Honoris causa of Voronezh State University, said: “I think that there are two social systems whose activities are vital for the country and the state. The names of both begin with the letter "o", and it may seem strange to someone that I bring these two spheres together public life, namely defense and education ... Indeed, education is as important as defense, and in the same way can only be a national matter.

In 2013, by order of the Minister of Defense of the Russian Federation, the first military rank of officer was awarded to 39 graduates of the Ukrainian Higher Educational Center. 17 graduates of the military training center in the specialties of artillery and linguistics received officer epaulettes and departed for further service, 22 graduates of the faculties of the humanitarian profile were enrolled in the reserve with the assignment of a personal number and military rank"lieutenant". After a four-year break, recruitment to the UVC has been resumed.

By the way, VSU was one of the first in the country to get involved in the creation of a system of scientific companies and military training of university students under the training program for reserve soldiers and sergeants. Thus, on July 4, 2013, the Rector of VSU, Professor Dmitry Endovitsky took part in a meeting of rectors of leading Russian universities, dedicated to the creation of scientific companies. The meeting was chaired by Defense Minister Sergei Shoigu. The result of the meeting was the signing of an agreement between the Ministry of Defense of the Russian Federation and the rectors of universities on cooperation in the creation of such scientific companies.

On July 30, 2013, VSU Rector Dmitry Endovitsky and Governor of the Voronezh Region Alexei Gordeev took part in an event held by Secretary of State - Deputy Minister of Defense of the Russian Federation General of the Army Nikolai Pankov together with Deputy Minister of Defense Colonel General Oleg Ostapenko. They checked the progress of work on the creation of a scientific company on the basis of the Military educational and scientific center Air Force (VUNTS VVS)" Air Force Academy named after Professor N.E. Zhukovsky and Yu.A. Gagarin" (Voronezh).

On December 16, 2013, VSU Rector Dmitry Yendovitsky took part in a meeting held by Russian Defense Minister General of the Army Sergei Shoigu with rectors of leading Russian universities. And in February 2014, VSU students met with Minister of Defense Shoigu in Moscow. And again, on September 10, 2014, the rector of VSU took part in a meeting with rectors and students of the country's leading universities, held at Bauman Moscow State Technical University by Minister of Defense Shoigu. And everywhere the experience of Voronezh residents in preparing students for service was the subject of consideration.

A clear system of military education has developed at VSU:

– Staff officers are being trained at the UVC – 5 years;

- Reserve officers are trained at the military department - 2.5 years, reserve sergeants - 2 years, reserve soldiers - 1.5 years.

Last year 2015 remained in memory as the year of the 70th anniversary of the Victory Soviet people in the Great Patriotic war. At VSU, by this date, a non-standard Znamenny platoon (a platoon of guard of honor) was formed, full dress uniform, weapon models (carbines, checkers) were purchased. The cadets of the UVC tried to join this group, practicing drill techniques to the point of exhaustion. Their workouts were spectacular. And when at the solemn rally dedicated to the Victory Day, at the main building of the VSU, this platoon solemnly carried a wreath, tears came to the eyes of not only veterans ... And the passage of a solemn march with banners instilled a sense of pride and spiritual uplift. It was not just a protocol event on the occasion of the holiday.

Work on the military-professional orientation of young people has intensified at VSU. For example, the meeting with a graduate of the military department of VSU in 1974, retired colonel Alexander Luchaninov, who retired from military service from the post of deputy head of the Information and Press Department of the Ministry of Defense of the Russian Federation, became a landmark. The training of career information officers has been resumed on the basis of the Faculty of Journalism of the Voronezh State University.

And there is another very remarkable thing. By the decision of the rector of the university, the banner of VSU is kept at the military department.
