- For the military department, ties with our closest neighbors are important. What has changed in this direction in last years?

- Indeed, we give priority to the development of partnership and allied relations with the CIS member states, the development of the military component of the Collective Security Treaty Organization (CSTO), as well as strengthening military organization Union State with Belarus.

Here we follow the adopted policy documents: the Concept of Military Cooperation of the CIS Member States until 2020, the Main Directions for the Development of Military Cooperation of the CSTO Member States for the Period until 2020, and the CSTO Collective Security Strategy for the Period until 2025.

Also, in order to increase the efficiency of coordination of interaction within the framework of the Shanghai Cooperation Organization, exchange of information on the situation in the region and conduct consultations, a Special working group at the Meeting of SCO Defense Ministers.

But still, the main efforts are focused on the formation of the Troops (Collective Forces) of the CSTO, bringing their structure, composition and equipment in line with the real challenges and threats to the military security of the member states of the organization. As part of this work, large-scale joint military exercises are being held: "Interaction", "Frontier", "Indestructible Brotherhood", "Search".

Within the framework of long-term agreements with Abkhazia, Armenia, Kyrgyzstan, Tajikistan and South Ossetia, the potential of Russian military bases located on their territories is being increased.

Our contingents are considered by the governments of these countries as a guarantor of regional security.

We pay great attention to the development of joint air defense systems with Belarus, Armenia and Kazakhstan. It is also important to recall that we provide free training for officers of our partner countries in educational institutions Ministry of Defense of the Russian Federation.

— It is clear that work with our neighbors is the first priority, but in the news of the Ministry of Defense appears primarily in connection with the war in Syria, where, thanks to our support, order has almost been restored and more than 90% of the territory has been liberated from terrorists. But what will happen next?

- I believe that no one doubts that a significant role in the success in the fight against terrorists belongs to the Russian Aerospace Forces, which support the ground forces of Syria. Today, all that remains is to complete the offensive in southeastern Syria along the Euphrates River. There is a lot of action going on here right now. The terrorists are still resisting, but their fate is sealed.

It is clear that now the issues of post-conflict settlement, the restoration of destroyed infrastructure and the provision of the necessary humanitarian assistance to the population are on the agenda.

The Russian Center for the Reconciliation of Warring Parties is well solving these problems both independently and in cooperation with international organizations. In order to conduct humanitarian convoys, the Center has established direct contacts with the Damascus offices of the UN, the International Committee of the Red Cross, the Syrian Arab Red Crescent Society, the World Food Programme, the World Health Organization and other international organizations registered in Syria.

Our joint work really helps to alleviate the suffering of the Syrian population.

It was possible to attract Abkhazia, Armenia, Belarus, Kazakhstan, China and Serbia to provide humanitarian assistance - they transferred more than 1,300 tons of humanitarian cargo for Syrian citizens.

Interaction with the special envoy organized through the UN Secretary General UN by Staffan de Mistura. On October 18, the Minister of Defense of the Russian Federation, General of the Army Sergei Shoigu, held a meeting with him to discuss issues of a political settlement of the Syrian crisis and the provision of humanitarian assistance. In addition, we have already established cooperation with the International Committee of the Red Cross.

One of the most painful issues now can be called demining. We held consultations with representatives of the defense departments of Iran, Egypt, Serbia, Armenia, Turkey and the UAE. Yerevan and Belgrade have already confirmed their readiness to send their engineering units to Syria, and Chinese sappers may join them. Some countries have volunteered to provide financial assistance in this matter.

Organized interaction with the UN demining service. Several rounds of meetings and negotiations have been held to attract its resources, and an agreement is being prepared between UNMAS and Syria for the deployment of UN activities in the region.

In the "Astana" format, the Joint Statement of the guarantor countries (Russia, Turkey and Iran - Gazeta.Ru) of the cessation of hostilities regime on the humanitarian demining of the territory of Syria, including UNESCO cultural heritage sites, was agreed.

Obviously, the next step is a political settlement. And the most acceptable, in our opinion, option is to hold an all-Syrian forum - the Congress of the Syrian National Dialogue.

The Congress must reaffirm its commitment to the unity, independence, territorial integrity and non-factional nature of Syria, and create conditions for political transformation in the country. Congress is expected to discuss the future of the Syrian constitution and help launch work on it. It is assumed that all groups of Syrian society will be represented at the forum: national associations and confessions, tribal and political formations, opposition movements.

President Bashar al-Assad responded positively to this idea. Oppositionists also see a positive perspective in this process. The people are tired of the war, the people of Syria want to return to peaceful life. fighting almost come to an end. The Congress will allow representatives of all groups of Syrian society to independently choose a common path to further development states.

We are interested that this event be held with the support of the UN.

We believe that our activities, as well as the active position of the international community, will bring peace and prosperity to the people of Syria.

- In addition to Syria, the Ministry of Defense has appeared in the news in recent weeks in connection with the visit of Sergei Shoigu to the Philippines, where he held a number of important international meetings. Can this be perceived as an increase in our rates in the Asia-Pacific region?

— Indeed, the Asia-Pacific region is gradually emerging as a leader in military and military-technical cooperation with Russia. Over the past few years, we have significantly increased the intensity and scale of Russian participation in regional affairs, and increased the number of joint events held.

The expansion of interaction between defense departments both in multilateral and bilateral formats in the Asia-Pacific region increases the effectiveness of countering challenges and threats to security in the region. We would like to increase this cooperation.

The visit of the Minister of Defense to the Philippines has become a landmark event, primarily for our colleagues from the ASEAN countries.

For the first time, the Minister of Defense of the Russian Federation took part in the Meeting of the heads of the military departments of the ASEAN countries and dialogue partners, the so-called "SMOA plus".

The ideas voiced by General of the Army Shoigu on building up the joint potential of the participating states, joining efforts in the fight against common threats - primarily terrorism, and strengthening confidence-building measures, were in demand and met with a lively positive response among the ASEAN members.

The countries of the region are interested in establishing relationships with us in those areas where we have significant competitive potential and positive experience. These are ensuring maritime security, combating terrorism and piracy, military medicine, demining and a number of other areas.

A good foundation for further work was the meeting of the Minister of Defense in Moscow in 2016 with his colleagues in the Russia-ASEAN format, which opened up new prospects for developing military ties with the G-10 countries. Over the past two years, a number of important bilateral documents in the military field have been signed with Brunei, Indonesia, Cambodia, Myanmar, Thailand, and the Philippines.

Of course, China and India remain our key partners in the region.

This year, we signed “road maps” for the development of military cooperation with the military departments of these countries, which will become fundamental documents when planning joint activities in the military sphere.

Well they help joint exercises. For example, the Russian-Chinese naval exercises "Sea Interaction" and the Russian-Indian exercises "Indra". I emphasize that these exercises are not directed against third countries, but are aimed at increasing the possibilities of jointly countering regional security challenges.

I would like to separately note the positive trends in cooperation with Japan that emerged following the meetings between Vladimir Putin and Shinzo Abe. This year, after a long break, the dialogue in the 2+2 format was resumed with the participation of the ministers of foreign affairs and defense. The meeting was held in March in Tokyo. Before the end of the year Japan should visit the chief General Staff Valery Gerasimov and Commander-in-Chief ground forces Oleg Salyukov.

- The unique initiative of the Ministry of Defense to hold the international military-technical forum "Army" is bearing fruit, including on the diplomatic front, but is still being ignored Western countries. Apart from China, none of the prominent players in the arms market participate in the forum. How to reverse the situation?

— Firstly, I would like to note that the international component of the forum has grown significantly. Over 75 foreign defense enterprises from 14 countries presented their advanced developments and technologies in the field of defense, including, for example, India, South Korea, France and South Africa. Seven foreign countries launched national exhibitions at the forum.

Secondly, our forum "Army" is only three years old. Some similar foreign sites do not reach such a level in terms of the range of exhibited weapons and military equipment, the geography of participants, the scale of exhibition space, the number of visitors, and over the decades of their existence.

The Russian military-technical forum has a huge potential.

As for the neglect of our forum by Western partners, which you are hinting at, I can assume that the success of the IMTF "Army-2017" has become, to a certain extent, a challenge for Western military-industrial complex enterprises. Our forum is now seriously competing with the largest international exhibitions.

We invited all countries to the forum, including Western colleagues. We are ready to provide them with our platform to promote our military products and demonstrate advanced technologies. I do not rule out that the Western partners did not come to Russia for political reasons. I hope that the time will come when they will still accept Active participation in our forum.

— Since 2012, the Ministry of Defense has annually held the Moscow Conference on International Security. To what extent does this summit help to reach mutual understanding with foreign colleagues?

— The conference has been held annually for the past 6 years. The first forum took place in May 2012. At that time, it was devoted exclusively to missile defense issues, and about 200 participants from 50 countries were invited to the event: politicians, military specialists and experts in the field of missile defense.

Since then, not only the topics of the forum have expanded, which now considers the entire range of key security issues on a regional and global scale, but also the number of participants and the composition of the represented foreign states. Thus, in the last four years alone, the number of conference delegates has grown from 300 to more than 800 people, and the number of participating countries has increased to 86.

In 2017, 22 defense ministers flew to Moscow at the head of their delegations.

Among the participants were the heads or deputies of eight major international organizations and representatives of 128 non-governmental organizations.

Actually, these figures speak for themselves. The international recognition of the conference as a platform for an honest, open and, most importantly, professional discussion of pressing issues of ensuring international security is growing every year.

The uniqueness and relevance of the Moscow Conference lies in the fact that it provides an opportunity to conduct a dialogue and express one's views on current events both to independent experts and, first of all, to the heads of defense departments of various countries. Given the lack of communication between military different countries, this is both an advantage and one of the main practical results of the forum.

The speeches of the forum speakers are “sorted out” into quotations, carefully studied and widely used by both security experts and the media. I have no doubt that the stated positions, the innovative ideas put forward by the forum participants are taken into account and used by those officials on whom the adoption of serious decisions depends.

For Russia, the conference is a wonderful opportunity to convey its point of view to the entire world community, including Western states.

Unfortunately, in recent years, the defense departments of these countries, delegations high level they are not sent to the forum, but their representatives are always in the hall. Even if they do not advertise their presence and prefer to come to the event in a civilian suit, we are sure that our “signal” reaches the “addressee”. Of course, we are always ready to work not only "on transmission", but also "on reception", having provided a platform for our Western "partners", we are also ready for a direct and frank discussion on the most acute problems of international security.
