History

Academy of Social Sciences under the Central Committee of the CPSU- the highest party educational institution of the USSR. On September 20, 2010, the President of the Russian Federation D. A. Medvedev, by Decree No. 1140, merged the Russian Academy of Public Administration under the President of the Russian Federation and the Academy of National Economy, thereby creating the Federal State Budgetary Institution of Higher Professional Education "Russian Academy of National Economy and Public Administration under the President of the Russian Federation" .

About the Academy

The Russian Academy of Public Administration under the President of the Russian Federation was established by Decree of the President of the Russian Federation of June 6, 1994 No. 1140. In accordance with this Decree, the Academy is entrusted with the functions of an educational, methodological, scientific, information and analytical center on public service problems in the Russian Federation.

On December 25, 2007, the former president-rector Vladimir Konstantinovich Egorov was elected rector of the Academy.

The Academy coordinates the educational, scientific, information-analytical and methodological activities of federal state educational institutions that train civil servants specified in the annex to the Decree of the President of the Russian Federation of November 10, 2006 No. 1264.

Employees of federal state authorities and administration, state authorities of the constituent entities of the Russian Federation, municipal employees, representatives of the legislative, executive and judicial authorities, employees of commercial structures with higher education are trained at the Academy. The Russian Academy of National Economy and Public Administration under the President of the Russian Federation (RANEPA) was established by Decree of the President of the Russian Federation dated September 20, 2010 No. 1140 by joining the Academy of National Economy under the Government of the Russian Federation (ANE, year of establishment - 1977) of the Russian Academy of Public Administration under the President of the Russian Federation (RAGS, year of establishment - 1991), as well as 12 other federal state educational institutions.

The merged academies have earned a reputation as leaders in the training of the country's top management personnel, both for business and government agencies. Since its inception in 1977, the Academy of National Economy has been firmly entrenched in the fame of the “forge of ministers”. With the beginning of economic transformations in Russia in the 1990s, the strategic model of the Academy changed: from the training of nomenklatura personnel, we switched to business education, becoming an educational institution offering all types of educational services for management areas. RAGS, founded in 1991, has taken the position of a leading educational institution that trains managers for the system of state and municipal service.

The newly formed Academy under the President of the Russian Federation - RANEPA - is the largest university in Russia and Europe in the socio-economic and humanitarian profile, rightfully occupying the top lines in all national rankings. By Decree of the President of the Russian Federation No. 902 dated July 7, 2011, the Academy has the right to independently establish educational standards and requirements for the educational programs of higher professional education it implements.

The mission of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation is:

training of globally competitive and adaptive management personnel for the state, public and private sectors in order to solve the problem of innovative development of society;

implementation of fundamental and applied scientific research and development in the socio-economic and humanitarian spheres;

scientific and expert-analytical support of public authorities of the Russian Federation.

The main principles of the Academy's activities:

continuity of education. Modern education accompanies the manager and specialist throughout his professional activity;

individualization of education. Students and listeners are given the opportunity to form their educational trajectory from a set of provided modules in order to implement individual training and development programs;

internationalization of educational programs. Any professional activity involves the use of modern approaches, including advanced international experience. This necessitates taking into account the experience of leading foreign educational organizations when developing educational programs, inviting foreign teachers, increasing the share of foreign students in the total contingent of such students, passing foreign internships by students and trainees, as well as developing student and teaching academic exchanges;

new educational technologies. The practice of leading Russian and foreign educational organizations convincingly demonstrates the effectiveness of active teaching methods in comparison with the passivity of the classical lecture and seminar teaching model. In this regard, the basis of the Academy's training programs are active teaching methods (“situational cases”, simulators, computer simulators, business games) and a project-based approach to teaching (projects aimed at achieving practically significant results by students during and after the end of the educational program) ;

competence approach. Educational programs are guided not by a standard set of lectures and the number of hours of classes, but by mastering certain practical competencies by students. Programs should clearly record what set of new qualifications and competencies learners receive at the end of the training program;

identifying centers of excellence that provide competitive educational services, and creating on their basis the methodological and organizational core of a modern system of continuous education of managerial personnel.

Academy today

Currently, the Russian Academy of National Economy and Public Administration under the President of the Russian Federation is the largest educational institution in Russia, 68 branches of the Academy are represented in 53 constituent entities of the Russian Federation.

As of January 1, 2012, the total number of students enrolled in higher professional education programs at the Academy and its branches is more than 207 thousand people, including over 35 thousand full-time students of higher education.

The Academy implements the main professional educational programs - 22 undergraduate programs, 26 specialist training programs, 14 master's programs. 31 secondary vocational education programs are being implemented.

More than 700 additional professional education programs have been developed and are being implemented at the Academy. About 30 percent of these programs are updated annually.

There are postgraduate courses (65 scientific specialties) and doctoral studies (25 scientific specialties) within the framework of 33 dissertation councils.

The Academy has developed unique training programs for civil servants for federal authorities and authorities of the constituent entities of the Russian Federation.

RANEPA is currently one of the leaders in training top-level managers for Russian enterprises and organizations. More than a third of students in MBA (Master of Business Administration) programs in the Russian Federation are students of the Academy.

Most MBA and EMBA (Executive Master of Business Administration) programs are accredited by the most prestigious accrediting associations in the world.

The Academy became one of the initiators of the introduction of MPA (Master of Public Administration) programs into the Russian education system. The purpose of these programs is to meet the staffing needs of public authorities.

The Academy has extensive international ties with leading foreign universities, including Stanford and Harvard Universities, Duke University (USA), Kingston University (Great Britain), and other universities in Germany, France, and Great Britain. The Academy not only sends Russian students abroad, implements joint programs with leading universities, but also trains foreign students.

The scientific potential of the Academy consists of over 700 doctors of sciences and professors, over 2300 candidates of sciences and associate professors.

The results of the scientific and expert activities of the Academy as the largest consultant on development projects and programs developed by federal authorities and authorities of the constituent entities of the Russian Federation, corporations and public organizations allow us to constantly improve and update the educational process.

The library fund of the RANEPA is more than 7,000,000 books, it also includes the library of the State Duma (established in 1906), the famous Demidov library. The Moscow campus has over 315,000 sq. m. meters of area. The total area of the branch network exceeds 451 thousand square meters. meters.

The Academy is currently the ideologist and developer of projects for the system of continuous education in Russia. We have developed a concept for the formation of a modern system of continuous education of civil servants, on the basis of which it is possible to modernize the system of advanced training and retraining of civil servants of the Russian Federation.

By order of the President of the Russian Federation dated December 25, 2009 No. Pr-3484 and in accordance with the order of the Government of the Russian Federation dated April 22, 2010 No. 636-r, the Academy was determined as the only executor under the program of training and retraining of the highest level of the managerial personnel reserve. By Decree of the President of the Russian Federation No. 202-rp dated May 2, 2012, the Academy was determined to be the sole executor of the state order placed in 2012 by federal state bodies for advanced training of up to 1,000 federal civil servants, whose job responsibilities include participation in combating corruption, according to the educational program " Functions of divisions of personnel services of federal state bodies for the prevention of corruption and other offenses.

The Academy actively cooperates with the constituent entities of the Russian Federation both in terms of training and joint work aimed at the innovative development of their economies.
